ON JUNE 22, 2004. rec rea tn\c orres\rec 8ip ks 2004 � � i ` CITY OF LYNWOOD � RECREATION 8i PARKS COMMISSION � MEETING MINUTES for APRIL 27, 2004 . 1) Call to Order: Vice Chairperson Wood called The Recreation 8i Parks � Commission meeting for April 27, 2004 to order at 5:00 p.m. 2/3) Invocation 8i Pledge: Commissioner Reed gave the Invocation and Commissioner _ Mendoza led the Pledge of Allegiance. 4) Roll Call: ' Chairperson Flores —Absent � Vice Chairperson Wood — Present Commissioner Reed - Present � Commissioner Espeseth - Present Commissioner Mendoza - Present Commissioner Hernandez - Present ' Commissioner ]acinto — Absent " 5) A�enda Posting: The Agenda was duly posted for the April 27, 2004 meeting. 6) Approval of Past Minutes: Vice Chairperson Wood motions for review and approval of the minutes for the Recreation 8i Parks Commission meeting held in - March 2004. Commissioner Espeseth motions that the minutes be approved and Commissioner Reed seconds the motion. All Commissioners vote in favor of approving the minutes and motion is carried: 7) Correspondence: The County of Los Angeles Department of Health Services � Public Health Division is requesting a fee waiver for use of Bateman Hall on 6/30/04 and 8/16/04 for immunization requirements training. After a brief � discussion Commissioner Espeseth motioned that this request be approved. Commissioner Mendoza seconded the motion. All Commissioners voted • unanimously for the approval of this fee waiver and the motion was carried. 8) Public Orals: Mr. Albert ]imenez of 3997 Lugo Avenue stated that he attended the Basketball Opening Ceremony. _ Congresswoman Linda Sanchez showed up at . the event. He was very pleased with the program and there was a good turnout. Mr. Jimenei also attended the Veterans Memorial/Performance Arena meeting , held at Bateman Hall on March 30. There was a good turnout for this event also with most of those in attendance voting to recommend option #4 to the Ciry Council. He went on to encourage all Commissioners to get involved with input and participate in this project. As American citizens we are the voice of Military , personnel all over [he world. We must raise revenue to constnict this monument. 9) Staff Reports: A. Facility Usage Report — Attached for review B. Division/Monthly Repores — Provided by Deputy Director Deborah Jackson C. Current Programs/Activity Report — ' . International Day of the Child — Volunteers are needed for this event being held on 5/ 1/04. This event was previously headed by former Councilman Arturo Reyes and is currently being implemented through the Lynwood Unified School District P.T.A. with help from z Current Programs/Activiry Report — Continued • the Recreation Department. This event has traditionally been sponsored in some fashion by the Ciry of Lynwood on an annual ' basis. • The Senior Lounge and the Youth Center will both be open on Cinco de Mayo (5/5). • Agua Caliente Casino — The Senior Citizens program is taking a trip to the Agua Caliente Casino on 5/b/04. The seniors will depart the Communiry Center at 7:30 a.m. and return at 7:30 p.m. The cost � for this trip is $20 ($10 for lunch and $10 to gamble) • Track 8i Field — Leo Rodriguez, Recreation Superintendent II and Zeph Lee, Track 8i Field Commissioner for LSA will coordinate this , event set for 5/8 at Lynwood High School. • Magic Mountain — The Youth Center will host their annual trip to Magic Mountain on 5/ 15. Parent permission slips are required. • Baseball Tournament in Lynwood City Park — Ouuide teams will be traveling to Lynwood for this Memorial Day Tournament. The first game starts at 9:00 a.m. on 5/22; games will continue through 5/31. • Summer Day Camp — Registration is going on now. There wif( be three, 4-week sessions of day camp for youth ages 5 through 12. Sessions are as follows: 6/21 to 7/ 16, 7/9 to 8/ 13 and 8/ 16 to 9/ 10. • Senior Food Program — Commissioner Reed mentioned that the participation in this program has increased from 59 to over 200 after a press release was published in the Lynwood Press, the Lynwood .� ' Journal and the Lynwood `n Perspective newsletter. D. Sports Ambassador Report — . Citizen Athlete of the Month - Shawn Powell-Furillo reported that 5- year old Jasmine Moody is the Citizen Athlete of the month. . Apple Award — Teachers in the community continue to receive this mayoral award on a monthly basis. The instructors are enthusiastic that their community achievemenu are being acknowledged. Mr. Joe Serrano, a 23-year veteran of the Lynwood Unified School District was recently presented with this award. . Batting Cage - There was general discussion on obtaining a batting cage for Lynwood City Park. Vice Chairperson Wood stated that he , is in contact with two companies. He is working with Ms. ]ackson on a"Baseball Tomorrow" fund. The Department can apply for funds . to construct a baseball field at no cost to the city. A fee can be assessed per team for use of the batting cage. Mr. Furillo commented that Ivory Thomas is a good promoter for the game of baseball. Mr. Furillo also stated that the type of material used i.e., grass, sand, etc. would impaa the city's liabiliry for sports related injuries. Also that the demographics of the City of Lynwood may not support a batting cage. 10) Scheduled Matters: B. Skate Park Modification — The City Council approved at their 4/20 meeting that staff for the coverage of the Skate Park should be eliminated. If the Skate Park is manned by staff the City is legally liable for injuries. The L.A. County Sheriff will patrol the area and ticket anyone violating the clearly posted rules and regulations on skate park rules. Staff will be phased out during the Summer months. ' 3 Scheduled Matters Continued C. Veterans MemoriaVPerformance Arena Update — Councif approved the recommendation made by the Veterans Affairs Council and the Recreation 8i Parks Commission at their meeting on 4/20. The minutes and renderings from this meeting are provided as part of this month's "Division Monthly Reports°. Unfortunately the Ciry Council does not want this project to move forward in phases. They would like to have all the necessary monies before beginning this project. D. Park Projecu Update — Ms. Jackson stated that she attended a community workshop on 4/17/04 in regards to the Lynwood Meadows Park Project. This workshop was conducted to receive and provide information and input on the design of this proposed project. There should be a follow-up workshop in approximately three weeks. Ms. Jackson reminded the . Commissioners that one of their duties is to relay information to the communiry and encourage volunteers to work with the Ciry on various programs such as this workshop. Many residenu living on Bellinger and State,Street attended the Lynwood Meadows Park Project Workshop. The Recreation 8i Parks Commission will be invited to attend the next planning ' meeting. 1 1} Commission Oralr. (Please abide by the 3-minute time limit for each Commissioner) • Commissioner Espeseth — Stated that she has received the Lynwood ]ournal only one time in two years. Her neighbors who have four children stated that if they ever move away from Lynwood they would return here to play baseball because of the great program. Four cars across the street from her house �� received a citation on s[reet sweeping day. . Commissioner Mendoza — Inquires about the Neighborhood Beautification program. . Vice Chairperson Wood — Invites military Veterans and their families to attend the 60"' Anniversary of D-Day Commemorative Ceremony at 1:00 p.m. on . June 6, 2004, Dockside, S$ Lane Victory, Berth 94, San Pedro. Vice Chairperson Wood also mentioned his concern about mini-bikes being driven on public streeu. He also thanked everyone for participating in the baseball ceremonies. The softball/baseball programs are getting bigger and better. , • Commissioner Reed — Requesu that the Neighborhood Beautification program be placed on the next Recreation agenda. Commissioner Reed also commented that many people in Lynwood are working on their homes. Commissioner Reed requested that some additional changes be made to the monthly division � reports. The Golden Voices should be listed under clubs and more emphasis should be given to administrative based organizations. . Chairperson Flores — Absent . The High School Swim Team season ends this month. St. Matthias High Schooi ends its swimming season also this month. City Swim Lessons Session III is currently in progress. • Marlin Swim Team Swim Meets April 17in & � • Spring Break Swim April 12� through 16 ■ Will Rogers School Swim April 4-g� ■ Wilson School Swim April 19-23` • 9 West Middle School Swim April 26-30` SENIOR CITIZENS PROGRAM I The Senior Citizens Program continues to provide structured recreational activities to I Senior Citizens, as well as free health and educational information. ; The Senior Citizens Program celebrated Easter on April 9`" with over 42 participants. • Old-timers Foundation meals served: 1,069 � I • Luncheon Honoring Senior Volunteers i April 20, 2004 ' I ."We Care" Food Give Away 175 participants ! MTA bus pass photos taken: 12 � i � • Dial-a-Taxi ID photos taken: 24 • Diai-a-Taxi coupons sold: 200 SPORTS PROGRAM The Sports Division continues to assist the Lynwood Youth Sports Association (LSA), residents and Community groups with structured programming and quality facilities. • Soccer Board of Directors have now begun Spring Select practice for their season played during the months of April, May, June and July with 34 teams ages 4'h , through 16 years of age. • Youth Baseball is half way through with its 2004 season. Teams are currently practicing at Lynwood Park and Mark Twain Elementary schools. • Youth Basketball are now taking registration for their Summer League and hope to have at least 30 teams. • Youth Girls Softball has eight (8) teams and are halfway through their season. • The Skate Park continues to operate week day hours 3:00 p.m. to 8:00 p.m. Monday through Friday and 12:00 p.m. to 8:00 p.m. Saturday and Sunday. The Department h,as now started to remove the staffing from the park and Park Security is now stopping by on a regular basis to cite any violations. • Lynwood 9-West middle school continues to use Lynwood Park for its Physical Education classes from 8:00 a.m. to 2:30 p.m. Monday through Friday. • Sports staff are preparing for the annual United States Junior Tennis Association summer tennis program presented during the months of June, July and August. YOUTH CENTER The Youth Center continues to run the Afterschool Fun Playground program at three (3) elementary school sites: Will Rogers, Wilson and Lindbergh Elementary schools. A total of 3,496 students participated in the Afterschool Fun Program for the month of March. • Apri110 Easter Egg Hunt — The event featured an egg hunt, egg coloring contest, a magic show and a booth for youth to take pictures with the Easter Bunny. Over 500 youth and parents partfcipated. • April 5` _ �6 Hip Hop Dance Class — This class was offered at the Youth Center Monday through � Friday from 3-5pm. Students received a brief overview on the history of Hip-Hop and leaned basic dance moves and rhythms. o April 12tn _ 16 m Spring Break Activities — For the spring break school recess the Youth Center ` conducted field trips, and organized indoor games and related free play activities for the week: Students had the opportunity to attend the Skate depot, Power Station Laser Tag and KnotYs Berry Farm. � . April96� Spring Jam Pre-Teen Dance — In keeping with our monthly teen dances we hosted a Spring Jam at the end of the school recess break and over 150 students attended. � The dance featured a live DJ, free raffles, a Juice Bar, game room and picture booth.
