ON JANUARY 25, � 2005. recream\commission agendas ai minutes\rec8ipks2004 ! �'•- , CITY OF LYNWOOD RECREATION 8t PARKS COMMISSION MEETlNG MINUTES for OCTOBER 26, 2004 1) Call to Order: Chairperson Flores called the October 2004 Recreation 8i Parks Commission meeting to order at 5:00 p.m. 2/3) Invocation Si Pledge: Commissioner Reed gave the Invocation and Commissioner Espeseth led the Pledge of Allegiance. 4) Roll Call: Chairperson Flores — Present Vice Chairperson Wood — Present Commissioner Reed - Present Commissioner Espeseth - Present Commissioner Mendoza - Present Commissioner Hernandez - Present Commissioner Ramirez — Present 5) A�enda Postin�: The Agenda was duly posted for the October 26, 2004 meeting. 6) Approval of Past Minutes: Chairperson Flores motions for review and approval of the minutes for the Recreation 8L Parks Commission meeting he(d in September 2004. .� Commissioner Espeseth motions that the minutes be approved and Commissioner Reed seconds the motion. All Commissioners vote in favor of approving the minutes and the motion is carried. 7) Correspondence: None 8) Public Orals: None 9) Staff Repores: ' A. Facility Usage Report — Provided at this meeting , B. Division/Monthly Reports — Provided by Depury Director Deborah Jackson. Ms. i Jackson apologizes for the late Facility Usage and Division Monthly reporu. The Commission briefly reviews the repor[s that are normally mailed before the ' meeting. Chairperson Flores asks if anyone has questions on the reports. � C. Current Programs/Activity Report — Recreation Superintendent 11, ]ose Trejo reported the following: ' •:• Citywide Halloween Activities — A Halloween Pre-Teen Dance will be heid at the Youth Center on 10/29. The annual Haunted House will ' take place at the Natatorium this year beginning on 10/28 through ; 10/31, from 6 p.m. to 9 p.m. A Carnival will be set-up near Train Depot beginning on 10/30 from 5 p.m. to 9 p.m. There will also be a pumpkin carving contest and costume contest. Commissioner Mendoza i and Vice Chairperson Wood will serve as judges for the contesu on , 10/30. Commissioner Hernandez inquires about the costume categories. Mr. Trejo stated that there will be different categories for different ages as � � appropriate — Cutest, prettiest, etc. for the younger participanu and scariest, most original, etc. for the older youth. i ' i i 9) Staff Reports: - C: Current Programs/Activiry Report — Continued •3 Vice Chairperson Wood stated that there would be a Veterans Day Ceremony at the November 2 Council meeting. Commissioner Reed commented that November 2n is Election Day. Vice Chairperson Wood stated that the ceremony would be held at the beginning of the meeting and would be very brief due to no budget for the event. •:• Laughlin Overnighter — The Senior Citizens will be traveling to Laughlin, Nevada to stay at the Colorado Belle Hotel. The $25.00 double- occupancy fee includes round-trip transportation and a free buffet. The bus will leave the CTC at 7:30 a.m. on 1 1/9 and return at about 5 p.m. the next day. D. Ambassador Report — None - Mr. Shawn Powell-Furillo is in attendance at a special Council meeting. l Oj Scheduled Matters: A. Swearing h� of New Commissioner — City Clerk Andrea Hooper breaks away from the special Council meeting to swear in our newest Commissioner, Guillermo Ramirez. Commissioner Ramirez will be an asset to the Commission as he has been working with the sports program for a long time. Additional commenu: The Ciry Clerk informs the Commission that if any Council Member loses his seat so will any Commissioner and/or Board Member appointed by that Council Member. She stated that in order to curb spending business cards are no longer being ordered for Commissioners. Ms. Hooper also commented about excessive trash in Lynwood City Park. Mr. Leo Rodriguez, Recreation Superintendent 11 stated that he does not have a sufficient number of � staff to clean up the park. Vice Chairperson Wood stated that L.S.A. Baseball is making it their responsibility to clean up at least their area before and after games. B. Neighborhood Beautification Awards — This item was originally scheduled for this evening however the awards presentation has been rescheduled to the November meeting. Council is attending a special meeting this evening and they would like to be present when the awards are presented. C. Neighborhood Beautification Tour — Ms. Jackson passed around the honorable mention plaque as well as the first place signage so that all the commissioners have the opportunity to see the awards up close. She is working with Johonna Howard, Public Relations Officer to come up with ideas for the 2005 Beautification Tour. Mr. Trejo is in contact with the Home Depot and All American home improvement stores to see if they will assist with gift certificates. He commented that they would not provide monetary donations but would be willing to donate supplies. Ms. )ackson siu on a Round-table Committee and will try to get sponsorships for next year's event. Chairperson Flores commenu that brochures advertising the event should be displayed citywide and year-round in order to get more citizens interested in participating. Ms. Jackson will work on this concept and bring back information at a future meeting. Commissioner Mendoza stated that Home Depot has a program that will send their staff to make needed repairs to senior citizen's homes. Commissioner Reed stated that Sears has a"fron[ porch" program that provides seating for front porches. She knows this is done in Phoenix, AZ and may be done here also. 1 1) Commission Orals: (Please abide by the 3-minute time limit for each Commissioner) . Commissioner Espeseth — Inquires about the Coordinating Council meetings. Ms. Hooper stated that under the new fee waiver policy service groups such as the Coordinating Council would have to pay for use of the rooms, leaving little money for scholarships. At their last meeting Council was considering fee waivers for non- - profit organizations. Commissioner Espeseth also commented on the problem of homeless people coming into the park to sleep. Additional Commenu: Ms. ]ackson stated that California Security guards will begin patrolling the park on 1 1/ 15. Currently their schedule will be Monday through Friday from 2 p.m. to 1 1 p.m. and 12 noon to 10 p.m. on Saturday and Sunday. There will be two guards on-duty on a daily basis. . Commissioner Mendoza — No comment . Vice Chairperson Wood — He welcomes Commissioner Ramirez to the Commission. He recalls that they started working with the Baseball program at the same time. • Commissioner Reed — She commented that one of the Youth Commissioners (Candace Howard) did not receive a letter inviting her to the first Youth Commission meeting. Mr. Trejo, liaison to the Youth Commission stated that all 13 members were invited to the first meeting last week, however only 12 showed up. The members are young and active and hopefully will be with the Commission for a long period of time. Additional Commenu: Mr. Trejo stated that the Youth Center has been added to the slate of tity rental facilities. • Chairperson Flores — Chairperson Flores also welcomes Commissioner Ramirez. He also inquired if the recommendation letter on the L.A.C. S. Baseball Clinics had been forwarded to the Council. He was assured that it has been forwarded to � Council. Additional Comments: Commissioner Ramirez asked about the cost of the last clinic (a'pprox. $23,000.00) Chairperson Flores recommended that Council not fund this program and suggested additional recommendations on how to run a similar program. Vice Chairperson Wood stated that the Dodgers or the Angels would come out for free as they have before. Commissioner Ramirez was present at the free event(s) held previously. . Commissioner Hernandez — Requesu that staff be aware of children/youth dancing inappropriately. Commissioner Hernandez also mentioned that she has seen participanu in the men's Basketball League abusing the basketball neu by hanging onto them when they execute slam balls. • Commissioner Ramirez — He asked if Code Enforcement would be the department to call for unkempt homes. 12) Adiournment: Motion to adjourn to the next regularly scheduled meeting which will be held on November 23, 2004. ADMINISTRATION The entire Recreation & Communiry Services Department assisted in the preparation of the annual Halloween festivities. The Lynwood Natatorium hosted the event this year and . did an excellent job, with the assistance of Recreation Department staff and community youth volunteers, inaking it a Haunted House to remember. Members of the Recreation & , Parks Commission served as judges and Senior Volunteers assisted with various booths during the Halloween Carnival. The City Park security has been transferred to Califomia Security, Inc. They will begin servicing the park on November 15, 2004. Agenda Items prepared for the month of October: 2 City Council Presentations: 5 SCMAF Institute — October 7�' . Six staff members attended the annual SCMAF Institute (Southern California Municipal Athletic Federation) Workshop in October and participated in various workshops covering topics including Skate Park Legislation, Teen Programming, Park Security and several other topics relative to Recreation. NATATORIUM The Natatorium is preparing for its annual shut down. The last swim session was completed October 22" The last day for Public Swim took place on Sunday, October 24 The Natatorium was the host for this years' Halloween Haunted House. Staff began construction on the Haunted House beginning October 25�'. The Natatorium staff also coordinates the annual Community Service Day. Letters to businesses have gone out soliciting donations for the event. Community Service Day is for Lynwood residents who through an e►igibility application submitted to the city teceive food and toys for the holidays. Sports Division is currently advertising its first annual "Turkey ONE-PITCH" ' Men, Women and Co-Ed Softball Toumament to be held in November. o The Sports Division continues preparing for the Co-Ed SoRball season. The league will consist of 4 teams with games over a 10-week period. This league is open to Lyrnr000d residents as well as outside teams. For additional information contact the Sports Office at 886-0426. COMMUNITY CENTER GYMNASIUM � The Community Center gym will be closed November 15 — 29th for annual maintenance SKATEPARK ■ The Skate Park continues to with weekday hours 3pm to 8pm and weekends 12 noon to 8pm i II LYNWOOD SPORTS ASSOCIATiON PROGRAMS YOUTH SOCCER Youth Soccer Faii season games are played on Saturdays from 8am to 5pm. Youth Soccer will host its annual "Toys for Tots" Soccer Toumament on November 6`" to assist in the Ciry's Community Service Day created to serve under-privileged families in �ynwood. YOUTH BOYS & GIRLS BASEBALU SOFTBALL Youth Baseball is in its final weeks of games and will complete their Winter League at the end of November. Youth Baseball will also host its annual Toys 4 Tots Christmas Toumament in November. Girl's softball continues to play their games on Wednesdays and Saturdays. YOUTH BASKETBALL Youth Basketball has scheduled Odober 30"' for its tryouts along with the candy and soda fundraising project for the 2005 season from 9:00 am to 12:00 pm at the Lynwood Community Center Gymnasium. Currentty the Youth Basketball League has over 200 registrants for the 2005 season. Games will once again be played at both the Community , Center gymnasium and Lyrnvood 9West Middle School. YOUTH CENTER ■ October 18"' — 22" — Staff conducted schoot visits in celebration of "Red Ribbon Week". Staff promoted awareness and helped students create banners with drug- free messages: Banners were displayed at City public facilities during the month on October. ■ October 23` Youth Center hosted its annual Six Flags Fright Fest trip. Forty-eight (48) ticketswere sold ■ October 23-29` — Slam Dunk-Drugs are Junk 3 on 3 Basketball Tournament at the Youth Center for �rades 4� _ 8�' ■ October 25� — 28 — Halloween Week of Horror Movies from 6pm to 8pm � October 29 — Pre-Teen Costume Halloween Dance 6pm to 10pm — 250 teens were in attendance • October 30 — Annual Halloween Camival @ City Park. Design is scheduled for completion January 25, 2005: Prior to design the city held two workshops with area residents to receive their design input. The workshops were held April 12, 2004 and June 17, 2004. Based on resident input the park Master Plan was completed. One element that the res+dents requested unanimously was a basketball court. The�e are no local basketball courts in the area. To provide maximum recreation opportunity two half courts were proposed. . The city applied and received a grant from the Regional Mountains Conservancy. The covers only a portion of the construction cost and is only for passive activities. Because the desires of the residents exceeds the construction budget the city proposed to phase in some of the requested elements as funds become available. This grant offers an opportunity to construct one requested element, the basketball courts. ' This project is scheduled to start construction in May 2005. Lynwood Meadows Park is scheduled to open to the public before the end of next � year. The City Park has three soccer fields and these are packed aii the time. There is a great demand for soccer in this community and any open grassy area becomes a soccer'field. To provide to the city's Youth and residents additional and a similar altemative recreational opportunity, the city proposes the construction of a futsal park including three futsal courts; one indoor standard size court and two outdoor courts, one league size and one g/4 size for the younger players. Futsal is similar to soccer with similar rules. Some of the main differences are the size of the courts, goals, and number of players and time allotted to play. Due to the smaller court and goals the game is played at a much faster pace making it rnore challenging tlian regular soccer. The smaller size courts are also an advantage, with land at a premium in the City more courts may be located in the area required by one full size soccer field thus providing more opportunities to play. Futsal is gaining popularity. This is a well-established, organized and monitored intemationa( sport. FIFA (Federation Internationale de Futbal Association) monitors the sport, setup the bylaws, rules and provides trained and certified referees. In the United Stated the US Futsal Federation guides the sport. Futsal is an intemational game with its' own World Cup. The World Cup Games are set to start November 21, 2004 and the US National Team is one of the teams that will play this year in Taipei, China.
