Black, Personnel Officer ,j���� SUBJECT: REVIEW OF PROPOSED CLASSIFICATION STATEMENT PURPOSE To have the Board review the proposed' classification statement for Director of Development Services. FACTS 1) During discussions relative to the 2004-2005 budget review, Council identified a need for the inclusion of the above position statement. 2) A job analysis was completed and subsequent classification statement prepared by the Human Resources Division. RECOMMENDATION That the Personnel Board review and recommend the City CounciPs adoption of the classification statement for Director of Development Services. CITY OF LYNWOOD DIRECTOR OF DEVELOPMENT SERVICES DEFINITION Under the administrative direction of the City Manager, to plan, organize, manage and direct the operation of various division functions of the department, this includes City Planning, Building and Safety, Business License, Parking and Code Enforcement; prepares and administers the general plan within the policies of the Planning Commission and the City Council; develops plans, goals and objectives for the department; prepares and oversees the department budget estimates and controls budgetary expenditures; advises the City Manager and City Council on matters pertaining to departmental functions; and performs other work related activities as required. EXAMPLES OF DUTIES Plans, organizes, manages and directs the functions of the Development Services Department; oversees and assures compliance of enforcement laws, I codes; zoning, business licensing, permits, land use, construction and structural i requirements; prepares reports, analyses and recommendations for presentation I to the City Council, Planning Commission and City Manager pertaining to ` , planning, building and safety activities and development projects; processes the � city's general plan amendments, discretionary permits, subdivisions, zone � changes, conditional use permits and project appeals; coordinates the activities � of department functions with other City departments, government agencies and other entities; confers with project developers, consultants and � other � representatives; develops solutions to difficult and multi-faceted development service problems; supervises the review of building plans, parcel maps and subdivision proposals for compliance with appropriate regulations, and prepares � i reports of recommendations; attends professional meetings and conferences for � the City as to legislation, regulations and trends affecting land use and ! administrative practices; attends City Council Meetings, Planning Commission Meetings; serves as eutemal spokeperson for the City in matters pertaining to the i departments policies, plans and objectives. A typical way to obtain these knowledge and abilities would be: Five years of broad and extensive 'work experience in' municipal development, planning, building and safety real property acquisition, appraisal, relocation and development projects. EDUCATION: � Graduation from an accredited four year college or university with a degree in urban planning, public administration, industrial relations, business administration or a closely related field: � ,
