CITY OF LYNWOOD
REGULAR MEETING OF THE PERSONNEL BOARD
THURSDAY, OCTOBER 21, 2004
The regular ,meeting of the Personnel Board of the City of Lynwood, California
` was held on Thursday, October 21, 2004 at 5:00 p.m. in the Council Chambers of
. Lynwood City Hall, 11330 Bullis Road, Lynwood, Califomia. The agenda was
duly posted 'as prescribed by the Brown Act
CALL TO ORDER
The meeting was called to order by Commissioner Bradley at 5:07 p.m. Roll call
was taken by Gail Black, Personnel Officer. Ms. Bradley was the only
commissioner present as the City Council had removed other members prior to
this meeting,
PLEDGE OF ALLEGIANCE
Led by Commissioner Bradley.
APPROVAL OF MINUTES
The motion was made by Commissioner Bradley to approve the minutes of the
regular meeting of September 16; 2004. (NOTE: Due to commissioners being
removed previously by the City Council, Ms. Bradley's approval was deemed
sufficient.)
Ms. Black requested the agenda be reordered to allow for the orientation and
� swearing in of new commissioners prior to the Public Orais.
ORIENTATION OATH
Ms. Andrea' Hooper, City Clerk, performed the swearing in of the new .
commissioners, Ms. Betty Jingles, Ms. Barbara Battle and Ms. Maria Quinonez at
� 5:14 p.m. Ms. Hooper gave a copy of the guidelines/bi-laws of the commission
and explained the importance of attendance and being on time to the meetings.
She also stated that the term for each member is four years.
Ms. Black welcomed the new commissioners and asked them to take their seat.
She briefly explained the roll of the Personnel Board and distributed a notebook �
that contained the Personnel Rules and Regulations, Salary Schedules, MOU,
Job classifications and bi-laws.
Commissioner Bradley made the motion and was seconded by Commissioner
Jingles to hold the selection of a Chairperson and a Vice-Chairperson for the
next meeting since a new commissioner was not present.
Commissioner Battle questioned how an eligibility list was composed.
Ms. Black explained the recruitment process and how an eligibility list is
, established. She indicated that Closed Promotional recruitments are only open

:, to current employees not to the public. Closed Promotional examinations are
opportunities for employees to advance within the City.
Commissioner Quinonez asked why there was only one candidate in the Closed
Promotional recruitment process for the position of Account Clerk. Ms. Black
responded that all PERS eligible employees are notified with a memo attached to
their pay-checks whenever there is a recruitment. However, in this case only one
employee applied.
The motion was made by Commissioner Bradley and seconded by
Commissioner Quinonez to approve the certification of the eligibility list for the
position of Account Clerk, Water Service Worker and Senior Street Maintenance
Worker. All in Favor. Motion carried.
PUB�IC ORALS
Ms. Phyllis Cooper-Lyons and some of the members of the Red Society Hat
congratulated the new members.
Ms. Sylvia Herron, Chairperson for AARP, welcomed the new members and
asked the board for their support. Ms. Herron is putting together Christmas
baskets for the Feace and Joy Battered Womens' Shelter and is asking for
donations. There are 25 to 30 women registered in the shelter. They also get
points when they turn in receipts from Albertson's, Savon, Tupperware, Chevron
and others (the list is posted in the Sr. Center). There is also a box in the City
Clerk's Office for donations as well as in the Community Center. The receipts
are turned in every three months then they receive a check. They will be
accepting donations until the first week of December.
She also informed the board that the organization also provides community
service. For example, they had participated in the alley clean up, by providing
the cleaning crew with water. She then thanked Ms. Black for her support.
Mrs. Pearline Calderon, welcomed the new members.
Mr. Jim Morton welcomed and congratulated the new members.
COMMISSIONER ORALS
Each of the commissioners introduced themselves and gave a brief history of
their background.
ADJOURNMENT
The motion was made by Commissioner Bradley and seconded by
Commissioner Quinonez to adjourn to the regular meeting of November 18, 2004
at 5:00 pm. The meeting adjourned at 5:50 pm.
