Mr. J:D. Whitaker, Parking Control Manager, briefly explained the purpose of the
penal code requirement as it pertained to Parking Control Officers. Ms. Black
further informed the board that it would serve in the best interests of the City to
have the possession of the certification as part of the application process as the
Gity would be able to hire an employee that is qualified to begin working in the �
position after a brief training period.
Vice-Chairperson Grayson made the motion with Commissioner Bradley's
second to recommend the adoption of the revised job description for Parking
Control Officer and Neighborhood Preservation Specialist to include the special
requirement of the possession of a P.O.S.T. certificate for PC 832 to the City
Council. All in favor. Motion carried.
The board was requested to approve a closed promotional examination for the
position of Water Service Worker and Street Maintenance Worker. Vice= �'
Chairperson Gilpen-Grayson made the motion with Commissione� Bradley's
second. All in favor. Motion carried.
Examination Appeal
The board reviewed and discussed the examination appeal of Mr. John L.
Slevkoff, Electrical Maintenance Worker, for the City of Lynwood. Mr. Slevkoff
requested an examination appeal to tFie Personnel Board concerning the
position of Neighborhood Preservation Specialist in which he was not selected as
the candidate to fill the position. It was determined by the board that the appeal
request of Mr. Slevkoff did not meet the criteria to appeal. The motion was
made by Commissioner Bradley and a second by Vice-Chairperson Gilpen-
Grayson to deny the appeal request.
COMMISSIONER ORALS
Commissioner Bradley commented on the Doctor's Appreciation Awards dinner.
General comments were made by the board concerning the current investigation
being conducted concerning the city. Vice-Chairperson Gilpen-Grayson noted
that it appeared payment for the March and April meetings had not been made.
ADJOURNMENT
The motion was made by Vice-Chairperson Gilpen-Grayson with Commissioner
Bradley's second to adjourn to the regular meeting of June 17, 2004. All in favor.
Motion carried.

REGULAR MEETING OF THE PERSONNEL BOARD
THURSDAY, MAY 20, 2004
The regular meeting of the Personnel Board of the City of Lynwood, Calrfomia
was held on Thursday, May 20, 2004 at 5:00 p.m. in the Councif Chambers of
Lynwood Ciry Hall, 11330 Bullis Road, Lynwood, Cal"rfomia. The agenda was
duly posted as prescribed by the Brown Act.
CALL TO ORDER
The meeting was called to order by Chairperson Lewis at 5:05 p.m. Roll call
was taken by Gail L. Black, Personnel Officer. Vice-Chairperson Littlejohn was
absent.

APPROVAL OF MINUTES
The motion was made by Commissioner Gilpen-Grayson and seconded by
Commissioner Bradley to approve the minutes of the regular meeting of April 15,
2004. All in favor. Motion carried.
PUBLI��S '
Mrs. Pearline Calderon, 4010 Josephine St, Lynwood, addressed the board with
a complaint conceming certain City staff. Mrs. Calderson was informed by the
board that their role did not cover the concems she raised. Ms. Black advised
Mrs. Calderon to fonrrard her complaint to the office of the City Manager.
STUDIES & REPORTS
As required by the Lynwood City Code 18-5.3, the annual election of the
Chairperson is to take place annually, on or before May 15. Nominations were
opened for the position of Chairperson• Commissioner Gilpen-Grayson made the
motion for the nomination of Chairperson Lewis to continue as Ghairperson with
, Corrimissioner Bradley's second. All in favor. Motion carried- Commissioner
Bradley made the motion with Chairperson Lewis' second to nominate
Commissioner Gilpen-Grayson as vice-Chairperson. All in favor_ Motion carried.
The Board reviewed ProPased dassfication revisions for the Parking ConVol
Officer and Neighborhood Preservation Specialist job descriptions to include a
special requirement of certfication for Powers of Artest & Seizures, Penal Code
832.
