REGULAR MEETING OF THE PERSONNEL BOARD ', THURSDAY, NOVEMBER 18, 2004 ' The regular meeting of the Personnel Board of the Cify of Lynwood, California was held on Thursday, November 18, 2004 at 5:00 p.m. in the Council Chambers ' of Lynwood Gity Hall, 11330 Bullis Road, Lynwood, California. The agenda was ' duly posted a's prescribed by the Brown Act. CALL TO ORDER - � Due to the absence of a Chairpersorr and .Vice-Chair Ms. Gail Black, staff liaison, called the meeting.to order at 5:OOpm and roll call was taken. All commissioners were present: . � - � PLEDGE OF ALLEGIANCE ' • Led by Commissioner Jingles. APPROVAL OF MINUTES . i The motion was rriade by Commissioner Quinonez and seconded by Commissioner Bradley to approve the minutes of the regular meeting of October � _ , 21, 2004. All in favor. Motion carried. � . PUBLIC.ORALS — None ' STUDIES & REPOR ' . Ms. Black requested that item #3 be reordered to allow time for the City Clerk to � . prepare for tlie swearing in of the new comrnissioner. The:motion was made by Commissioner Battle and seconded by Commissioner Quinonez to reorder item #3 as #1. All in favor. Motion carried. , � ' , Ms. Black briefly explained the recruitment process and the breakdown of the � ' candidates' scores to the board. � Commissioner Battle asked how the public was notified of any openings within , the City, Ms. Black responded that part of the recruitrrient process was to : . advertise in the local newspapers, internet and mailing of the flyer for posting to ; other Cities and employment agencies as well as the City's website. , " The motion was made by Commissioner Quinonez and seconded by ' Commissioner Jingles to.approve the certification of the eligibility list for the ! ; position of Recreation Coordinator. All in favor. Motion carried. Orientation & Swearinq in of New CommissioneC , Ms. Andrea Hooper, City Clerk, perforrned the swearing in of the new ; � commissioner, Ms. l�rselia Villanueva at 5:08 p.m: . , . . . . . � i.., . Ms. Black welcomed Commissioner Villanueva and asked her to take her seat. � Commissioner Villanueva introduced herself to the board and gave a brief ' orientation of her background. The commissioners introduced themselves to : Commissioner Villanueva and provided a,brief overview about their background to her. ' Reorqanization Ms. Black informed the board that nominations for Chairperson were now open. ; , Commissioner Bradley nominated herself. Commissioner Battle nominated ; Commissioner Quinonez. �. � The vote for Commissioner Bradley for Chairperson was: , AYES: Villanueva, Bradley, Jingles OPPOSED: Battle, Quinonez . The new Chairperson is Ms. Bradley. " Nominations were opened for Vice-Chairperson. Commissioner Battle ' nominated Commissioner Quinonez. Chairperson Bradley nominated Commissioner Battle. Commissioner Battled withdrew. By unanimous vote, the r' - new Vice-Chairperson is Ms. Quinonez. .All in favor. Motion carried. PUBLIC ORALS = None � ` COMMfSSIONER vRALS ; • Chairperson Bradley welcomed everyone aboard. '' Commissioner Battle expressed her concern about the rules that should be .. followed during a meeting. . Commissioner Qainonez suggested that a check =', list be included next to an � � item that requires the approval of the board. She' is also interested in spending � some time in the Personnel Office to observe and gain some knowledge on how � the City operates. Ms. $lack responded that it could be accommodated to give her a call to set a day and time. She then asked what would be the cole of the board in case of any grievances. Ms. Black explained that all PERS eligible , employees have the right to submit appeals to the board. '. ' Commissioner Villanueva asked that the recruitment process, be explained in � , detaiL Ms. Black explained the process. Chairperson Bradley suggested to the ,' I board•that they attend the regular Council Meetings to familiarize themselves on ; ' how the City operates and to obtain answers to their questions. ADJOURNMENT The motion, was made 'by Commissioner Jingles and seconded by Vice- � Chairperson Quinonez to adjourn to the regular meeting of December 16, 2004 � at 5;00 pm.
