RESCHEDULED MEETING OF THE PUBLIC SAFETY COMMISSION
MONDAY, MARCH 10, 2004
The regular meeting of the Public Safety Commission for the Ciry of Lynwood,
California was held on Monday, May 10, 2004 at 6:15 p.m. at Bateman Hall, Room
2, 11330 Bullis Road, Lynwood, California. The agenda was duly posted as
prescribed by the Brown Act.
CALL TO ORDER
Vice-Chairperson Kenneth West called the meeting to order at 6:24 p.m. Steve
Stewart, Staff Liaison, took roll call. All Commissioners were present. '
INVOCATION
Led by Commissioner Alatorre.
PLEDGE OF ALLEGIANCE
Led by Commissioner Hawkins. �
APPROVAL OF MINUTES

It was moved by Commissioner Hawkins and seconded by Commissioner Jones to
approve the minutes of the May 10, 2004 regular meeting. All in favor. Motion
carried.
PUBLIC ORAL COMMUNICATION
Mrs. Calderon, Lynwood resident, and Traffic Commissioner, is concerned about �
the lack of handicapped restroom facilities at City Hall. Her desire is that City Hall
is brought to code and that the restroom facilities are made to accommodate all �
that wishes to use them. Mrs. Calderon stated that on Fernwood between
California and Bullis Road it needs to be cleaned and kept in a more presentable i
way.
STUDIES AND REPORTS
As per the by-laws the Lynwood Public Safety Commission is due for I
reorganization. Commissioner Jimenez, was nominated for Chairperson by I
Commissioner Calderon and seconded by Commissioner Hawkins. He was I
elected Chairperson, running unopposed. Commissioner Jones was nominated I
. for Vice-Chairperson by Commissioner Alatorre, and seconded by Commissioner
Jimenez. He was elected Vice Chairperson, running unopposed.

The Commission is unanimous in its recommendation that more law enforcement
officers are needed in the City. They are also aware of monetary restraints that.
conflict with this recommendation. The obvious recommendation is to find the
funds, by allocating other earmarked funds to law Enforcement, seeking grants,
or, by any other means that would achieve this goal.
The Commission has questions concerning:
■ What has become of the Community Service Assistance Officers?
■ How is the response protocol defined in the law Enforcement Contract?
■ Why is it necessary to call so many times to get help on public disturbance
calls?
■ Deputy visibility needs to be more apparent in residential areas of the City.
The Law Enforcement Contract, will remain a topic of discussion for the
Commission, and the Commission will continue to make recommendations, until it
is resolved. .
COMMISSIONER ORALS
Commissioner Hawkins advised the Commission of a"Crime SummiY' to be held on
Friday, June 4 at Lynwood City Hall. The time is from 8 a.m. — 2:30 p.m. With a
candle light session to follow.
Vice-Chairperson Jones stated that he finds the appearance of the City appalling.
Merchants are displaying wares on the sidewalks, there is trash in the alley ways,
and weed abatement, non existent. He also stated that the backyard of 3801
Lyndora needs cleaning and there is a lack of address numbers on curbs. He then
expressed a concern about small motor scooters and juveniles operating them
running wild with no concem to themselves or others. ,
Commissioner Alatorre remains concerned with the prostitution issues on Long
Beach Blvd. He also concurred with others about the motor scooters, and the illegal
use of fireworks.
Once again, Chairperson Jimenez is concemed about the unlicensed food vendors.
Commissioner West states that the Parking Enforcement Department here in the I
City needs more power and wonders who has final jurisdiction conceming parking �
. enforcement, the City or the Sheriffs Department? �
Commissioner Hawkins submitted a written complaint and requested to be delivered
to the proper authority. .
