I � � I I CITY OF LYNWOOD REGULAR MEETING OF THE PUBLIC SAFETY COMMISSION MONDAY, NOVEMBER 8, 2004 ! The regular meeting of the Public Safety Commission for the City of Lynwood, California was held on Monday, November 8, 2004 at 6:15 p.m. at 11330 Bullis Road, Lynwood, California. The agenda was duly posted as prescribed by the Brown Act. CALL TO ORDER Chairperson Jones called the meeting to order at 6:20 p.m. Steve Stewart, Staff Liaison, took roll call. Commissioner Calderon was absent and Commissioner Hawkins excused-sick. 1NVOCATION Led by Chairperson .Jones. PLEDGE OF ALLEGIANCE Led by CommissionerHutcherson. APPROVAL OF MIIVUTES It was moved by Commissioner Alatorre and seconded by Commissioner Hutcherson to approve the minutes of the October 11, 2004 with a noted � correction. The following correction was noted under Commissioner Orals: 4"' I page on the middle of the comments from Chairperson Jones, the location is � Virginia and Duncan instead of MLK & Duncan. STUDIES AND REPORT i Mr. Stewart welcomed and introduced Mr. Rudolph Brown, Facilities Maintenance I Manager for the City of Lynwood, He also thanked him for accepting the invitation � � to the meeting. I � I � i I . I Mr. Brown thanked the commission for the invitation and briefly described each division under his supervision. The divisions under Facility Maintenance are: Riyht-of-way - graffiti removal, Street Division - maintenance of the streets (i.e. street names, pot holes, alley clean up), Grounds Division — maintenance of the parks, center medium, Building Maintenance — maintenance of City facilities, Crossing Guards'— crossing children before & after school safely across the street. Upon concluding his presentation, Commissioners stated some items of concern. Commissioner Rayas indicated that on the corner of Mallison and Elm — 10848 Mallison - the power poll is leaning at a dangerous angle. Commissioner Cornelius indicated that the crosswalk on Platt and MLK had faded. Vice-Chairperson Hutcherson also indicated that there is no street name on Magnolia. Commissioner Alatorre stated that there is graffiti on Peach and Oakwood. Chairperson Jones indicated that he complained at the beginning of June about graffiti and trash on the 5100 Walnut alleyway between Virginia and Duncan that has not yet been take care of. He then indicated that a tree limb is obstructing the stop sign on the corner of Elmwood and Duncan — South East corner. Other concerns brouglit to Mr. Brown's attention were the problems at the intersection of Platt and Martin Luther King next to the Fire Statiori II. The transition is a hazard as the traffic merges from a main (MLK) �street onto a residential street (Piatt) without slowing down. Suggestions were for the City to install speed bumps, a traffic signal, a center medium or any kind of caution sign that would alert the drivers•to reduced their speed as they enter the residential area. Mr. Brown responded that he recommended that the commission attend the next . Traffic & Safety Commission meeting and to make any recommendations and. suggestions to the commission about the problem of Platt and MLK. Mr. Stewart thanked Mr. Brown for his presentation and for the exchange of ideas. Then Mr. Stewart thanked Lt. Garza from the Lynwood Century Station for his presence. � Vice-Chairperson Hutcherson asked if there was a count as to how many i speeding tickets are given in a month, especially on Magnolia and Bullis Road. i I Lt. Garza responded that unfortunately, speeding is a common complaint, ' especially by the school sites. He indicated that motorcycle officers would help � eliminate the speeding problem because they can hide behind buildings where the � drivers can't see the�n and could help control the traffic. � Commissioner Cornelious has a concern about a neighbor. On the 3100 block of � Palm Street there is an individual who is patrolling their alley. The neighbor is a � female who indicated that there was a stranger in her back yard. When she told � i � I tfie'stranger thatshe was going to call the police, he indicated that he did not want to cause any problems and begged her not to call the police. He even provided . her with his driver�s license so that she could obtain his personal information. He then asked her for $10. The odd thing is that the individual resides in the City of � Wliittier. . ; CGmmissioner Rayas asked to be dismissed; he had another commitment . Mr. Stewart distributed a copy of suggested topics that the commission might be interested in discussion with in the next six-month period. Vice-Chairperson. Hutcherson suggested taking home the list of topics for review. She then requested that each commissioner review the list and choose a topic that they ' would be interested in discussing. Then a list of topics would be composed for the • , next six months meetings COMMISSIONER ORALS ' Commissioner Cornelious asked if there was a way to find out what animals (pets) , � are allowed in the City. � Vice-Chairperson requested a copy of the City Municipal Code book. She indicated that it would be a good resource to have available. Commissioner Cornelious then asked it if it is permitted to have a set of swings on the front yard. Vice-Chairperson Hutcherson would like a follow up on the concerns that are � discussed at each meeting. Vice-Chairperson Hutcherson asked to be dismissed. A briefdiscussion took place on the house fencing. , ' A DJOURNMENT ' � � it was moved by CommisSioner Alatorre and seconded by Chairperson Jones to I adjourn to the next regular meeting scheduled for December 13, 2004 at 6:15 p.m. '� All in favor.
