I I � CITY OF LYNWOOD REGULAR MEETING OF THE PUBLIC SAFETY COMMISSION MONDAY, OCTOBER 1,1, 2004 The regular meeting of the Public Safety Commission for the City of Lynwood, California was held on Monday, October 11, 2004 at 6:15 p.m. at 11330 Bullis Road, Lynwood, California. The agenda was duly posted as prescribed by the Brown Act. CALL TO ORDER Commissioner West called the meeting to order at 6:16 p.m. Steve Stewart, Staff Liaison, took roll call. Vice-Chairperson Hutcherson was absent-excused. INVOCATION Led by Chairperson Jones. i PLEDGE OF ALLEGIANCE � Led by Commissioner Calderon: � � APPROVAL OF MINUTES It was moved by Commissioner Alatorre and seconded by Commissioner Calderon • � to approve the minutes of the September 13, 2004 regular meeting (held jointly I with the Planning Commission). All in favor. Motion carried. ' PUB�IC ORALS i I i Kenneth West, ex-commissioner for the Public Safety Commission expressed his gratitude to the members for serving in the commission. He stated that it was a pleasure and wished the best to all. Council has assigned him to another � commission and is looking forward to the new challenge. � STUDIES AND REPORT Ms. Andrea Hooper, City Clerk, performed the swearing in oath of the new commissioners, Mr. Dion Cornelious and Mr. Gerardo Rayas at 6:22 p.m. Ms. Hooper gave a copy of the guidelines/bi-laws of the commission and explained the importance of attendance and being on time to the meetings. ' The new commissioners took their seat and were welcomed by the members. , Chairperson Jones asked the commissioners to introduce themselves to new ' members. Commissioners gave a brief orientation about their background. � - • , Steve Stewart explained the duties of the Public Safety Commission to the members, read the Mission Statement that was adopted by Council in 2002 and provided the members with a copy. COMMISSIONER ORALS Commission Cornelious is concerned about the intersection of Platt and Martin , Luther King next to the Fire Station II. The intersection is a hazard as the traffic merges into the main street not slowing down. He suggested that the City installed speed bumps, a traffic signal, a cente medium or any kind of caution sign th<�t would alert the drivers to reduced their speed as they enter the residential area: Commissioner Rayas stated that he is concerned about the safety of the children who are riding motored bikes in City streets. He suggested and recommended that a law be enforce before a tragedy happens. Commissioner Hawkins thanked the City for taking care of the white house problem. . Commissioner Calderon indicated that the installation of cameras within the City would help eliminate problems within the City. For example, a camera may be . installed on Atlantic and Martin Luther King Jr, this will alert the drivers who are � speeding and will reduce the problem of the merging into Platt. He also stated that he is concerned about the contractors who are conducting business within the City. He has witness that they do not place the proper caution I sings. They are not complying with the safety regulations therefore, a fine should I be given or denial of their permit to work in the City. The contractors are careless because they are currently working on Carlin and Thorson by Mark Twain Elementary School they are using caution tape and flasher lights but are not , working. He then stated that nothing is being done to correct the problem. • i Commissioner Cornelious then stated that the contractor who is doing the , sidewalk and gutter is the same contractor that is doing most of the work within the � City. � Commissioner Alatorre stated that vehicles that are parked on tfie streets are not j being moved. Secondly, he is concerned about the safety of the children when �I crossing the street. Some kids just run into the streets without looking, he , suggested that the school security guards make the children aware to use the � crosswalk instead of crossing in the middle of the street. � I , He also extended an invitation to all the members to attend the next Blockwatch � meeting on October 26` at 6:OOpm in Bateman Hall, a representative from the � Sheriff's Department will be present to answer any questions on Proposition A. i i . I I i ' I Chairperson Jones, noted a couple of problems: First on the corner of Duncan and Imperial Hwy the sign is not visible, the sign has faded and recommends that a ' new sign be placed for "No Left Turn". Secondly, the stop sign on Elmwood and Duncan can't be seen due to a tree limp that is covering it. Drivers can't see it and can easily miss it. Third, kids �are riding their motored bikes and have made a racetrack from Walnut, Duncan and Virginia. They go up and down the street without wearing any safety protection. He recommends that a fine be given or to , remove the bikes before someone gets into a serious accident. He then indicated that trash is being dump on the alley between Walnut and Martin Luther King Jr. on the 5100 block of Walnut and there is also graffiti that needs to be removed from a garage door and fence. Finally, he asked if there is a standardized fencing code for the front of a property because on 5137 Walnut the fence is one foot higher than the neighbor next to it and across the street. He indicated that the neighbor on the corner just installed a new beautiful white fence and the city made him cut it a foot shorter than the neighbor on 5137. He then stated that he has pictures of water on the alleyway; he is concerned because of the West Nile Virus. Mr. Stewart indicated that he would prepare a recommendation letter to Council � and a copy would be included with the minutes. ADJOURNMENT I It was moved by Commissioner Hawkins and seconded by Commissioner � Calderon to adjourn to the next regular meeting scheduled for November 8, 2004 � at 6:15 p.m. All in favor.
