The agenda was duly posted as prescribed by the Brown Act: • CALL TO ORDER ' Commissioner West called the meeting to order at 6:28 p.m. Steve Stewart, Staff � Liaison, took roll call. Chairperson Jones and Vice-Chairperson Hutcherson were � . absent-excused. Roll call was conducted ,by the Planning Commission by Grant Taylor, Director of , Development Services, Staff Liaison. � PLEDGE OF ALLEGIANCE . Led by Commissioner Hawkins. INVOCATION - None , APPROVAL OF MINUTES � ` � ' it was moved by Commissioner Alatorre and seconded by Commissioner Hawkins � to approve the minutes of the August 9, 2004 regular meeting. All in favor. Motion carried: � STUDIES AND REPORT - As the joint meeting of the Public Safety and Planning Commission was for the purpose of a Public Hearing, Ms. Jennifer Mizrahi, Deputy City Attorney asked the . . audience to. stand and swore them in at 6:30 pm in the event they gave any testimohy. , . � Mr. Taylor gave an overview of the Natural Disaster Mitigation Plan that was being developed as a requirement of FEMA for all local government agencies. The plan . is to be adopted to mitigate problems before and after a disaster happens. The plan will focuson problems that are more than likely to happen within the City such • as earthquakes, windstorms and flooding. . Mr. West opened the public hearing at 6:50 pm. � ,. Ms. Irene Garcia, Lynwood resident who resides at 2737 E. 101 was concerned ak�out FEMA requesting residents to purchase additional insurance for their . .. properties. She asked if residents were going to be forced to obtain any kind of insurances like a couple of years ago when FEMA requested that every property owner obtain flood insurance. She also asked if in the plan there was a proposal included for the City to receive any kind of revenue from the property owners. � Mr. Taylor answered that in the year 2002 residents residing near the river were ' being recommended by FEMA to .obtain insurance due to a flooding for their • safety. The Pubiic Works Department was notified that flood insurance was no longer a requirement in some parts of the City. A map is available in the Public - Works office and residents may apply for a refund from their insurance companies. � Mr. Lorenzo Guzman, President of the Latino Chamber of Commerce, stated that , he is familiar with the. FEMA organization but would like to have assistance available for the Latino communify to complete paperwork in case of an . ernergency. His main concern is that the paperwork is not in Spanish and that � presents problems to the Latino community. � ' It was then suggested by Ms. Garcia to post, a list of all the shelters available within the City to make _ the residents aware of where to go in case of an emergency. A good source to make the community aware would be to advertise it in the Perspective Newsletter. , Mr. Stewart then answered that the schools around the City are a resource of � shelter in case of an emergency. The :Lynwood Unified School District and the City of Lynwood are in agreement as well as Bateman and other City facilities. ` Mr. Antonio Munguia, 3370 Tenaya, Lynwood stands in favor for the Mitigation Plan. Cummissioner West dosed the public hearing at 7:06 pm. Mr. Taylor briefly went over the Mitigation Plan that was given to eaeh of the • commissioners ahead of time for their review and recommendation to Council for adoption. He also identified some minor corrections that needed to be adjusted and noted that the plan would be reviewed every five years. He then stated that if the commission wished to submit any recommendation or suggestions, to do so by October 5` The Mitigation Plan will be presented to Council on October 19� for � adoption. He then noted that once the plan is reviewed and adopted the consultant would_ make the necessary adjustments and a recommendation would . be made to hi-light the plan in a flyer that can be available to residents both in . English and in Spanish. • Commissioner West asked if there would be the possibility to reachout to the . community with a warning sign in case of a disaster? Mr. Stewart responded that there was a plan in place in case of an emergency. The Multi-Hazard Plan, which ' involves the City employees, Sheriff's and Fire Department Commissioner Alatorre requested that the residents be notified of what the City is putting together and that there is no action needed from the residents. He would � also would like to see that the tree-trimming contractors notify the City, as well as the residents, of any trees that could present dangers to their property in case of an emergency. Mr. Taylor responded that there would be a survey form available to residents to make any recommendations or comments on how the City can prep,are for a ' disaster. ' ' He then requested a motion to approve the draft for recommendation of, the Natural Disaster Mitigation Plan. Commissioner West made the motion and ' Commi'ssioner`Alatorre seconded. I � . ; Ayes: Alatorre, Hawkins, West . ` Abstain: Calderori ` PUBLIC ORAL COMMUNICATION ; _ � ; - � � Commissioner West opened the public orals at 8:05 pm. ; Ms. Garcia commented on tYie deductibles that flood insurance requires. An example would be a deducti6le of $2,500, which homeowners .do not have on ' ' hand. COMMISSIONER ORALS .+ Commissioner Hawkins voiced two concerns. First of all, there is a white house �" on Carlin North side of Bullis that is abandoned and completely fill with graffiti. She would like the Ci4y to do something about it. Secondly, she is concerned about the block of Spruce going toward Hosler Middle School. A gang known as the "211" is terrorizing the block. The "211° graffiti is in the middle of the street as well as the fence where probabiy the kids live. There is also. graffiti on the freeway, big red . ; ietters that can't be missed. � Commissioner Alatorre congratulated the persons involved in putting the meeting together. He hopes that Council listens to the recommendations that were being . made and that the information be available to the residents. He is also concerned • about cliild safety in the new schools that are being built in the City because there is not enough protection and not enough law enforcement. . . ' ; " Commissioner West noted that thece is graffiti on the Nodh side of Imperial and J�ckson on the sidewalk. He then asked if there is a prime time to put: out ' . trashcans because on 10992 EIm the trashcans are put out during bright daylight. He also wondered if there are any rules or regulations that prohibit street sweepers to park on the street in a residential area. . ADJOURNMENT " ; It was moved by Commissioner Calderon and seconded by Commissioner Hawkins to adjourn to the next regular meeting scheduled for October 11, 2004 at 6:15 p.m. All in favor.
