CITY OF LYNWOOD
RESCHEDULED MEETING OF THE PUBLIC SAFETY COMMISSION
MONDAY, MARCH 1, 2004
The regular meeting of the Public Safety Commission for the City of Lynwood,
California was held on Monday, March 1, 2004 at 6:15 p.m. at the Council
Chambers of Lynwood City Hall, 11330 Bullis Road, Lynwood, California. The
agenda was duly posted as prescribed by the Brown Act.
CALL TO ORDER
Vice-Chairperson Kenneth West called the meeting to order at 6:24 p.m. Steve
Stewart, Staff Liaison, took roll call. Commissioner Alatorre and Commissioner
Jones were absent.
INVOCATION
Led by Commissioner Hawkins.
PLEDGE OF ALLEGIANCE
Led by Commissioner Jimenez.
WELCOME COMMISSIONER
Ms. Andrea Hooper, City Clerk, performed the swearing in oath of the new
commissioner, Zelda Hutcherson. Ms. Hooper gave a copy of the guidelines/bi-
laws of the commission and explained the importance of attendance and being on
time to the meetings.

Lt. Dave Tellez and Deputy W. Parr from Century Station.
APPROVAL OF MINUTES
It was moved by Commissioner Hawkins and seconded by Commissioner Jimenez
to approve the minutes of the February 9, 2004 regular meeting. All in favor
Motion carried.
PUBLIC ORAL COMMUNICATION
Mrs. Calderon, Lynwood resident and Traffic Commissioner is concerned about a
couple of senior citizens who are disabled and reside at 3940 Lugo Avenue. The
City has closed their driveway access and they are having trouble entering their
premises. She encourages and recommends that the City reviews the problem
and allow the couple to have a driveway.
Mrs. Calderon also stated that a resident who resides on Virginia Avenue called
the Sheriff's Department to report loud noise seven times then the operator got
annoyed with the resident. The resident reports that the Sheriff's Department
ignored him.
Lt. Tellez responded that the calls received at the station are prioritize as to the
level of the emergency.
STUDIES AND REPORTS
The motion was made by Commissioner Jimenez and seconded by Commissioner
Hawkins to table the commission reorganization to the next regular meeting
scheduled for April 12, 2004 because two of the commissioners were absent. The
motion was carried.
Lt. Tellez explained an overview in general of the law enforcement contract and a
discussion took place. He also extended an invitation to the commission to do a
ride along with a deputy so the board can get an idea as to how the service
minutes are logged into the computer.
Vice-Chairperson West thanked Lt. Tellez for his presence and the great
presentation of the law enforcement guidelines and procedures.
COMMISSIONER ORALS
Commissioner Hutcherson stated that she is happy to be a part of the Public
Commission and looks forward to working with the commission.
Commissioner Calderon welcomed the new commissioner, Zelda Hutcherson, and
stated he is happy to be back to the commission after recovering from his illness. He
is also concerned about tree roots that are lifting the sidewalk on Norton and Abbott.
Commissioner Jimenez welcomed back Commissioner Calderon and congratulated
the newly appointed Commissioner Hutcherson. He also stated that he strongly
supports the Sheriff's Department and recommends that the community officers be
available to the community. He then indicated that vendors are still around the City
especially by St. Emydius Church on California Avenue and believes that Code
Enforcement needs to cite illegal vendors on the streets of the community, because it
can cause harm to the residents of the community (i.e. food poison). He also
indicated that he would be part of the Bicycle Marathon on March 7�
Vice-Chairperson West welcomed the new commissioner aboard and looks forward
to working with her.
ADJOURNMENT
It was moved by Commissioner Calderon and seconded by Commissioner
Hutcherson to adjourn to the next regular meeting scheduled for April 12, 2004 at
6:15 p.m. All in favor. Motion carried. The meeting was adjourned at 8:18 p.m.
