Lisa Esparza, Chairperson Letter of Resignation VII COMMISSIONER ORALS Vlil ADJOURNMENT March 8, 2004 � CITY OF LYNWOOD RESCHEDULED MEETING OF THE PUBLIC SAFETY COMMISSION MONDAY, JANUARY 12, 2004 The regular meeting of the Public Safety Commission for the City of Lynwood, California was held on Monday, January 12, 2004 at 6:15 p.m. at the Council Chambers of Lynwood City Hall, 11330 Bullis Road, Lynwood, California. The agenda was duly posted as prescribed by the Brown Act. CALL TO ORDER Vice-Chairperson Kenneth West called the meeting to order at 6:24 p.m. Steve Stewart, Staff Liaison, took roll call. Chairperson Esparza and Commissioner Calderon were absent. INVOCATION Led by Commissioner Jimenez. PLEDGE OF ALLEGIANCE Led by Commissioner Alatorre. APPROVAL OF MINUTES It was moved by Commissioner Alatorre and seconded by Commissioner Hawkins to approve the minutes of the December 8, 2003 regular meeting. All in favor ; Motion carried. PUBLIC ORAL COMMUNICATION None STUDIES AND REPORTS � Deputy W. Paar, from the Century Station briefly explained the alerting color code level to the board. Then Steve Stewart indicated the role of the City of Lynwood's EOC — Emergency Operation Center and informed the board that the City is prepared for a disaster. Employees are being trained on what to do and what not . to do in case of an emergency. � Commissioner Hawkins asked if the City of Lynwood would be a target for threats of terrorism. Deputy Paar responded that usually places of target for destruction � are bridges, hospitals, refineries and places of symbolic importance, for example , amusement parks or the Twin Towers. He then briefly explained the Security J' ~ Program that is now offered by the Sheriff's Department to the City of Lynwood. The program consists of armed officers that patrol the park who are trained just like an officer but with limited authority. They are also working in providing the security program to school campuses but has not yet been approved. The board thanks Deputy Paar for the information provided. COMMISSIONER ORALS Commissioner Hawkins once again stated that she would like speed bumps to be placed around Wilson Elementary School. She also stated that in the City of San Francisco the City has permitted garages to be use as a living space and hopes that it will not happen in Lynwood. Then she indicated that she was nominates to represent victims of crime in a crime movement as chairperson. She hopes that the movement be placed on the Constitution of the US to help the victims of crime. Commissioner Jones once again is concern about the people that are living behind Lynwood Plaza and is also being used as a dump. He also stated that with the new trash company, residents are using the alleys as dumps to dispose of large items. He would like the City to start citing residents for dumping thrash on the alleys and would like the City to post signs indicating no parking on the alley on Walnut Avenue. Commissioner Alatorre hoped that everyone enjoyed the holidays. He then stated that he would like the fire hydrant on the North West corner of California repainted , because the red has faded out and it is hard to see that there is no parking allowed. Once again he stated that he is concerned about residents that live on Oakwood that are on wheelchairs and that there are no wheelchair ramps ! available on that street. He would like the City to consider adding Oakwood to the ' list to build wheelchair ramps. Then indicated that he is concern about the i students from Lincoln Elementary School who are using the circle park for physical education because the drivers are not slowing down and would like to see the � Sheriff's patrol the area every now and then. He also recommends that the board keep their eyes open to any safety issues around the community and to bring new i ideas to improve the safety of the community. Commissioner Jimenez stated that he would like to see the City rehearse color- coded situations and to request reports at the end of the rehearsals. He is also , looking fonvard for the new contract with the Sheriffs Department for the security of the community and wishes a speedy recovery to Commissioner Calderon. � Vice-Chairperson West passed a copy to the Sheriff's contract to the commission. � He also informed the commission that he contacted the surrounding cities to check if they had any restrictions on the size of election signs. Unfortunately, he found out that there are no restrictions on the size of election §igns. He also suggested to Commissioner Hawkins to attend the Traffic and Parking meeting to make a recommendation to add speed bumps and to inform the commission of the traffic problem that is occurring around Wilson Elementary School. He would also like to see an update of the Emergency Preparedness Workshop that several members attended last month. He then requested to have the Sheriffs contract added to the agenda as a topic of discussion for the next meeting. ADJOURNMENT It was moved by Commissioner Jones and seconded by Commissioner Jimenez to adjoum to the next regular meeting scheduled for �february 9, 2004 at 6:15 p.m. All in favor. Motion carried.
