TER40 c:LLER Minutes of the April 11 , 2019 Meeting Members Present : Lisa Forhan, Diane Pansire, Ralph Marotti, Sarah Robinson, Ned Chatelam, Vanessa Greene Guests Present : Jill Scalise (Housing Coordinator), Donna Kalinick (Asst Town Administrator), Peter Freeman (Freeman Law Group), Bill Marsh and Susan Ladue (Eastward Companies), Laura Usher (Council on Aging Board Member and Liaison) 1 . Call to Order: Meeting called to order. 2 . Minutest The minutes were approved as submitted . 3 . COA Workshop : Jill Scalise introduced Laura Usher from the Council on Aging. Ms . Scalise discussed the upcoming Homes for Lifetime Planning Series being planned by the Council on Aging. The first session will be on Wednesday, June 19 and will cover home safety and modification. 4 . Eastward Companies Proposed 40B Rental Housing Project Follow-upt Peter Freeman from Freeman Law Group and Bill Marsh and Susan Ladue from Eastward Company presented on a proposed 40B Rental Housing Project, bringing answers to the questions raised at the March 14 meeting. Ms . Ladue noted that they were still researching the requirements for the number of 3 bedrooms apartments but that the development would meet the required guidelines whether it is 10% of the affordable units only or 10% of the market units as well . Mr. Freeman noted that the answer would depend on interpretation of an Interagency Agreement that addressed this requirement. Ms . Ladue addressed the view from 6A, view from the abutter, affordable rental rates, Vesper Pond Road accessibility, light shielding, building heights, interior of affordable units, energy efficiency and sustainability, accessibility, and the project timetable . The Partnership asked for clarification on year-round rental market rates noting that the proposed rents seemed high and may not be conducive to workforce housing. The Partnership also discussed oversight of the complex — including whether there would be an on-site manager and how the company would ensure the units were used for year round rentals only. Donna Kalinick noted that she had sent the Interagency Agreement being referred to by Mr. Freeman to the partnership and that they had received guidance on the requirements from MHP . Mr. Freeman underscored that they had pledged publically to follow appropriate requirements and his hope is that a LIP recommendation would not be delayed due to waiting for clarification over the next couple of weeks. Donna provided additional background to the Partnership related to onsite management, the role of the Cape Cod Commission, and current proposed traffic considerations . Jill Scalise inquired about outreach to date to Orleans — some outreach had already occurred and Mr. Marsh noted that they would be proactive about soliciting input from all affected parties . Mr. Marsh also noted that he had been reached out to for comment by a local newspaper but felt it was premature at this point. Ms . Scalise also inquired about the difference between Type 1 and Type 2 accessibility. The Partnership voted to recommend consideration of the project to the Select Board as a LIP project and that further recommendations , as discussed, would be included in the letter for consideration. 5 . Updates from Housing Coordinator: Jill Scalise discussed the upcoming MCI Program meeting and asked that the Affordable Housing Trust be invited to the Housing Partnership meeting on July 11 for further discussion of this program . Ms . Scalise provided an overview of housing related items on the warrant for the upcoming town meeting . She also provided updates on the Millstone Road parcel , the Habitat for Humanity project, and recent activity on Accessory Dwelling Units. 6 . Items not reasonably anticipated by the Chair: Ms. Kalinick suggested that 40B training open to the public may be very useful in the future and should be discussed further with the Affordable Housing Trust, Meeting adjourned .
