CALL TO ORDER - Chairperson Katherine Amey called the meeting to order at 5:00 p.m. b. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance was led by Vice Chairperson Irene Marion. c. ROLL CALL - Chairperson Katherine Amey - Present Vice Chairperson Irene Marion - Present Commissioner Sue Amicone - Absent Commissioner Adolph Lopez - Present Commissioner Gloria Garcia - Present Commissioner Joyce Edner - Present Commissioner Gloria Uribe - Absent (Commissioner Uribe is being removed from the Commission roster) d. CERTIFICATION OF AGENDA POSTING - The agenda was duly posted for the May 19, 2004 meeting as prescribed by the Brown Act. , e. APPROVAL OF PAST MINUTES - Chairperson Amey calls for a motion on the minutes for the April i meeting. Commissioner Edner motions that the minutes be approved. Vice Chairperson Marion seconds � the motion. All commissioners vote in favor of approving the minutes with one correction* and the ' motion is carried. i * Correction to April 2004 Commission Orals for Commissioner Garcia - The statement should have I read: "Her nieces Lydia and Marlene will be playing in a softball game tonight at 7 p.m. in Lynwood City Park". The previous copy read "Maria and Marlene...° II. INFORMATION ITEMS - ' a. City Council Items - Recreation Director, Jim Given gave a brief overview of items on the 5/18/04 � Council Agenda: ; • Summer Food Service Program - The State of California provides funding to allow for all youth under � the age of 18 to receive breakfast and lunch on a daily basis during the Summer months while the I Summer Day Camp program is in session. � • Fee Waiver Policy Discussion - There was initial discussion between the Council members to set a policy on a fee waiver procedure. There is currently no policy in place and an inconsistent and i informal process is currently used, allowing several entities the ability to approve fee waivers. i • Skate Park - Public Hearing - There will be a Public Hearing in July to pass an ordinance banning i skateboards and roller devices in public and private places that are posted with "No Skating" , signage. Businesses can choose whether or not to allow skating in their parking lots - signs must be posted. � b. General City Program Report - Mr. Given also shared the following information on current activities I • Summer Day Camp - There will be three (3) four-week sessions of Summer Day Camp starting on 6/21. The Natatorium is ready for a busy Summer with the recent record-high temperatures. j c. Senior Citizens Program Report - Ms. Phyllis Cooper-Lyons, Recreation Superintendent II thanked the � Commission for attending recent senior events and activities. She reminded Commissioner Lopez that i she would like him to do Spanish translation. Ms. Lyons distributed the following information via fliers: ; • SER-Jobs for Progress, Inc. - If you are a senior citizen and a low-income Lynwood resident or live in ' Los Angeles County you qualify for this work program. Receive pay while you are in training. Work i part-time and receive sick day and vacation day benefits. This is a great networking source to meet � and greet other seniors. � I 2 i � � Senior Citizens Program Report - Continued • St. Francis Medical Center -. Discussion by Dr. Harding Young from St. Francis Medical Center will speak on "Preventative Care far the Senior° at 11:00 a.m. on 5/25/04 at the Lynwood Community Center Senior Lounge. Dr. Harding is Ms. Lyons personal physician. He will bring his saxophone to entertain the seniors. • Smarter Seniors Forum - Supervisor Yvonne Brathwaite Burke invites you to a Smarter Seniors Forum to be held at Bateman Hall on 5/26/04 from 1:00 p.m. to 3:00 p.m. Obtain free information on Living Trusts, Wills, Real Estate, Identity Theft and other related topics. • food Bank - The Los Angeles Regional Foodbank invites all seniors age 60 and older to participate in a free food program. Receive a free food kit once monthly that includes meats, canned fruits and vegetables, dry milk, cereal and other grain products. Sign-up at the Community Center. Volunteers are needed to talk to participants. • Older American Honoree - Mr. Art Raddle will be honored at the annual "Older American" event to be held at the Dorothy Chandler Pavilion in LA on 5/26/04. Mr. Raddle faithfully calls "Bingo° numbers at Bateman Hall every Wednesday. Unfortunately Mr. Raddle has been ill recently and is currently in the Long Beach Veterans Hospital. His fellow bingo players are going to attend the dinner in his honor in the event that Mr. Raddle cannot. • Senior Volunteers - Ms. Lyons announced that letters went out to the senior citizen mailing list inviting seniors to a planning meeting. This meeting is being held to plan and organize three fun events to be held later this Summer. d. Library Report - The Lynwood Library is currently closed for renovations. e. Human Relations Mutual Assistance Consortium (H.R.M.A.C.) Report - Ms. Lyon's reported that H.R.M.A.C. is still on hold. III. SCHEDULED MATTERS - a. International Day of the Child - Evaluation Report - Chairperson Amey and Commissioner Lopez both remarked that the Recreation and Community Services Department staff did an excellentjob with the International Day of the Child event. They commented on the amazing crew of people working in the Recreation Department and stated that they do not always receive the credit they deserve. Commissioner Lopez would like to see more components added to the program next year for an even bigger and better event. Mr. Given also stated that he has a great staff. I b. Youth Violence Summit - Status Report - There will be a Youth Forum at Bateman Hall on 6/4/04 I from 9:00 a.m. to 3:00 p.m. There will be speakers, discussion groups, and problem solving I sessions. Chairperson Amey asked if youth suffering from a gang lifestyle would be represented at I this event. She stated that her sister deals with youth being processed forjuvenile delinquency on a ; daily basis. Commissioner Lopez remarked that today's violence is no longer a fistfight but usually ' involves knives and guns. The Commissioners inquired as to whether there is a"We-Tip° Hotline for � teens. There was discussion on how teens would be more apt to "tip° if they were compensated for j the information. All of these valid points should be brought up at the youth forum. i a 2003/2004 Budget Process - Year-end Report - Mr. Given shared a brief overview of the City's budget There will be a Lynwood Redevelopment Agency workshop on 5/17. Capital Improvements � such as street repair, rehabilitation and construction of the Senior Center will be reviewed on 5/27. j Public is invited to attend to share their opinions and ask questions. Commissioner Lopez inquires � on whether or not there will be cuts in the City's budget. Mr. Given remarked that it is too early to I tell, as the State has not finalized its budget. Most likely some concessions will have to be made. � Comments were also made on the possibility of raising City taxes. Mr. Given commented that some � fees have not gone up in the last 13 to 14 years. Chairperson Amey asked if this wouldn't have to be on a voter's ballot. Commissioner Lopez commented that some Compton college staff took a 2 1/2 i week furlough to save money. I I IV. PUBLIC ORALS - Please adhere to the three-minute time limit. ' 3 � , Mr. Albert Jimenez of 39971ugo Avenue apologized for not attending the last meeting. He also thanked the Commission for the opportunity to speak before them. He spoke about the Armed Forces Day Parade at the Del Amo Mall in Torrance. This event featured military vehicles and military police. Mr. Jimenez stated that we need to stay informed of current events and remember that we are losing our troops. Mr. Jimenez announced that Mike Tillman of the LAX Bob Hope USO participated in a fundraiser with KMEX and KEARTH radio stations and helped raise over $275,000 for the LAX USO. This USO provides comfort and support to troops and their families as they travel though the Los Angeles International Airport. He reminded the Commission thai the Sheriff Department will be strictly enforcing seatbelt laws during the upcoming Memorial Day Weekend. There will be a public hearing regarding a Natural Disaster Plan on 8/9/04 at 6:00 p.m. at Bateman HaIL Public will be able io obtain information on how to receive Federal funding due to earthquakes or other natural'disasters. Personnel from the Fire Department, EMS and the Sheriff's ' Department will be on hand to answer questions. Grant Taylor from Development Services will disseminate information at this public hearing. Chairperson Amey stated that the City sliould be pro-active in the case of a citywide or national emergency. She also inquired about the location of shelters here in the City of Lynwood. Mr. Given stated that the City works in conjunction with the American Red Cross to provide relief to disaster victims. The City has an Emergency Action Plan in place and operates with Los Angeles County in the event of a local or national emergency. Bateman Hall, the Community Center Gymnasium and school sites can be used to house public during emergency situations. He will provide more information at the next meeting. Commissioner Lopez would like for the Community Affairs Commission to be involved in supporting military troops through some type of local level fundraiser. Commissioner Lopez mentioned that the Armed Forces has a chemical platoon and in the event of biological warfare they would supply items such as beds and medical equipment. V. COMMISSION ORALS - Please adhere to the three-minute time limit . • Chairperson Amey - Reported that some businesses have not paid taxes owed to the City. The Salvation Army offers a Children's Camp for youth up to 13 years of age for about $35.00. The Adult School will have a dinner banquet - tickets are $25.00. • Commissioner Amicone - Absent • Commissioner Lopez � Inquired about the status of Commissioners Uribe and Amicone. Mr. l.opez stated that he would like to have senior citizens teach classes such as gardening, art, etc. at the schools. • Commissioner Garcia - No comment • Commissioner Edner - Enjoyed the Friends of the Library fundraiser. The auction went well and included wonderful items. She apologized for not being able to attend "The International Day of the Child°. She is enrolled in the Senior Work Program and is looking forward to being called for a job. She desires to work to hefp the City of Lynwood. She stated that she knows the City has an action plan in case of citywide emergencies. • Commissioner Uribe - Absent _ • Vice Chairperson Marion - She was not able to attend her Senior Work Program interview and will have to reschedule. Vice Chairperson'Marion announced she would be in South Carolina at the time of the June Community Affairs Commission meeting. VI.
