MEETING MINUTES FOR APRIL 1, 2004
I. OPENING CEREMONIES
a. CALL TO ORDER - Chairperson Katherine Amey called the meeting to order at 5:15 p:m.

d. CERTIFICATION OF AGENDA POSTING - The agenda was duly posted for the April joint-meeting of the
Community Affairs Commission and the Parking and Business Improvement District, as prescribed by the
Brown Act.
e. APPROVAL OF PAST MINUTES - Chairperson Amey calis for a motion on the minutes for the March 17,
' 2004 P:B.I.D. meeting. Vice Chairperson Marion motions that the minutes be approved. Commissioner
Edner seconds the motion. All commissioners vote in favor of approving the minutes and the motion is
carried.

IIL SCHEDULED MATTERS - '
a: REVIEW OF EXPENDITURES FOR PARKING & BUSINESS IMPROVEMENT DISTRICT FUNDS �
Each member was given a copy of the budget for review. Mr. Given noted that the City provides monies
for one-half of the annual contract between the Chamber of Commerce and the City of Lynwood in
addition to monies for a variety of citywide special events as well as a portion of the Sports
Ambassador's salary.
Chairperson Amey inquired on the Chamber budget deficit for the last fiscal year. She is recommending
that the budget be trimmed on programs such as the Fourth of July or Fiestas Patrias and these monies
be used on Senior programming. She stated that there will be problems because of the statewide
budget deficit. She also suggested that volunteer assistance can help to mitigate salary issues.
Chairperson Amey asks if anyone has any questions.

Mr. Given stated that the Chamber is always very forthcoming with assistance to any and all Senior
programs.
Commissioner Edner is also concerned about the senior citizens and stated that we must continue to
provide assistance for them.
Chairperson Amey inquires about the "Shop Lynwood" program. She would like to know how Lynwood
dollars are recycled since she does not shop here. Board Member Acosta-Gonzalez stated that one of
the Chamber's goals is to educate the merchants to be more aggressive in marketing and promotion of
their businesses. Merchants will be encouraged to offer incentives to shop in Lynwood such as coupons,
discounts, etc. and make consumers more aware of this program. The Chamber has collaborated with
the Latino Chamber of Commerce.
Chairperson Amey stated that the federal government would subsidize salaries for senior citizens without
affecting business owners or senior's social security income.
Chairperson Amey requests that a motion be made to accept the 2004/2005 Parking & Business
Improvement District Budget with monies budgeted for the Fourth of July event going to the Senior
Citizens program. Vice Chairperson Marion motions that the budget be approved. Commissioner Garcia
seconds the motion. All members vote unanimously that the budget be approved and the motion is
passed. Board member Acosta-Gonzalez was concerned and wanted to make sure that all questions
had been addressed.
IV. PUBLIC ORALS - Please adhere to the three-minute time limit.
Mrs. Bradley, a Lynwood resident voiced her concerns onfireworks in the City of Lynwood. First she
commended the City for hiring professionals to prepare the beautiful fireworks display, which she can see
from her home. Her main concern is about the amount of debris and trash that is left on the streets the next
day. She stated that if so much money is spent to.hire professionals to do such a great and safe job on the
fireworks display that the City should spend some money on clean-up.
City Clerk Andrea Hooper stated that the City is indeed working on enforcing the laws pertaining to the use of
illegal fireworks in the City of Lynwood. Various City departments including Public Safety, the City Clerk's
office, the Sheriff Department and the Fire Department are all working together on this issue and will soon
address the City Council with recommendations. Ms. Hooper stated that the City does have a strict
ordinance on the use of fireworks within the City. She also reported that there were no major incidents of
any kind related to fireworks use in the City last year, however it is definitely against the law to use any
fireworks other than the safe and sane variety.
