MEETING MINUTES FOR OCTOBER 20, 2004
I. OPENING CEREMONIES
a. CALL TO ORDER - Chairperson Amey called the meeting to order at 5:15 p.m..
b. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance was recited by the Commissioners.

d. CERTIFICATION OF AGENDA POSTING - The agenda was duly posted for the October 20. 2004 meeting
as prescribed by the Brown Act.
e. APPROVAL OF PAST MINUTES - Chairperson Amey called for a motion to approve the September
minutes. Commissioner Edner motioned that the minutes be approved. Commissioner Lopez seconded
the motion; the minutes were unanimously approved and the motion was carried.
II. INFORMATION ITEMS
a. City Council Items - Jim Given, Director of the Recreation and Community Services Department +
reported that the City Council �
Adopted a new fee waiver policy on 10/19/04. Council had requested an overhaul of the fee waiver
policy at their 5/18/04 meeting. A category for civil/social events was added; if any organization
makes money they must pay for the use of city facilities.
b. General City Program Report - Mr. Given reported the following: The LUSD and the City of Lynwood will
open their annual Afterschnol Fun Playground Program and hold Character Counts and Red Ribbon
Week events. Upcoming Halloween events include a Pre-Teen Costume Dance at the Youth Center on
10/29, a Masquerade Ball for adults only is planned for 10/29 at Bateman Hall, and finaliy the annual
citywide Halloween Carnival and Haunted House at Lynwood City Park and the Natatorium on 10/30
and 10/31.
a Senior Citizens Program Report - Senior events indude a Halloween Carnival at the CTC on 10/28. The
seniors recently held a Senior Showcase in Lynwood City Park on 9/29 and the Regal Red Hatters
Society held a social event called the Queen's Stew at Bateman Hall.
d. Library Report - Mr. Given reported that City Council made a presentation to Glorietta Navo of the
Lynwood Library. The Library is open for business and looks great after the renovations. The Library
staff is working on acquiring furniture for the children's section of the Library. The Library is open just in
time for its annual Halloween program.
e. Human Relations Mutual Assistance Consortium (H.R.M.A.C.) Report - Ms. Natalia Medina reported that
' in April 2005 H.R.M.A.C. will host a conference in Long Beach addressing various issues including racial
violence, discrimination, gangs, etc. Mr. Given stated that the focus will be on community relations and
this body will be involved with developing an agenda with H.R.M.A.C.
III. SCHEDULED MATTERS
a. Swearing in of New Commissioners - City Clerk, Andrea Hooper swears in our newest
Commissioners, Ms. Esperanza Ramirez, a Lynwood citizen residing on Burton S[reet and Georgette
McKinney, a Lynwood citizen residing on Palm Avenue. Chairperson Amey welcomes the two new
Commissioners and asks that they to share something about themselves. Commissioner McKinney
is an alumni of Lynwood High School. She moved back to the Lynwood area about 5 years ago and
decided to get involved in her community through volunteer work. Commissioner Ramirez has lived
in Lynwood for 19 years and is the mother of three children ages 24, 1$ and 8. She works at a
Marie Callendar's restaurant and is the wife of Recreation & Parks Commissioner Guillermo Ramirez.
All of the Commissioners took turns sharing a little bit about their backgrounds and their involvement
in the community.

b. Review -"Heal the Bay° Alley Clean-up on 9/18/04 - Commissioner Lopez reported that Miguel
- tuna of "Heal the Bay° sent a thank you letter expressing his thanks to Commissioner Lopez and the
Recreation & Community Services Department for everyone's involvement with the clean-up event
, held on 9/18/04. Mr. Given stated that Ms. Medina coordinated the program along with other
Recreation staff. The "Heal the Bay" organization provided drinking water, gloves and trash bags for
, the many volunteers that came out to help clean up the Lynwood community.
, a Lynwood Meadows Update - Commissioner Lopez commented that there were some changes to the
grant from the River and Mountain Conservancy for the Lynwood Meadows Park project. He is
looking forward to the completion of a new small park in about 6 to 8 months.

Councilwoman Maria Santillan stopped by to congratulate the new Commissioners on their appointments to
the Community Affairs Commission.
V. COMMISSION ORALS - Please adhere to the three-minute time limit.
• Chairperson Amey - Commends Mr. Lopez for his involvement with the International Day of the Child
event co-sponsored by the Recreation & Community Services Department. Ms. Amey mentioned that
her son attended one of the planning meetings for the Senior Center. As her son's profession is that
of an Engineer he had questions about the design. The senior's seemed upset that her son was
� speaking up. Commissioner Amey also inquired as to whether the seniors are keeping records of
_ donated monies.
• Commissioner Amicone - Absent � �
• Commissioner Lopez - Commented that the City of Lynwood website is full of marvelous things
including info on city commissions listing the specific tasks of each commission. He is proud of the
description for the Community Affairs Comrnission. Commissioner Lopez inquires about assisting
with the Candy Cane Lane Christmas Parade. Mr. Given responds that the Recreation & Parks
Commission is the host Commission for ttiis event, however, the Community Affairs Commission is
� more than welcome to assist with the parade. They are always invited to ride in the parade line-up.
The Gandy Cane Lane Christmas Parade will be listed under scheduled matters on the November
� agenda. Mr. Lopez also inquired about a donation he made to the seniors for the purchase of a
piano. Mr. Given commented that these monies have been deposited in the Senior Citizens Buiiding
Fund and will be used to purchase furnishings for the new Senior Center.
• Commissioner Garcia - No Comment .
• Commissioner Edner - She is happy to see a full commission and is looking forward to working with
the new commissioners. She attended a planning meeting for the Senior Center this morning and
mentioned that the following elements were discussed: solar lighting, ar[s/crafts room dining room,
conference room, billiards room. Mr, Given stated that a sink is needed in the arts/crafts room and
that future discussions will include choice of colors, materials, lighting, eta He also stated that there i
', , will be a ground-breaking ceremony early next year at Ernestine Avenue and Harriet Tubman Way. �
• Commissioner McKinney - She will pass out fliers in her community to get citizens informed and
; involved.
• Commissioner Ramirez - No comment
VI. ADJOURNMENT - The meeting is being adjourned in the honor of two people that have recently passed ,
away. One is the 26-year old son of Gloria Salazar, Mayor Byrd's former Secretary wfien Mayor Byrd he was
a.school principal. Ms. Salazar's son was a Marine serving in Iraq. The other is Commissioner (?) �
Villanueva's husband who recently passed away. '
