Brewster Housing Partnership
Minutes of the September 12, 2019 Meeting
Members Present : Lisa Forhan, Steve Seaver, Diane Pansire, Sarah Robinson, Ralph Marotti,
Ned Chatelain, Vanessa Greene
Guests Present: Jill Scalise, Beth Wade (Habitat for Humanity) , Laura Usher (Council on Aging)
1 . Call to Order: Meeting called to order, Lisa inquired if there was any objection to
changing the agenda order to allow the presentation by Habitat for Humanity to occur
first. All agreed.
2 . Possible Habitat for Humanity Project: Beth Wade, Land Acquisition and Permitting
Manager for Habitat for Humanity, presented work surrounding feasibility of a potential
project at 26 Red Top Rd . She referred to a narrative provided to the Partnership and
gave a high level overview. The parcel is coming from Mrs . Beth Finch, who has an
existing home on the property and has been a supporter of affordable housing. One
challenge is that there is no town water at this time, however, this is on the roadmap with
an estimated date of 2022-2023 . Initial plans are to go through with a LIP application
with the project contingent on the property being on town water. The Partnership inquired
about the project timeline and attributes of the parcel . Lisa invited Jill to provide
feedback on the project, however, Jill disclosed that she is on the Board of Directors of
Habitat for Humanity so has not engaged in discussions on the project. Ms . Wade
requested a letter generally supporting the project to allow Habitat to move forward with
the LIP application. The Partnership voted to provide a letter in support of the project.
3 . Approve minutes of previous meeting: Minutes of the July joint meeting with the
Affordable Housing Trust were reviewed and approved .
4. Brewster Community Fall Work Day at Huckleberry Lane: Diane gave an update
on the planning for the Huckleberry Lane Fall Work Day. There are � l7 volunteers at
this time and the Department of Public Works is assisting. Cape Cod Five provided a
$500 donation. Jill noted this being the first part of an ongoing process over the next
year to refresh Huckleberry Lane,
5 . Brewster Fall Housing Opportunities : Jill discussed the blitz build on Paul Hush
Way and the Community Engagement sessions for the Millstone Road project.
6 . Lower Cape Housing Institute Invitation : Jill discussed the upcoming Lower
Cape Housing Institute and other upcoming educational opportunities .
7 . Updates from Housing Coordinator: Jill provided updates on her work in August.
The Trust has submitted a grant request to the CPC to preserve units on the SHI
noting that Brewster has 2 homes on the list right now that are non- compliant. The
AHT is also looking to create a home rehabilitation program. Updates on other
potential affordable housing projects were provided.
8 . Items not reasonably anticipated by the Chair : Lisa inquired if there were any
CPC or AHT updates at this time and suggested adding these back to the agenda as
standing items for future months . Ralph provided updates on his and Diane ' s work
on the CPC Housing Subcommittee, which has recommended 2 grants be funded
by the CPC .
