Commissioner Lopez motioned that the minutes be approved. Commissioner Garcia seconded the
� motion; the minutes were unanimously approved and the motion was carried.
II. INFORMATION ITEMS
,, a. City Council Items - Jim Given, Dicector of the Recreation Department reported that Mayor Byrd wa5
awarded the Teacher Apple Award by Sports Ambassador Shawn Powel! Furillo. He also reported that
there will be a budget meeting on 8/25 to discuss how the State of California budget will affect our local
. budget: .
' b. General City Program Report - Phyllis CooperLyons, Recreation SuperintendenYll reported the following:
,• The Senorita Nuestras Fiestas Patrias Ceremony will be held on 8/28 at 6:00 p.m. at the
Lynwood High Scfiool Performing Arts Center. Tickets to the event are $8.00 each.
c. Senior Program Report - Ms. Lyons also reported the following on Senior activities
• AltaMed Grand Opening - AltaMed will host the Grand Opening of the Adult Day Health Care
Center in Lynwood on 8/20 beginning at 10:30 a.m. They are located at: 3820 MLK Jr. Blvd.
• The Ms. Senior Lynwood Pageant will be held on 8/22 from 4 p.m. to 9 p.m, at Bateman Hall.
• Join the Seniors in a fun Yrip to "The Price is RighY' on 8/23 from 8 a.m. to 3 p.m. Commissioner
Gloria Garcia is going on this trip.
. The Summersize Program will offer two different events to enhance the well-being of our Senior
Citizens: 8/20 - Laughter is Good Medicine with health educator Allison Calvert and on
' 10/15 - You're Never Too Old - Sex After 65 with health educator Virginia Powell. Both
. programs will run from 9:30 a.m. to 10:30 a.m. in the Seniors Lounge.
d. Library Report - Progress on the refurbishment of the Lynwood Library is going well, however it will
remain closed for several more weeks. Please call Ruth Daniels, President of the Friends of the Lynwood
Library if you would like to help shelve books.
e. Human Relations Mutual Assistance Consortium (H.R.M.A.C.) Report - Ms. Lyons reported that she has .
been in contact with the new Cluster IV leader. A full report should be available for the next meeting.
Ms. Frankie Maryland the former head of the Consortium has been promoted and has moved on.
Commissioner Lopez inquired if it would be possible to invite the public to view the movie on racial
violence in Jasper, Texas. Chairperson Amey suggests showing it to appropriate age groyps atthe Youth
Center or to offer it to the school district for their use. The video can be found at any video store.
III. SCHEDULED MATTERS
- a. River & Mountain Conservancy - Commissioner Lopez introduced Ms. Belinda Faustinos, Executive
Director of the River and Mountain Conservancy. She was present to give an overview of this State
Agency. The agency is working in conjunction with the City of Lynwood on a one=half.million dollar grant

III. SCHEDULED MATiERS - River & Mountain Conservancy- Continued •
for the 2.2 acre Lynwood Meadows Park. Commissioner Lopez mentioned that he met Ms.'Faustinos at
' the Jensen Water Filtration Plant in Granada Hills. One of the functions of the River and Mountain
Conservancy is enhancing existing parks and tying open space to community parks. It is hard for people
' living in urban areas to enjoy the beach and mountains. Recreation areas are needed close to where
citizens live and work. This agency works with local citie9 to create pocket parks in communities where
large areas of open space are not available. Half of the funding available to this agency for these types
of projects is still available although they have received many applications requestingfunding. Mr.
. Given comments that the program that Ms. Faustino offers focuses on nature preservation including
_ riverbanks, hiking trails, nature paths and walkways. Herjob is to incorporate these elements into the
existing use of park land. Ms. Faustino stated that one of her duties is to help design water efficient
' parks and incorporate native plants into the design as well. This would include using plants that require
very little water and whose color palette attracts buttertlies. Ms. Faustino has been working with
� Environmental Services and she stated that her agency can offer partnerships to organizations#hat can ,
fund actiye sports programs. Chairperson Amey and Commissioner Lopez suggest beautifying the areas
near the 105 and 710 freeways. Commissioner Lopez suggests scaling-down the size of the Lynwood
' , Meadows project so that the funding currentlyavailable can cover the cost of the improvements. :
b. Heal the Bay, Presentation - Ms. Haan-Fawn Chau and Mr. Miguel Luna of the Heal the Bay organization
�came by to encourage the City of Lynwood to participate in their program. The main mission of this
organization is to keep coastal waters clean. Previously funds for these endeavors were monopolized by
beach citfes to beautify their areas, however currently Heal the Bay is working with-many inner cities
� such as South Gate and Compton. This organization has the programs; knowledge, experience and
funding to, help us clean-up our community. Ms. Chau stated that Heal the Bay is a non profit
organization baseii in Santa Monica. Another objective of Heal the Bay is to reduce storm drain .
pollution which is the number one source of pollution affecting the health of marine and aquatic life.
Storm drain pollution affects not only the aesthetics of a community but also is dangerous to animals,
, causes streets to flood and harms children playing on city streets and beaches; they are often the
victims of inetal and glass hidden in bodies of water. Everyone is connected to water whether from a
beach, river, or lake. She hopes tlie city of Lynwood will take pride in its community and remind its
citizens not to litter, to recycle and not to.pollute the waters. Mr. Luna stated that Heal the Bay's
- Coastal Clean-Up Day started in Oregon in 1984 with local concerned volunteers, this program has
grown to thousands of volunteers worldwide. There is an upcoming Community Cleanup Day that will be
held in communities all over California on 9/18. Surrounding cities participating in this event are South
' Gate and Compton. Mr. Luna announced that if the city comes on board to participate in this event,
supplies, training and a qualified staff person will be provided. The City of Lynwood will be required to
provide the area to be cleaned and the volunteers to clean it. Interested persons can register on-line or
' call Heal the Bay. Commissioner Amey suggests getting school students involved and presenting them
• with a participation certificate. Mr. Luna stated that speakers can be scheduled to talk to students
about oceanic and urban pollution. Commissioner Lopez is very encouraged and enthusiastic about
utilizingthe services provided by Heal the Bay to help beautify and dean our community. Mr. Given
introduces Blockwatch Coordination $pecialist Natalia Medina. Ms. Medina will be serving as liaison to.
the Community Affairs Commission. She will also be assisting with the Coastal Clean-Up Day on 9/18

Mr. Antonio Quevas, resident at 11637 Esther Street addressed the Commission. He would like to know
how quickly the Lynwood Meadows Park can be completed. He stated that the condition of this area is very
. bad. He has two sonsand is concerned about them having to walk through trash and high weeds where
snakes may be hiding.
