1. CALL TO ORDER: Chairperson John Beimer called the Veterans Attairs Council
anecting to order at 5:04 p.m.
IL [NVOCATION: Board Member Charles Wood gave the Invocation.

V. AGENDA POSTING: Ch�iirperson Beimer confinncd that thc agenda was posted by the
City Clerk for the April 2004 mecting.
' VI. APPROVAL OF MINUTES: Chairperson Bcimer rcquests a vote on theininutes for thc
March meeting. Board Mcmbcr Julio Mendoza �notions that the minutcs be npproved.
Board Member Wood seconds the motion. All members votc unanimously for approval
of the March minutes.
VIL INFORMATION ITEMS:
• D-Day Coiniroemoration - Bo�ird Member Wood passed out �i flier advertising �n
event commemorating the 60 anniversary of D-Day. The Commissioners arc
invited to attend a Commemorative Ceremony on June 6, 2004, Dockside SS
Lane Victory, Berth 94, San Pedro. The ceremony bcgins at I p.m. The ship is
open to visitors at 10 a.m. The Commissioners are encouraged to invite W W 11
Nonnandy Veterans and other military veterans. Mr. Rodriguez stated that he
would attempt to get accommodations for onc night in the San Pedro area.
• Track Meet — Date changed from 4/24 to 5/8.
• Baseball Opcning Ceremony — Went vcry well; four (4) City Council Members
attended. Congresswoman Linda Sanchez �rrived late but was well received by
all.
• Sports Fest — This event was to have taken place on 5/22 but has currently becn
put on hold dae in part to similar events being held for the Intcrnational Day of
the Child event on 5/l/04.
• Docigcr Night—This was the best Dodger Night of all. All I,000 tickets were
sold and everyone showed up. Mayor Pro Tem Leticia Vasquez and Council
Member Maria Santillan sharcd first pitch duties. Youth wcrc able to go out on
the field and get �utographs and thcir photos taken with the players. A youth in
the 7-8 year old division hit three balls ovcr the fence. [t was a thrill for him and
his parents. Everyone that lttended had a good time.
VIIL SCHEDULED MATTERS: Review of Veterans Memorial Monument & Outdoor
, Perfonnance Arena — A meeting was held on 3/30/04 at Bateman Hall with the architects
warking on the Veterans Memorial Monument project. Five different designs were
, presented and everyone present at the meeting unanimously voted to recommend option
#4 to the City Council. Mr. Rodriguez stated that he has some concerns over security
issues and the design of the monument. It is an easy target for vandalism especially to
inscriptions and plaques on walls. Vandals are now etching their tags on surfaces in
addition to using spray paints. Repairing or replacing these components of the design
would be very costly. Fencing the area would be an expensive but worthwhile
investment. He commends the Commissioners forselecting thc design that they chose. It
is very similar to the Montebello theatre. Mr. Rodriguez will try to find out the next
memorial monument planning meeting date.
Mr. Rodriguez also menUoned that he is still working on Dinner and a Movie on 5/26 for
Memorial Day. This event rvould be for crew, east, and band that participated in the
� 2003 Veterans USO Salute to Bob Hope, as well as Ciry Council and Veterans Affairs
Council members.
.- IX. PUBLIC ORALS: Mr. Frank Calderon read a letter he wrote to the VA concerning
cutbacks to veterans' medical benefits.

Jimenez — Mentioned Armed Forces Day coming up in May. There will be a parade in
� � the City of Torrance. Last year he was able to send a mcssage to our troops serving in the
military.
Williams — Absent
Beimer — Commented thaC the Easter Egg Hunt went well although some parents were
pushy trying to get eggs for their kids.
Rodriguez — Stated he would provide a copy (at next mecting) of �nanagement alert on
identity theft and the use of social security numbers.
