MEETING MINUTES for JULY 26, 2005
1) Call to Order: Chairperson Oscar Flores
called the ]uly 2005 Recreation & Parks Commission meeting to order at 5:02 p.m.

Espeseth led the Pledge of Allegiance.

5) Agenda Posting: The Agenda was duly posted for the July 2005 meeting.
6) Approval of Past Minutes: Chairperson Flores motions for review and approval of the
minutes for the Recreation 8i Parks Commission meeting held in ]une 2005. ,
Commissioner Espeseth motions that the minutes be approved and Commissioner
Mendoza seconds the motion. All Commissioners vote in favor of approving the
minutes and the motion is carried.
7) Correspondence: None
8) Public Orals: Pearline Calderon of 4010 Josephine Street provided a brief �
statement on the Bateman Hall patio dedication in honor of the late Ms. Elizabeth
Dixon and the community barbeque held at Los Amigos Park on 7/23/05 — See
attached. Ms. Deborah ]ackson, Deputy Director informed Ms. Calderon that Ms.
Dixon's patio dedication will take place during this year's Christmas Parade reception.
Ms. Sylvia Ortiz of 3204 Louise Street requested that land at Los Amigos Park be
leveled to provide a better playing field for Soccer practice. Ms. Jackson stated that the
City Council has given a directive to design an open athletic field for the larger park
area while retaining a passive park area. The park will not have permanent goals as the '
area is too small. Any goals used at the park must be portable.
Ms. Ortiz invited the Commission to attend a community festival to be held at the
Natatorium on 9/10/05 from 4 p.m. to 8 p.m. The proceeds will go to "Padres
Contra el Cancer"; the actress Eva Longoria of "Desperate Housewives" is the '
spokesperson for "Padres Contra el Cancer". This organization provides counseling,
tutoring, as well as financial support to single parenu along with other aid needed by
young cancer patienu and their families. There will be a silent auction at the event to
raise funds. You may call Ms. Ortiz at (310) 438-0935 if you have anything to
donate for auction or to assist with time and/or money. She has been getting a positive
response from the community and has not had to reach out for assistance to
organizations outside of the Lynwood area. Last year she helped raise $8,000 for
cancer patient Gerardo Garcia. Ms. Ortiz hopes to provide a satellite office at the
Youth Center where all of the services mentioned can be provided to Lynwood cancer '
patienu and their families.
9) Staff Reports:

D. Current Programs/Activity Report — Recreation Superintendent II, Jose Trejo
reported the following events:
• National Night Out — This annual event will be held on 8/2/05 in the
Community Center parking lot. Fire Dept. personnel will be cooking and
serving food. There will also be music, jumpers, rafFle prizes, information
booths, kid's entertainment, health screenings as well as immunizations for
kids.
• Salsa Workshop — Professional dancers conducting theatrical performances
at Bateman Hall at 6 p.m. on 7/28/05. Summer Day Camp parenu and
youth are welcome to attend.
10) Scheduled Matters:
A. Youth 8i Family Policy — This item is being carried oVer from the b/28/05
meeting. The City Manager is asking for feedback on the Youth 8i Family Policy.
The need for this policy came about through requests for financial assistance
and/or fee waiver requests from the public at Council meetings. Without
guidelines to follow, the Ciry Council is left at a disadvantage as to which
requests to approve or deny. The City Manager is requesting a policy outlining
procedures and guidelines for these types of requesu. Chairperson Flores states
that if the fields are used by outside entities, their group should consist of at least
80% Lynwood residents. Public park bond funds prohibit barring non Lynwood
residenu from using the park. The following comments and suggestions were
made by the Commissioners on several of the policy componenu:
• Commissioner Reed —
✓ The department should solicit funds from large corporations; our local
small businesses are ovenvhelmed with financial assistance requests.
✓ Include grandparents in the Policy; 75% of grandparents raise their
grandchildren.
• Chairperson Flores —
✓ Stated that the City should be the last resource for soliciting funds. There
. is a resource manual available from which to obtain funding ideas. if city
develops a non-profit, the Recreation facility can be used for space to
write grant funds.
✓ Inquires as to whether Plaza Mexico can be considered for facility usage.
. Vice Chairperson Wood -
✓ Commissioner Reed asks if we fingerprint volunteers. Vice Chairperson
Wood stated that State law mandates that all volunteers working with or
around children must be fingerprinted.
• Mr. Trejo —
✓ There have been requests for lengthier Summer Day Camp sessions
however space as well as funding are issues requiring consideration before
this request can be implemented.
Ms. ]ackson thanks all the Commissioners for their input; these suggestions will
be forwarded to the City Manager.
Scheduled Matters Continued
B. Status on Gym Roof — All bids have been received for the Community Center
roof repair and bidding is now closed. This project will entail the whole building
roof and not just the gymnasium as originally expected. This project will cost
the city approximately $300,000 to comp(ete.
C. Commission Status Requests —
• Playground Sanitation — Commissioner Reed stated that there is a need
for periodic sanitation of the playground equipment as well as
maintenance. The department is working with the City Manager on a
maintenance schedule for the playground equipment.
• Soccer Snack Bar — The snack bar will now be assigned primarily to
whichever sport is currently in season. Currently Vice Chairperson Wood
has been rasponsible to obtain all equipment through the L.S.A. baseball
program yet everyone shares in the profit. All L.S.A, sports
commissioners have agreed to participate in restocking and volunteering
to run the snack bar during their respective sports seasons. Any problems
such as equipment breakdown and repair will be worked out through the
L.S.A. board. If this concept does not work everything will revert back
- to the current status. Council has approved building an additional snack
� bar however there are no funds available for its construction.
D. Step Up to Health — It Staru in Parks is an initiative that will be headed by the
Lynwood Recreation and Parks Commission as part of a National effort to
encourage healthy lifestyles for all' age groups and communities. Ms. )ackson will
provide a list of organizations that will assist in this effort. She would like a list
from the Commission of people they would like to see involved in this project.
A very large banner is going up on the southeast side of the Community Center
building advertising this program. Chairperson Flores mentioned that he has a 1
helpful contact in the City of Chino. ;
• Stakeholders Conference — Tentative date — Sometime in August 2005 �

• Commissioner Espeseth — fnquires on a Boy Scout program for the City of
Lynwood. Mr. Trejo informs her we do not have a program; Chairperson Flores ',
was the City's last leader. The City refers interested parties to the city of Long r
Beach. Commissioner Espeseth also mentioned two big potholes on her street. She i
was informed that she can frle a claim with the Human Resources Department for
tire damage.
. • Commissioner Mendoza — He announced that former Recreation Commissioner
Donald Primmer passed away today. Mr. Primmer petitioned for special '
"Commissioner" shirts to help distinguish commissioners from the general public at �
, special evenu. '
• Vice Chairperson Wood — No comment
• Commissioner Reed — There will be a Senior Citizens Advisory Board meeting with
the Ciry Manager on 8/ 1/05 at 10 a.m. to help resolve differences they have been �
experiencing amongst board members. I
• Chairperson Flores — Remarked that it was good to see Lynwood Recreation staff at �
a recent Coalition of Cities meeting. These meetings are great for networking.
Beginning on 8/1 1 through 8/13 the Coalition of Cities will partner with Lynwood
on a camping trip to San ]uan Capistrano and Doheny State Beach. They will also ;
sponsor a Teen ]am on 10/22/05 that will be hosted by the city of Glendale.
Commission Orals Continued
• Commissioner Hernandez — Requested an update on playground equipment. Ms.
Jackson stated that installation of the new equipment and lights on soccer field #2
will be started late in August or early September. Ms. Hernandez also encouraged
the Commission to write letters to the City Council asking them not to approve the
annual "free" baseball clinic conducted by James Bishop and Tony Miranda.

➢ Again I'm calling attention to the Naming of the Elizabeth Dixon
Court Yard this was an agenda item that was approved by council
Event on July 23`
➢ This event was complimented by the residents in attendance.
IYs the first time the residents saw a well planned and attended �
event. Staff was meeting and greeting residents, it was amazing to
see staff serving the residents, something that has never happened
before, the children were well entertained, and majority of Councif
members were in attendance.
➢ I have one suggestion for the next community event, to have a
table �riith all the commissions' flyers; giving brief information, date,
location, and time of ineeting.

Special Events
o Juneteenth Celebration June 18�
The City celebrated its annual Juneteenth Celebration on June 18th. Festivities included
live entertainment, a Car Show, dance and watermelon eating contests.
NATATORIUM
Summer Swim hours began June 20 Session I and II moming and evening swim
lessons also began on June 20 Morning swim lessons are scheduled from 9:00 a.m. to
12:00 p.m. Evening iessons are scheduled from 6:00 p.m. to 9:00 p.m. Public recreation
hours are from 12'30 p.m. to 2:30 p.m. and 3:00 p.m. to 5:00 p.m.
Natatorium staff also assisted with the Juneteenth celebration.

; ■ Adult Basketball season is ongoing. There are a total of 30 registered teams.
• The Community Center gymnasium was closed for the month of June for roof
, repairs. Hosler Middle School gymnasium is being used for the adult basketball
games

Skate Park
■ The Skate Park continues to with weekday hours 3pm to 8pm and weekends 12
noon to 8pm. The State Park will open at 12 noon once the school year ends.
LYNWOOD SPORTS ASSOCIATION PROGRAMS
❑ Youth Baseball closing ceremony took place on June 1 g�
❑ Youth Softball Closing Ceremony Banquet was held on June 29� at Bateman Hall
❑ Youth Soccer is currently taking registration — Deadline: July 7tn
YOUTH CENTER
The Lynwood Summer Day Camp Program operates throughout the summer months
offering three (3) four (4) week sessions for children ages 5-12. The program operates at
the Youth Center Monday through Friday 7am — 6pm. The first session Day Camp began
. Monday, June 20 Our enrollment for the first session was 106 campers.
Camp activities included:
• Various field trips throughout the week; amusement parks, museums, movies,
bowling, swimming, nature parks and live shows
■ Day to day activities included water games, game competitions, arts and crafts,
sports and theme projects
■ Free meals are provided daily to campers and any youth in the community who is
, under 18 years of age. Meals are provided through the Summer Food Service Meal
Program, which is a state grant program. Breakfast is served daily from 9am to
9:45am and lunch from 12:30pm to 1:30pm.

o Assisted with the coordination of the Mayor Alley Clean Up Day scheduled for June

o On May 25� staff attended the Summer Food Service Meals workshop in Ontario.
This was an informative workshop for sponsor sites that provide meals during the
summer months for children that are out of school for the summer.
❑ On May 25` and 26` interviews for Summer Camp Recreation Leader positions
were conducted. Forty-eight (48) candidates were interviewed.
• June 11� Day Camp staff attended a training workshop sponsored by CPRS at
� the Yorba Linda Community Center

■;lune 13-16� Conducted staff training for new hires and retuming staff. Staff
received training in city policy and procedures, child supervision and safety, dress
code, written reports, dealing with parents and CPR and First Aid training
■ June 20 First day of camp spent greeting parents, touring the facility and
monitoring and meeting camp groups. ,
■ June 24` Hosted Summer Day Camp Open House. •

❑ Annual Fourth of July Celebration July 4tn
The City celebrated its annual 4 of July Celebration on July 4� This annual event is
always well attended and received a wonderful fireworks show.
NATATORIUM
The Natatorium celebrated its first participation in the annual National Aquatics Week
Celebration with a special family swim day. The Marlin Swim Team hosted a snack bar
and families from throughout the community came out on Friday, July 22 to celebrate.
The celebration was well attended with approximately 200 children and adults
participating.
