The agenda was duly posted as prescribed by the Brown Act. � In attendance: Mary Sue Lewis, Chair Della Mazziotti, Vice-Chair Verna Culp, Commissioner Ethel Pacheco, Commissioner Also presenY. Alicia Duarte, Staff Crystal Sahagun, Minutes Cierk Lorene Reed, Friend of LWC Lien Steinfield, Friend of LWC ADMINISTRATIVE ITEMS Commissioner Culp called the meeting to order at 3:25 p.m. Pledge of Allegiance. Approval of Minutes: Staff person Crystal Sahagun read the August minutes out loud, Staff Liaison Carol DeJesus had one correciion. It was then moved that the minutes be accepted with the necessary corrections. DISCUSSION ITEMS Staff Liaison DeJesus began to talk about the October conference, she said that the MPT Leticia Vasquez would like to participate is this event and afso try to contact some guest speakers. DeJesus said that the month of October was domestic violence month , so that should be one of the topics that is talked about. DeJesus told the commission that Commissioner Lopez would not be attending the meeting today because she was ill. " Commissioner Pacheco asked what the date of the event would be. ' DeJesus told her that it would be held on October 28, 2004. Commissioner Mazziotti read to everyone that thoughts she had on talking about young i woman and teaching them to be strong and successful. Some of her suggestions were; ' teaching young ladies how to.dress for interviews and apply for jobs. She said that I � � � � , , �,� members from the School Board as well as people from the city should attend this event to talk to the young women. Commissioner Lewis made a suggestion about this topic and added that it would be a good idea to give some young ladies a makeover. She asked if anyone else had any ideas. DeJesus asked if everyone agreed on the date of the event. Elizabeth Dixon asked if - there was a budget for this event. DeJesus suggested maybe seiling tickets for the event. Commissioner Culp asked if there would be enough time to print out tickets for the event. She then asked if anyone could get vendors for the event. Dejesus went over the tormat of the conference; she told the commissioners that Room two and the Auditorium are available for use. Commissioner Lewis said that domestic violence is always talked about so maybe someone can talk about another topic related to this such as mental health like the affects of domestic violence and the reason for domestic violence and other subtopics I dealing with abuse. , DeJesus said that the Mayor Pro-Tem Vasquez is willing to assist with providing � speakers for various topics. She then told the commissioners that Staff Liaison Alicia Duarte would be working on this event for the next two weeks because she would be on vacation. Then she told the commission that she would prepare a council item for the � next City Council meeting asking council to approve a budget. DeJesus asked the commissioners how they would like to format the conference. � Commissioner Lewis suggested holding everything in one room just putting different � tables together to hold different discussions. ! DeJesus went oversome of the details for the event; the event would be held on � Thursday October 28, 2004 frorim 9:30 — 2:OOp.m. at Bateman Hall. There would be � continental breakfast in the morning and lunch at 12:00 noon. Tentatively there would be two sessions in each room then the groups can come together for lunch. She told the I commissioners that she would present an item to council on the September 21, 2004 ; City Council Meeting. All of the commissioners said that they would like the conference to be advertised as j much as possible because they would like a good turn out. ! Commissioner Culp then asked if it would be possible to get feed like the last � conference she said she would like to have evaluation sheets passed out at the ' conference. ,. � � DeJesus briefly metioned that she spoke to Shawn Powell-Furillo about the Commissions Christmas event because he has contacts with the Mattel toy company as well as the NFL and he told her that he would be able to give the commission some toys for the Christmas event. Commissioner Lewis suggested finishing the discussion about the October Conference before the commission starts talking about the Christmas event. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance was led by Commissioner Gloria Garcia. c. CERTIFICATION OF AGENDA POSTING - The agenda was duly posted for the September 15, 2004 meeting as prescribed by the Brown Act. d. APPROVAL OF PAST MINUTES - Chairperson Amey called for a motion to approve the August minutes. Commissioner Edner motioned that the minutes be approved. Commissioner Garcia seconded the motion; the minutes were unanimously approved and the motion was carried. IL WFORMATION ITEMS a. City Council Items - Jim Given, Director of the Recreation Department reported that the City Council has approved only two (2) major events annually, those being the 4�h of July celebration and the Christmas Parade and related activities. Other holidays such as Juneteenth and Halloween will have to be implemented using creativity, existing staff and sponsors. This decision is based on state of California budget cuts: b. General City Program Report - Mr. Given reported the following: :• The annual Summer Day Camp Program held annually duringthe Summer months is now over; our subsidy this Summer was less than usual. :• The traditional Mexican "EI Grito" ceremony will be held tonight at 10:30 p.m. at Plaza Mexico. The City Council is providing $5,000.00 with the balance of the expenses being paid by Plaza Mexico. c. Senior Citizens Program Report - Ms. Lyons welcomed Commissioner Sue Amicone back after her long absence after her recent car accident. Fortunately Ms. Amicone is doing well. :• Ms. Lyons invites the Seniors to Water Aerobics at the Natatorium on Monday, Wednesday and Friday at 1:00 p.m. :• The Summersize program is over for the Summer. These free health education classes included information on nutrition and exercise. The teacher is a certified instructor from the Lynwood Adult School. .• New classes are being added to the line-up of Senior activities including arts & crafts, storytelling, drama, poetry and computer classes. :• Other upcoming senior activities include Strike out Stroke and a Red Hatters Showcase on 9/29. More info to follow. I d. Library Report - Mr. Given announced that the Library recently re-opened to the public. e. Human Relations Mutual Assistance Consortium (H.R.M.A.C.) Report - Ms. Lyons reported that she is playing "phone tag" with H.R.M.A.C. The new staff person has not gotten around to organizing Cluster I IV. Ms. Lyons mentioned that after weathering the recent hurricane in Jamaica she is very aware of how I important it is for communities to work together for the good of the community. � • i � I I 2 I I�I. SCNEDUIED MATTERS a. HEAL THE BAY "NEIGHBORHOOD ALLEY CLEAN-UP" - 8/18/04 - Ms. Natalia Medina, Blockwatch Specialist gave a brief overview of the upcoming clean-up program. Ms. Medina stated that this event was being held in conjunction with a youth pilot beautification program. Bags and gloves will be .` supplied on 8/18 for anyone desiring to clean-up their neighborhood alleys. Environmental Services and the Recreation Department will be responsible for picking up refuse once it has been bagged. There was some confusion about the involvement of AARP with this event. Commissioner Edner mentioned that Sylvia Heron was to be involved in some way. Mr. Given stated that the youth pilot program will be held on a quarterly basis and will be headed by Ms. Adriana Richards. Commissioner Amey stated that she would invite students from the Lynwood Adult School to come help and that AARP would provide refreshments. 'lll. PUBLIC ORALS - Please adhere to the three-minute time limit. Yadi Farhadi, Director of Environmental Services presented renderings of Lynwood Meadows Park along with detailed'information on its location. He went on to say that he has applied for various grants including a park grant from the River and Mountain Conservancy. Mr. Farhadi stated that in March 10,000 color fliers were mailed along with water bills inviting Lynwood residents to a planning meeting. Forty families showed . up along with two Council Members. They discussed the types of features and amenities they would like to see in the park including a Soccer field, sand lot, rose garden, sitting area, eta The attendees broke up into groups and created several designs for the future park. The architects applied all ideas into the various designs created by their firm. People were invited back for a second meeting and only some of them showed up. The City Council voted on a particular design that will be implemented when the funds are available. Some of the amenities included in the park design will be a cul-de-sac entrance, plaza, palm trees, restrooms, drinking fountain, rose garden, one-half basketball court, playground, gazebo, shelters, and picnic areas with grills. One impoKant feature will be a dry riverbed with large and small pebbles and no water, also a bridge with wood railing. There will also be lots of trees and shrubs on the perimeter of the park to serve as a sound barrier. Monies are still needed for the playground and equipment since the River and Mountain Conservancy does not suppfy funding for playgrounds. Mr. Given interjected that the River • and Mountain Conservancy handles only passive park projects and they have nothing to do with the sports aspect ofthe design. V. COMMISSION ORALS Please adhere to the three-minute time limit • Chairperson Amey - She is very happy to see Commissioner Amicone back on the Commission. She expressed her gratitude for a program sponsored by Hub Cities allowing Lynwood youth to visit the University of New Mexico over the Summer. - • Commissioner Amicone - She thanks everyone for welcoming her back and holding her place on the Commission. She is glad to see good things going on. • Commissioner Lopez - Absent • Commissioner Garcia - She had a great time with the Seniors at "The Price is Right". She thinks Bob Barker is very attractive for an 80-year old. Commissioner Garcia stated that the show on which the Lynwood Seniors appear will air on November 2^a, , • Commissioner Edner - No Comment • Vice Chairperson Marion - Absent VI.
