MINUTES OF A SPECIAL MEETING OF THE
COMMUNITY DEVELOPMENT BLOCK GRANT
ADVISORY BOARD COMMISSION
WEDNESDAY, SEPTEMBER 8, 2004
CALL TO ORDER:
Chairperson Castro called the meeting to order on the above captioned date.

Staff stated that the agenda was posted per the Brown Act.

NEW BUSINESS:
Public Hearing —FY 2003-04 Consolidated Annual Pertormance Evaluation
Report
The public hearing opened at approximately 6:15 p.m. Those in attendance '
reviewed the City's draft Consolidated Plan for FY 2003e ,
Commissioner Araujo commented on the FY2002 Esther Park Design Project
funded by CDBG. Ms. Araujo asked if funds other than CDBG would be used to '
Complete the project. Staff answered yes.
Ms. Araujo asked questions regarding the CDBG funded crossing guard
program. She asked if City staff had approached the School District to request
funding for the Crossing Guard program.
Staff replied that a discussion between City staff and School District officials took
place regarding crossing guards for the new school sites and the City informed ,
the School District that the City could not provide crossing guards at the new
school sites.
During that meeting staff did inquire whether the District would consider paying
for the current crossing guard program. However, no commitment from the
school district to pay for crossing guards has been made.
Commissioner Castro asked several questions regarding the St. Francis Healthy
Initiative program. Ms. Castro stated that she received several complaints from
�esidents who attempted to contact Ms. Gonzales of the St. Francis Healthy
Initiative Program, to set up dates for the Mobile Unit. However, there was never
follow up communication from Ms. Gonzales.
Commissioner Araujo asked if Drive By Agony {DBA) completed relocation
paperwork. Staff replied that DBA has declined funding this year, therefore DBA
is not required to submit eligibility documentation.
There were no other questions regarding the draft FY 2003 CAPER. Therefore
the public hearing was closed at 7:13 p.m. Motion was made by Commissioner
Araujo, seconded by Commissioner Castro to approve the FY 2003 Consolidated
Annual Performance Evaluation Report, for submittal to HUD. Motion carried
unanimously.

Commissioner Herron asked for an update on the HUD monitoring review.
Ms. Potts, informed the Commission that the Department of Housing and Urban
Development (HUD) had conducted a week long monitoring review on the CDBG
and HOME programs. Ms. Potts stated that as a result of the review the City
received a positive report, which included no misappropriations, mis-
calculations, or mismanagement of funds for the CDBG and HOME funds.
Program years review by HUD were fiscal years 2000, 2001, 2002 and 2003.
