ON FEBRUARY 22, 2005 IN THE LYNWOOD CITY HALL COUNCIL CHAMBERS. recream\commission agendas Bi minures\recreation 8i parks 2005 CITY OF LYNWOOD RECREATION 8t PARKS COMMISSION MEETING MINUTES for NOVEMBER 23, 2004 1) Call to Order: Chairperson Flores called the November 2004 Recreation SI Parks Commission meeting to order at 5:00 p.m. 2/3) Invocation 8i Pled�e: Commissioner Wood gave the Invocation and Commissioner Espeseth led the Pledge of Allegiance. 4) Roll Call: Chairperson Flores — Present Vice Chairperson Wood — Present Commissioner Reed - Present Commissioner Espeseth - Present Commissioner Mendoza - Present Commissioner Hernandez - Present Commissioner Ramirez — Present 5) A�enda Postin�: The Agenda was duly posted for the November 2004 meeting. 6) Approval of Past Minutes: Chairperson Flores motions for review and approval of the minutes for the Recreation 8i Parks Commission meeting held in October 2004. Commissioner Espeseth motions that the minutes be approved and Vice Chairperson Wood seconds the motion. All Commissioners vote in favor of approving the minutes and the motion is carried. 7) Correspondence: None 8) Public Orals: Pearline Calderon, 4010 Josephine spoke on the following: • The Christmas Parade Grand Marshall is Makayla Herrera. Ms. Calderon stated that the Senior Advisory Board should be behind the Mayor 8i City Council in the Parade line-up and not after social clubs/groups way at the back. • The Seniors are asking that parking spaces closest to the building be lek available for ' them until after 2�p.m. at which time the majority of the senior citizens leave the building. They are requesting that staff use the parking spaces furthest away from the building until after 2 p.m. • Ms. Calderon would like to see better organization and distribution at events such as the Senior turkey give-away held recently. • Commissioner Reed interjected that the seniors should not have to play bingo in order to receive a turkey. $he s[ated that the Senior Division is weak in providing services to the senior citizens. Commissioner Reed wished everyone a wonderful Thanksgiving. • Commissioner Reed commented on the Christmas Parade saying that Mr. Given wanted to cancel the parade but Council insisted on having the annual parade. 9) Staff Repores A. Facility Usage Report — Attached for review B. Division/Monthly Reports — Provided by Ms. Deborah Jackson, Deputy Director 9) Staff Reports - Continued � C. Current Programs/Activity Report — Recreation Superintendent II, Jose Trejo reported the following: • The Seniors will host S.H.O.P. (Seniors House of Pancakes) on 12/9 from 7 a.m. to 10:30 a.m. • The Candy Cane Lane Christmas Parade will be held on 12/ 10 at 7 p.m. • The Girl's Youth Softball program is collecting toys valued at $10 from 12/13 through 12/19 for donation to the Community Services Day program. • The annual Community Services Day toy and food distribution will take place on 12/20 from 10 a.m. to 12 noon. • Please call the Youth Center for dates and times on various holiday activities for youth. D. Sports Ambassador Report — None ' 10) Scheduled Matters: A. Neighborhood Beautification Awards - Councilmember Ramon Rodriguez, Councilwoman Maria Santillan and Interim City Manager ]oe Wang were present to take photos with and congratulate this year's Neighborhood Beautification Award winners. Annually, City of Lynwood residenu are nominated by friends and neighbors to win an award for their efforu to beautify their homes and display community pride. This year's winners are as follows: Honorable Mentions go to: Mr. Antonio Mungia nominated by Pearline and Frank Calderon. Leroy 8i Amelda Compton nominated by Georgette McKinney and Mr. Gilberto Vinegas. The winners of the 2004 Neighborhood Beautification . Program are Alberto 8i Carmen Contreras nominated by Mr. Rodney White. Mr. White had nothing but kind things to say about his neighbors saying that Alberto and Carmen and their two daughters are the kind of people anyone would be glad and proud to have as neighbors. B. Letters of Support — 1. Lynwood Meadows Park — Basketball Couru 2. Los Amigos Park — Fuual Fields Letters of Support were submitted to Mr. Stephen ShiFlett of the Department of Parks 8i Recreation Office of Granu 8i Local Services in Sacramento California. C. City Fee Waiver Policy — Per Commissioner Reed's request this item to be reviewed and brought back by Mr. Jim Given, Director of Recreation Si Community Services. Commissioner Reed stated the Commission should be the deciding party. She stated that a cap should be put on the in-kind services provided by the City to community organizations including city staff and city equipment and supplies. D. Park Security Agreement — Comments were made about more coverage by security guards working for California Securiry than the hours covered by the Los Angeles County Sheriff Department. Commissioner Reed stated that most people do not realize that the security guards are armed. They are to be trained to ticket and detain until the Sheriff's arrive. Mr. Trejo commented that new qualified officers will be on duty starting in mid-December. There is a high turnover rate at California Security due to the low pay. He mentioned that two guards will be used to patrol all city facilities and extra officers will be assigned to events as needed; such as the pre-teen dances at the Youth Center and special evenu held at Bateman Hall. Vice Chairperson Wood commented that there is more graffiti visible since the Sheriff's are no longer patrolling the park. Mr. Trejo mentioned that a daily report is submitted to Mr. Leo Rodriguez, Recreation Superintendent II. Commissioner Reed also commented that the Graffiti Division is short on staff with several staff inembers out on disability; She stated that staff is being borrowed from other departments however they must first be trained. Mr. Trejo also commented that the concrete sprayer used in graffiti removal is not functional and jobs are backing up. 1 1) Commission Orals: (Please abide by the 3-minute time limit for each Commissioner) • Commissioner Espeseth — Stated that the Girl Scouu are meeting in Lynwood City Park. Mr. Trejo replied that all inquiries on Scouu are referred to someone named Hector in the Ciry of Compton. She announced that former President Gerald Ford presented her with the Golden Beaver award. • Commissioner Mendoza — He will be in attendance at the Christmas Parade. He stated that there is a place called Hollywood Sports in Bellflower where extreme sports such as Fuual are played. Fuual is fast-paced Soccer played in a small area. . Vice Chairperson Wood — He thanks Mr. Trejo and Ms. Rozie Carrillo for the haunted house held at the Natatorium. It was lots of fun judging the costumes this , year. Suggests a change in costume categories from cutest and prettiest (too similar) to scaries[ and pret[ies[. , • Commissioner Reed — She commends Mr. Trejo for his work at the Youth Center and compliments him on a Flier listing upcoming Youth Center evenu. Commissioner Reed inquired about Ms. Dixon's health and the status of Bateman Hall. Mr. Trejo stated that she is ill but recovering. Mr. Perry Brents is currently overseeing Bateman Hall and iu activities. • Chairperson Flores — He stated that it is important to address the concerns voiced by the Senior Advisory Board. The senior citizens are an important group in the community and their issues should be addressed and taken seriously. He wishes all a Happy Thanksgiving and Happy Holidays. • Commissioner Hernandez — Thanks Commissioner Reed for all the information she brings. • Commissioner Ramirez — Wishes everyone happy and safe holidays until we meet again next year. 12) Adiournment: Motion to adjourn for the holidays to the next regularly scheduled meeting to be held on January 25, 2005. recream\recreation a[ parks 2005
