CALL TO ORDER
Chairperson Beimer called the meeting to order at 6:02 p.m.
INVOCATION
Commissioner Calderon delivered the invocation.
PLEDGE OF ALLEGIANCE
Chairperson Beimer led the Commission in the Pfedge of Allegiance.
ACKNOWLEDGEMENT OF POSTING
Miguel Alvarez acknowledged the posting of the Traffic and Parking Commission
Agenda on October 20, 2005.
ROLL CALL
Commissioner Andersen, Calderon, Perez, and Chairperson John Beimer answered
roll call. Commissioner Aguilar and White were absent. Miguel Alvarez and Nancy
Miranda of the Environmental Services were present. Lieutenant Vincent Ramirez of
Century Station was in attendance.
APPROVAL OF MINUTES FOR OCTOBER 27. 20U5
Commissioner Anderson made the motion to accept minutes, Commissioner Perez
seconded the motion. A vote was taken, all commissioners voted in favor to accept
minutes as written.
PUBLIC ORAL COMMUNICATIONS
Mrs. Ericka Ibarra of 12221 Waldort Drive, Lynwood, addressed the Commission on
the handicap parking space she requested at the meeting of July 28, 2005. Miss
Ibarra wanted to know why she was denied that request. Chairperson Beimer
explained to Miss Ibarra that she was not present at that meeting to represent
herself and would have to apply once again. To be brought back to the next
meeting.

SCMEDULED MATTERS
ITEM # 7: TRAFFIC SAFETY IMPROVEMENT ON WRIGHT ROAD AT
PELLEUR STREET
Chairperson Beimer opened discussion on Item #7. Chairperson Beimer stated that
a stop sign is needed at the location. Commissioner Andersen commented that the
crosswalk should be eliminated. Chairperson Beimer made the motion to accept
staff's recornmendation. Commissioner Perez seconded the motion. A vote was
taken, all voted in favor of accepting staff's recommendation.
REVIEW OF UPCOMING ITEMS
Handicap parking request on Sue Avenue.
INFORMATIONAL ITEMS
Chairperson Beimer stated that the workshop at Cal Poly was canceled. The
Commission also agreed that the November meeting which would fall orr
Thanksgiving would be held on December 1, 2005 at 6:00 pm.
Lieutenant Ramirez stated that the Sheriff's Department is ready to use the mileage
trailer but they are waiting for final payment to be made and to be inspected. They
cannot deploy it if not owned by Sheriffs Department. "
COMMISSIONER ORAL COMMUNCATIONS
Commissioner Andersen stated that street reflectors on Martin Luther King Jr.
Boulevard are needed at night for better visibility.
Commissioner Garcia suggests that the schools in the City instruct the students on
. safety at crosswalks. She would also like for residents to be educated on safety
issues regarding stop signs etc. and for bicycles not to be ridden on sidewalks.
Commissioner Garcia asked Mr. Whitaker what percentage of citations issued on a
monthly basis were paid that same month. J.D. responded that 20 to 30 percent are
paid that month; he stated that residents usually pay them late.
Commissioner Perez stated that the sign posted for sweeping on Alma is missing
and the city is not ticketing them. J.D.Whitaker responded from audience that due to
lack of manpower officers are trying their best to attend to everyone's needs and
they will respond as soon as possible.
Commissioner Calderon stated that there is a basketball hoop on Josephine that
needs to be removed. J.D. Whitaker responded that he is taking care of the
problem. With the hiring of new officers they will soon be able to respond to their
complaints in a timely manner.
Commissioner Beimer none.
ADJOURNMENT
Commissioner Beimer motioned to adjourn the meeting. Commissioner Perez
seconded the motion and the meeting was adjourned at 7:00 p.m.

SUBJECT: ON STREET HANDICAP PARKING REQUEST (REVISITED)
12221 WaldorF Drive
APPLICANT: Erika Ibarra
PURPOSE:
To recommend that the Traffic and Parking Commission review the application for an
on-street handicap parking space in front of 12221 Waldorf Drive.
BACKGROUND:
A request for an on-street handicap parking space was received from Erika Ibarra of
12221 Waldorf Drive.
ANALYSIS:
City Council Resolution 79-89 outlines warrants for assigning on-street handicap
. parking. In order to assign an on-street handicap parking space all of the following
warrants must be met
1. Applicant (or guardian) must be in possession of a valid license plate or a lap card
for "Disabied Persons" or "Disabled Veterans" issued by the California Department of
Motor Vehicles on the vehicle.
2. The proposed disabled parking space must be in front of the disabled persons' place
of residence.
3. Subject residence must nof have off-street parking available or off-street space that
may be converted into disabled parking.
4. Appiicant must provide a signed statement from a medical doctor that the disabled
person is unable (even with the aid of crutches, braces, walker, wheelchair or similar
support) to travel more than 50 feet between his or her home and automobile without
_ the assistance of a second person.
5. Applicant must pay an initial fee of $ 50.00 to cover the cost of field investigation,

installation, maintenance and future removal.
6. Applicant must pay an annual fee of $25.00, after the first year, to cover the cost of
the yearly investigation to confirm the present need for the handicapped parking
zones.
Staff met with Ms. Erika Ibarra, applicant, at the site to review her application. Ms.
Ibarra stated that she suffers from arthogriposis (weak bones) and is permanently
disabled; she cannot stand up or walk, and she can only move around by means of a
wheelchair.
At the present time, there is an attached 2-car garage with a 34-foot wide driveway,
which can be readily accessed. The driveway is approximately 40 feet from the
applicanYs front door walkway (see attached sketch). At the present time there is no
concrete sidewalk in the area. The City does not have any plans on constructing new
concrete sidewalks in the area.
Even though there is a concrete driveway and an attached garage on site, staff was
explained that in order to facilitate the transportation of the disabled person from and to
the transportation van, a height of about 8 inches is needed to avoid lifting the disabled
person. The top of curb matches more or less the height of the transportation vehicle's
floor. The applicant is overweight and it is very difficult for her parents to lift her up.
Due to the height difference needed to facilitate access from the parkway area to the
applicant's vehicle, it is staff's opinion that Ms. Ibarra's request for the on-street
handicap parking is justified. Staff is recornmending approval of this request.
RECOMMENDATION:
Staff recommends that the Traffic and Parking Commission review this application and
concur with staff's approval of the on-street handicap-parking request in front of 12221
WaldorF Drive.

APPLICANT: MARIA HERNANDEZ
PURPOSE:
To recommend that the Traffic and Parking Commission review the application for an
on-street handicap parking space in front of 11206 Sue Avenue.
BACKGROUND:
A request for an on-street handicap parking space was received from Maria Hernandez,
resident of 11206 Sue Avenue.
ANALYSIS:
City Council Resolution 79-89 outlines warrants for assigning on-street handicap
parking. In order to assign an on-street handicap parking space all of the following
warrants must be met:
1. Applicant (or guardian) must be in possession of a valid license plate or a lap card

Staff met with Mrs. Hernandez at the site to review her application. Mrs. Hernandez
stated that she completed said application on behave of her husband and daughter.
She stated that her husband suffers from meningitis, and a leg and bones disease. Mr.
Hernandez is 100% on disability. She also stated that her four-year old daughter suffers
from the Down Syndrome. Mr. Hernandez does not use any device to aid his walking
buf can only walk about 30 feet before he gets a strong pain in his legs. Mr. Hernandez
is 55 years old. Mrs. Hernandez also stated that when her husband gets picked up by a
med-van to go to his therapy, there is no on-street parking for the med-van to park.
At the present time, there is a concrete driveway in front of the residence that leads to
an attached 1-car garage, which can be readily accessed (see attached map).
Staff's opinion is that Mr. Hernandez does have on-site parking facility. Based on this
reasoning, their request for the on-street handicap parking is not justified. Staff is
recommending denial of this request.
RECOMMENDATION:
Staff recommends that the Traffic and Parking Commission review this application and
concur with staff's denial of the on-street handicap-parking request in front of 11206
Sue Avenue.

We are residents at 11206 Sue Ave. Lynwood Ca7ifornia. We have lived in Lynwood for
the past twelve years. Until recently my family went through some changes and we aze
requesting a handicap pazking in front or our home to be able to provide the necessary
care fot two of our family members. I Aurora Robles have a four yeaz old sistet who has
down syndrome for which her doctor has classified her as a handicap child. Also my
father Mario Hemandez was declared handicap by his doctor a little over a year now. He
can no longer work or be in a situa6on where there is physical stamina involved. We live
in a neighborhood where there is a lot of vehicles and the reason we need a handicap
parking spot is my sister Ashley Hernandez who has down syndrome has started school.
There isn't any available pazking in the morning so the school bus that picks her up has to
go down the slreet to the corner. The bus then has to park and wait for my sister to be
-. taken out and then seated by the bus driver. This takes us about 10-15 minutes. Also my
father needs to pazk his vehicle in front of our home to avoid him walking a long
distance and we need the space so when the family has to drive somewhere we have a few
things we need to load to be able to care for our family members who aze handicap. There
is no chance of us being able to do this with other vehicles parked in front of our home.
The handicap parking space will allow us to be able to provide a better care for our
handicap relatives.

SUBJECT: TRAFFIC SAFETY IMPROVEMENT AT PINE STREET
AND SANBORN AVENUE
PURPOSE
To recommend that the Traffic and Parking Commission review staff's recommendation
relative to the traffic safety improvement at Pine Street and Sanborn Avenue.
BACKGROUND:
Staff have received request from local residents to install a multi-way stop sign at the
intersection at Pine Street and Sanborn Avenue with the objective to improve the traffic
safety around Washington School.
At the present time, this intersection has a marked crosswalk both across Pine Street
and Sanborn Avenue. This intersection is controlled with existing stop signs on Pine
Street both for the northbound and southbound traffic. Following are factual data
pertaining to the intersection of Pines Street and Sanborn Avenue:
� Accidents: None was reported in last twelve (12) months
Roadway widths: Pine Street 35 feet
i Sanbom Avenue 35 feet
Visibility: Pine Street N/B good S/B good
Sanborn Avenue W/B good E/B good
Unusual Conditions: None
I Type of Intersection: Four-way intersection and immediately located in front of

ANALYSIS:
Staff has reviewed pertinent data relative to this intersection. Because of the existing
marked crosswalk on Sanborn Avenue and Pine Street, the immediate proximity to the
school campus, the high volume of vehicles and pedestrians during the peak-hours,
and the requests from local residents to install multi-way stop signs at said intersection,
staff believes that the installation of a multi-way stop sign at said intersection is
justifiable to more effectively assign right-of-way and improve traffic safety.
RECOMMENDATION:
Staff recommends that the Traffic and Parking Commission review the petition for the
installation of a multi-way stop at Pine Street and Sanborn Avenue and approve the
installation of a multi-way stop at said intersection.

SUBJECT: TRAFFIC SAFETY IMPROVEMENT AT AGNES AVENUE
AND ERNESTINE AVENUE
• PURPOSE
To recommend that the Traffic and Parking Commission review staff's recommendation
relative to the traffic safety improvement at Agnes Avenue and Ernestine Avenue.
BACKGROUND:
Staff have received request from local residents to install a multi-way stop sign at the
intersection at Agnes Avenue and Ernestine Avenue with the objective to improve the
� traffic safety around Rosa Parks Elementary School.
At the present time, this intersection has a marked crosswalk and is controlled with an
existing stop on Ernestine Avenue for the southbound traffia Following are factual
data pertaining to the intersection of Agnes Avenue and Emestine Avenue:
j Accidents: None was reported in last twelve (12) months
Roadway widths: Agnes Avenue 35 feet
Emestine Avenue 30 feet
Visibility: Agnes Avenue W/B good E/B good
Ernestine Avenue S/B good
Unusual Conditions: None
Type of Intersection: Three-way intersection and immediately located in front of
Rosa Parks Elementary School Campus.
Type of Street: Agnes Avenue Local Street
Ernestine Avenue Local Street
Speed Limit: Agnes Avenue 25 mph prima facie
Ernestine Avenue 25 mph prima facie

ANALYSIS:
- Staff has reviewed pertinent data relative to this intersection. Because of the existing
marked crosswalk on Agnes Avenue, the immediate proximity to the school campus,
the high volume of vehicles and pedestrians during the peak-hours, and the requests
from local residents to install multi-way stop signs at said intersection, staff believes that
the installation of a multi-way stop sign at said intersection is justifiable to more
effectively assign right-of-way and improve traffic safety.
RECOMMENDATION:
Staff recommends that the Traffic and Parking Commission review the petition for the
� installation of a multi-way stop at Agnes Avenue and Ernestine Avenue and approve the
installation of a multi-way stop at said intersection.

ASSEMBLY BILL 1090 — CONVERSION TECHNOLOGIES: DIVERSION
The City of Lynwood supports Assembly Bill 1090 9AB 1090, relating to Conversion
. Technologies. Currently, State Law (A6939) requires cities and counties in California to
reduce the amount of waste disposed in landfills and incinerators. Assembly Bill 1090
woufd reprioritize Califomia's waste management hierarchy to indude conversion
technologies, and properly define these technologies based on sound science and their
environmental impacts and benefits in relation to other solid waste management options.
With landfill space at a premium, and disposa( rates estimated to increase, Califomla
jurisdictions must invest in landfill alternatives, such as conversion technologies, that
inhibit disposai rates, generate jobs, and utilize abundant biomass and organic waste
material in an environmentally beneficial manner.
We understand a hearing for AB 1090 was set for November 16, 2005, which we will be
dosely monitoring, and we urge your full support for this important legislative proposal.
