Minutes of the Regular Meeting
AUGUST 25, 2005
CALL TO ORDER
Chairperson Beimer called the meeting to order at 6:07 P.M.
INVOCATION
Commissioner Calderon delivered the invocation.

Commissioner White lead the Commission in the Pledge of Allegiance. '

ACKNOWLEDGMENT OF POSTING
Miguel Alvarez acknowledged the posting of the Traffic and Parking Commission �
Agenda on August 22, 2005.
ROLL CALL
Commissioner Anderson, Calderon, Perez, White, and Chairperson John Beimer
answered roll call. Commissioner Aguilar was absent. Miguel Alvarez, Helen
Sanchez, and Nancy Miranda of the Environmental Services were also present. '
APPROVAL OF MINUTES FOR JULY 28. 2005 MEETING �
Commissioner Anderson made the motion to accept minutes, Commissioner
White seconded the motion. A vote was taken, all voted in favor. '
PUBLIC ORAL COMMUNICATIONS
Mrs. Bueno of 3566 Brenton Avenue, Lynwood, addressed the commission
regarding the vehicles that speed in area.

Mr. Sal Alatorre, Chairperson of the Block Watch, addressed the Commission
on behalf of the residents on Brenton Avenue, he referred to the owner of the lot
behind Radio Shack which is Saint Francis Hospital. Residents claim that they
are putting up a fence at that location. The residents of that area want to meet
with owners of that property to possibly use that parking lot to park their vehicles.
Mr. Alatorre stated if the city has information on tenants regarding how many
vehicles belong to each resident. Staff stated that Parking Control Manager J.D.
Whitaker could consider this area for parking permits to help the parking
problem.
Mrs. Irene Garcia of 2731 111� Street, Lynwood, stated that staff should send a
letter in both languages informing the residents on Brenton Avenue that parking
lots in business around said area is private property and that residents have to
respect the fact that they cannot park in those private parking lots. Staff
responded that City could not get involved in said matter since that might involve
the City in a legal liability.
Mrs. Myrna Salazar of 3276. Michigan Avenue, South Gate, addressed the
commission inquiring about the petition with council woman Leticia Vasquez and
that she had not received any response yet. Staff replied that her request was in
the Agenda and would be coming up later in the meeting.
Mrs. Lijia Palma of 3281 Michigan Avenue, South Gate, addressed the
commission on the request for a traffic signal at Michigan Avenue and State
Street. She explained that her aunt was killed at that location in October of 2002.
Mrs. Rosa Quintero of 3232 Michigan Avenue, South Gate, addressed the
commission regarding the corner of Michigan and State. She stated that cars
park in front of the fire hydrants and cause an obstruction. Staff replied that they ;
will notify parking enforcement.
Mr. Francisco Avalos of 10124 State Street, Lynwood, addressed the
commission inquiring what is the speed limit on State Street at Michigan Avenue.
He requested the city mark the crosswalks and speed limit that has faded out. �
Mr. Jerome Stevenson of 10951 Elm Avenue, Lynwood, addressed the
commission on vehicles speeding in the area. He claimed that vehicles go as fast
as 75mph on Elm Street.

SCHEDULED MATTERS
ITEM #7: TRAFFIC SAFETY IMPROVEMENT AT STATE STREET AND
MICHIGAN AVENUE
Chairperson Beimer opened the discussion on Item #7: a thorough discussion
between staff and the Commission took place. Staff explained to the commission
that since the warrants for a four-way stop is less stringent that the warrants for a
traffic signal, staff conducted an analysis for a four-way stop sign. Therefore,
upon reviewing the factual data pertaining to this intersection, it was determined
that this intersection does not meet the warrants for the Multi-Way Stop Signs
Warrants as indicated in the State Traffic Manual and the Traffic Engineering
Practices for Smaller Municipalities Manual.
Staff also listed the staff recommended measures, as noted on the Traffic and
Parking Commission Agenda, to better improve said intersection.
Commissioner Perez moved the motion to accept staffs recommendation.
Commissioner White seconded the motion. A vote was taken, all voted in favor
of accepting staffs recommendation.
lTEM # 8: ON-STREET HANDICAP PARKING REQUEST FOR 4004
WOODLAWN AVENUE
Chair person Beimer opened discussion on handicap parking request on
Woodlawn Avenue. Since no one in the audience was present representing the
applicant, Commissioner Calderon made the motion to agree with staff's
recommendation to deny request. Commissioner White seconded the motion. A
vote was taken, all voted in favor to accept staff's recommendation.
REVIEW OF UPCOMING ITEMS
Staff informed the Commission that staff would conduct spot speed studies to
check on complaint of speeding vehicles on Brenton Avenue and Elm Avenue.
INFORMATIONAL lTEMS
Staff gave the Commission an update on the protected left turn permissive signal
at Long Beach Boulevard and Sanborn Avenue.
COMMISSION ORAL COMMUNICATIONS
Commissioner Anderson: None.
Commissioner White stated that there is still no Sheriff personnel attending these
meetings.

Commissioner Calderon would like to know when and where the traffic trailer will be
placed for speed limit.
ADJOURMENT
Commissioner White made the motion to adjourn. Commissioner Perez seconded
the motion. The meeting was adjoumed at 7:30 PM.

SUBJECT: PETITION FOR SPEED HUMPS INSTALLATION ON ELM AVENUE
FROM IMPERIAL HIGHWAY TO PENDLENTON AVENUE
PURPOSE:
To recommend that the Traffic and Parking Commission review the petition for the
installation of speed humps on Elm Avenue between Imperial Highway and Pendleton
Avenue, and support staff's recommendation on traffic safety improvements.
BACKGROUND:
During the Traffic and Parking Commission on August 25, 2005, staff received a
petition from residents living on Elm Avenue. The petition was for the installation of
speed humps on Elm Avenue, between Imperial Highway and Pendleton Avenue. The
petition cited vehicular speeding on the subject street.
ANALYSIS: '
In response to the petition, staff field checked and reviewed pertinent information about
Elm Avenue:
° Elm Avenue is approximately 540 feet long from Imperial Highway to ,
Pendleton Avenue, with stop signs at Elm Avenue and Pendleton Avenue,
respectively.
° Sixty (60) foot right-of-way, Forty (40) foot wide roadway '
° Good pavement condition
° Visibility at intersection from all legs: good ;

° Accident history: No accident reported from 9/04 - 9/05
° Average Speed: 21.7 MPH, based on spot speed survey on 9/15/05 �

This is a typical request from Lynwood residents as a means to calm traffic on
residential streets, especially on street with wider and good roadway pavement. Based
o� various available reports and news articles, while speed humps tend to slow down
traffic, they do cause other negative side effects. These effects include potential cause.
of accident due to loss of vehicle control, delaying of emergency vehicles response
times, damages to vehicles' suspension, impair street sweepers' operation and
efficiency, diverting traffic onto adjacent streets, etc. Staff is recommending the
following measures to calm the traffic and better alert motorists:
1. Posf speed limit signs on Elm Avenue
2. Request Sheriff's Department to provide selective traffic enforcement
RECOMMENDATION:
To recommend that the Traffic and Parking Commission review the petition for the
installation of speed humps on Eim Avenue, between Imperial Highway and Elm
Avenue, and support staffs recommendation relative to traffic safety improvements.

In response to the petition, staff field checked and reviewed pertinent information about
Brenton Avenue:
° Brenton Avenue is approximately 1,260 feet long with stop signs at both end of
the street at Martin Luther King Jr. Boulevard, respectively.
- ° Sixty (60) foot right-of-way, Forty (40) foot wide roadway.
° Good pavement condition.
° Visibility at intersection from all legs: good
° Accident history: No accident reported from 9/04 - 9/05.
° Average Speed: 20.2 MPH, based on spot speed survey on 9/15/05.
