Mayor Dodson called the meeting to order. The minutes of the
previous meeting were read, approved and adopted. The Financial
Report for October 1961 was read and approved; all payments in
October 1961 were approved.
The second and final reading of Ordinance #127, An ordinance
Amending Section 66, Chapter II, of the Code of ordinances relating
to the Fees for Occupational Licenses, was heard by the Commission.
Motion to adopt said ordinance #127 was made, seconded and passed
unanimously.
The monthly police reports were read to the Commission.
Mr. Koch requested that the Town give notice in writing to Mr. Reed
stating the Town's intentions regarding supplying water to the
"Frelinghuysen Tract ". There was a general discussion of this
subject. Mr. Lilienthal suggested that the Town write to the
Gulf Stream Golf Club outlining Mr. Reed's request for water and
ask the Club to give in writing to the Town, its intentions for
water supply. Also request the Club to give written notice that
they will not hold the Town in violation of the water contract by
not furnishing water to Reed's property. If the Club should refuse
to furnish water to the Town to serve Mr. Reed's property, then
authorize Deputy Town Clerk to give notice to Mr. Reed that the
Town will not furnish water and that he has the Town's permission
to seek water elsewhere. It was so moved, seconded and passed
unanimously.
There was a general discussion of two bids submitted for a new
police car equipped with air conditioning.

A request from Col. C. P. Young, 3311 No. Ocean Blvd., was read
to the Commission. Said request asked for variance to be granted
so that he could construct a carport on the rear of his property,
ne:t to Oleander Way. Said request is included herewith and
becomes a part of these minutes. The Commission indicated they
would loot: favorably upon this request. Dep. Town Clerk was
instructed to notify the adjacent property owners of the request
and ask for their written consent. Alotice to show that a hearing
on this request will be made at the next regular meeting.
Mayor Dodson informed the Commission of Ernest Glass' heart condi-
tion and that he can no longer perform his regular duties. It was
pointed out that should he qualify as disabled under the Social
Security laws, he would draw approximately $92.00 a month, after
a sip: -month waiting period. Mr. Hoyle moved that the Town terminate
his employment as soon as practical and the Town award him severance
pay of $550.00 for the many years of faithful service given to the
Town. Motion was seconded and passed unanimously.
Deputy Town Clerk Gwynn was instructed to hire a man as soon as
possible to take Ernest Glass' job. The Commission authorized
payment of $1.50 per hour for the new man.
There was a discussion of the property on the south side of Pelican
Lane and west of Andrews Avenue. These properties are requesting
to be annexed by the Town. The Commission indicated they would
look favorably upon a new application by these property owners,
subject to survey showing rights of way and easements, and inspec-
tion of existing water pipes and meters. Deputy Town Clerk was
instructed to notify Mr. Paul Knowles of the Commission's attitude
and request that he arrange to submit a new application to the
Town. The Commission also indicated that all expenses involved
should be borne by the property owners involved.
The Commission authorized a pay raise of $1$.00 per month to
officer Melton Partin, which is according to the pay scale plan
adopted in 1960. The Commission instructed the Deputy Town Clerk
to get figures and data on the new pay scale plan being comtem-
plated by the City of Delray Beach and report back at the next
meeting.
There was discussion of the right of way of Sea Road east of A1A.
Mr. Lilienthal stated that this is a county right of way and the
Town had no jurisdiction over it.

Deputy Town Clerk Gwynn stated that several residents in and
around Polo Drive had complained about the unsightliness of the
maintenance garage at the corner of Golfview Road and Polo Drive.
Mr. Hart suggested the Deputy Town Clerk inform these people to
get together as a group, see how much they would be willing to
contribute to the cause, and then contact him.
There being no further business to come before the Commission,
the meeting was adjourned.

An ordinance of the Town of Gulf Stream, Florida, Amending
Section 66, Chapter II, of the Code of Ordinances, relating
to License Fees for professions and occupations within the
Town of Gulf Stream, Florida.
It is hereby ordained by the Town Commission of the Town of
Gulf Stream, Florida, in session assembled the
1961, as follows:
Any general building contractor, including sea wall and
groin contractors, shall pay the annual License of $75.00.
Any other person, firm or corporation engaged in any lawful
business, profession or occupations, wholly or in part, within
the corporate limits of said city shall pay the annual License
of $30.00.
This ordinance shall become effective October 1, 1961, subject
to passage and proper posting according to the charter act of
the Town.
