Home My Public Portal About2019-07 Approving the purchase of police vehicles, accessories and graphicsRESOLUTION NO. 2019.7 A CAPITAL PROJECT AUTHORIZING RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, APPROVING THE PURCHASE OF POLICE VEHICLES, ACCESSORIES, AND GRAPHICS; PROVIDING FOR AUTHORIZATION; DECLARING VARIOUS POLICE VEHICLES AS SURPLUS PROPERTY; AUTHORIZING THE SALE OR DISPOSITION OF SURPLUS PROPERTY; PROVIDING FOR IMPLEMENTATION; AND PROVIDING FOR AN EFF'ECTIVE DATE WHEREAS, the Village of Key Biscayne ("Village") Police Department is in need of eight new police vehicles to expand patrol of the Village for the safety of its residents and visitors and facilitate the provision of day-to-day operations of the Village Police Department; and WHEREAS, the Village Council desires to purchase for the Village Police Department two 2018 Chevy Tahoes and six 2018 Ford Police Interceptor Sport Utility Vehicles (collectively, the "Police Vehicles"), as well as accessories and graphics for the Police Vehicles (respectively, the "Police Vehicle Accessories" and ooPolice Vehicle Graphics"); and WHEREAS, the Village's Police Department solicited three bids and recommends that the Village Council approve the purchase of the Police Vehicles by utilizing a competitively bid cooperative contract entered into by Sourcewell (formerly known as the National Joint Powers Alliance), a purchasing cooperative of which the Village is a member, as Sourcewell's pricing is in the Village's best interest; and \ilHEREAS, Sourcewell's competitive procurement process resulted in Sourcewell Contract Number 2018-120716-NAF with72 Hour, LLC (doing business as National Auto Fleet Group), which allows Sourcewell members, like the Village, to utilize the contract for their own benefit ("Cooperative Contract") ; and Page I of4 WHEREAS, the Village Council seeks to authorize the Village Manager to purchase the Police Vehicles from Alan Jay Ford Lincoln Mercury, Inc. dlbla Alan Jay Ford Lincoln, as an approved associate dealer of National Auto Fleet Group, by using the Cooperative Contract ("Police Vehicle Purchase"); and \ryHEREAS, the Village's Police Department also solicited three bids for the purchase of the Police Vehicle Accessories and recommends that the Village Council further authorize the Village Manager to purchase the Police Vehicle Accessories from Rainbow Window Tinting, Inc. as their pricing is in the Village's best interest ("Police Vehicle Accessories Purchase"); and WHEREAS, the Village Council wishes to authorize the Village Manager to make the Police Vehicle Accessories Purchase; and \ilHEREAS, the Village Council seeks to authorize the Village Manager to purchase the Police Vehicle Graphics from Graphic Designs International, Inc. by utilizing City of Miami Contract Number 752383(24) ("Miami Contract") pursuant to Section 2-86 of the Village Code ("Police Vehicle Graphics Purchase"); and WHEREAS' the Village Council declares the vehicles listed on Exhibit "D" attached hereto (the "Surplus Vehicles") as surplus property as the Surplus Vehicles have become obsolete, have outlived their usefulness, have become inadequate for the public purposes for which they were intended, or are no longer needed for public purposes in light of the purchases authorized by this Resolution, and authorizes the Village Manager to sell or otherwise dispose of the Surplus Vehicles; and \ilHEREAS, the Village Council finds that this Resolution is in the best interest and welfare of the citizens of the Village. Page2 of 4 NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA AS FOLLOWS: Section 1. Recitals. That each of the above-stated recitals are hereby adopted, confirmed, and incorporated herein. Section 2.Approval of Purchases. The V illage Council hereby approves the Police Vehicle Purchase, the Police Vehicle Accessories Purchase, and the Police Vehicle Graphics Purchase. Section 3. Authorization for Purchase of Police Vehicles. The Village Council hereby authorizes the Village Manager to make the Police Vehicle Purchase consistent with the terms and conditions of the Cooperative Contract as set forth in the quotes attached hereto as Exhibit "4" in an amount not to exceed $244,000.00. Section 4. Authorization for Purchase of Police Vehicle Accessories. The Village Council hereby authorizes the Village Manager to make the Police Vehicle Accessories Purchase as set forth in the quote attached hereto as Exhibit "B" in an amount not to exceed $40,000.00. Section 5. Authorization for Purchase of Police Vehicle Graphics. The Village Council hereby authorizes the Village Manager to make the Police Vehicle Graphics Purchase consistent with the terms and conditions of the Miami Contract as set forth in the quote attached hereto as Exhibit "C" in an amount not to exceed $3,000.00. Section 6. Declaration of Surplus Property. That the Surplus Vehicles have become obsolete, have outlived their usefulness, have become inadequate for the public purposes for which they were intended, or are no longer needed for public purposes. Accordingly, the Village Council declares the Surplus Vehicles listed on Exhibit "D" afrached hereto to be surplus personal property of the Village. Page 3 of4 Section 7. Authorizins Sale or Disposition of Surplus Property. That the Village Manager is hereby authorized to sell or dispose of the Surplus Vehicles by public auction or other procedure determined by the Village Manager to be in the best interests of the Village. Any surplus property items acquired by the Village pursuant to govemmental grant programs shall only be disposed of in accordance with procedures and criteria applicable to such grant programs. Section 8. Implementation. The Village Council hereby authorizes the Village Manager to execute any purchase order or required documentation for the purchases described in this Resolution, subject to approval by the Village Attorney as to form and legality, and to take any action which is reasonably necessary to implement the purpose of this Resolution.
