HomeMy Public PortalAbout1997-09-08 Budget Hearing139 COUNCIL MINUTES BUDGET HEARING - SEPTEMBER 8, 1997 The Budget Hearing meeting of the Bal Harbour Village Council was held on Monday, September 8, 1997, in the Council Chamber at Bal Harbour Village Hall. The meeting was called to order by Mayor Spiegel at 5:17 p.m. The roll was called and those present were: Mayor Estelle Spiegel Assistant Mayor Andrew R. Hirschl Councilman James E. Boggess Councilman Peg E. GOrson Councilman Daniel S. Tantleff Also present: Alfred J. Treppeda, Village Manager Jeanette Horton, Village Clerk David Wolpin, Village Attorney. As a quorum was determined to be present, ,the meeting commenced. 2. Pledge of Allegiance: The Pledge of Allegiance was led by Assistant Mayor Hirschl. 3. Announcement: Mayor Spiegel announced that Bal Harbour Village's Rolled -Back Millage Rate is 3.33 Mills. The proposed ;Village Rate is 3.33 Mills, which is 0% greater than, the Rolled - Back Rate. 4. Discussion of Proposed Tax Rate Millage Rate and Discussion of Tentative Budgets: Mr. Treppeda explained the proposed millage rate for the upcoming year. which provides for no increase in taxes. He then proceeded to review the tentative budgets. 5. Resolution- Adpption of Tentative Millage Rate: A resolution adopting the tentative millage rate was read, by title, by the Village Clerk. Mayor Spiegel then proceeded to open the public hearing for comments. There being none, Mayor Spiegel closed the public hearing. A motion was offered by Assistant Mayor Hirschl and seconded by councilman Boggess to adopt this resolution. The motion carried with the vote as follows: Mayor Spiegel aye; Assistant Mayor Hirschl aye; Councilman Boggess aye; Councilman Gorson aye; Councilman Tantleff aye, thus becoming RESOLUTION NO. 553 RESOLUTION OF BAL HARBOUR VILLAGE, FLORIDA. ADOPTING A 'TENTATIVE MILLAGE RATE FOR FISCAL YEAR 1997/93; PROVIDING FOR AN EFFECTIVE DATE. 14© 6. First Reading Ordinances/Public Hearing: Tentative Budgets: At this time, Mayor Spiegel opened the public hearing on the proposed budgets. General Fund An ordinance adopting the General Fund Budget for Fiscal Year 1997/98 was read, by title, by the Village Clerk. Councilman Boggess asked the percentage of increase for salaries. Mr. Treppeda replied 3%. There being no further comments, a motion was offered by Councilman Boggess and seconded by Councilman Tantleff to enact this ordinance. The motion carried with the vote as follows: Mayor Spiegel aye; Assistant Mayor Hirschl aye; Councilman Boggess aye; Councilman Gorson aye; Councilman Tantleff aye, thus becoming ORDINANCE NO. 423 ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE PERIOD OF OCTOBER 1, 1997 TO. SEPTEMBER 30, 1998 IN THE AMOUNT OF'° $4,706,412; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. Water Department An ordinance adopting the Water Fund Budget for the Fiscal Year 1997/98 was read, by title, by the Village Clerk. Councilman Boggess asked about the increase in the rate and the 7.5% tax. Mr. Treppeda explained the 7.5% is a Dade County Tax charged on consumption. The rates have not been increased in several years, and with this increase no funds are necessary from fund balance. There being no further comments, a motion was offered by Assistant Mayor Hirschl and seconded by Councilman Gorson to enact this ordinance. The motion carried with the vote as follows: Mayor Spiegel aye; Assistant Mayor Hirschl aye; Councilman Boggess aye. Councilman Gorson aye; Councilman Tantleff aye, thus becoming ORDINANCE NO. 424 ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE WATER DEPARTMENT FOR THE PERIOD OF OCTOBER 1, 1997 TO SEPTEMBER 30, 199E IN THE AMOUNT OF $1,073,545; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. Sanitary Sewer Department An ordinance adopting the Sanitary Sewer Department Budget for the Fiscal Year 1997/98 was read, by title, by the Village Clerk. There being no comments, a motion was offered by Assistant Mayor Budget Hearing 09/08/97 141 Hirschl and seconded by Councilman Tantieff to enact this ordinance. The motion carried with the vote as. follows: Mayor Spiegel aye: Assistant Mayor Hirschl aye; Councilman Boggess aye; Councilman Gorson aye; Councilman Tantleff aye, thus becoming ORDINANCE NO. 425 ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE SANITARY SEWER DEPARTMENT FOR THE PERIOD OF OCTOBER 1, 1997 TO SEPTEMBER 30. 1998 IN THE AMOUNT OF $1,246,429; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. Department of Tourism An ordinance adopting the Department of Tourism Budget for the Fiscal Year 1997/98 was read, by title, by the Village Clerk. There being no comments, a motion was offered by Councilman Tantleff and seconded by Assistant Mayor Hirschl 'xo enact this ordinance. The motion carried with the vote as follows: Mayor Spiegel aye; Assistant Mayor Hirschl aye; Councilman Boggess aye; Councilman Gorson aye; Councilman Tantleff aye, thus becoming ORDINANCE NO. 426 ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE DEPARTMENT OF TOURISM FOR THE PERIOD OF OCTOBER 1, 1997 TO SEPTEMBER 30, 1998 IN THE AMOUNT OF $2,417,753; AUTHORIZING EXPENDITURES: ESTABLISHING AN EFFECTIVE DATE. 7. Announcement: Mayor Spiegel announced the next budget hearing date. is September 17, 1997, at 5:15 p.m. Councilman Boggess commended the Village Manager and Village Clerk for their work on the proposed budgets. 8. Adjourn: There being no further business to come before the Council, a motion was offered by Assistant Mayor Hirsch' and seconded by Councilman Boggess to adjourn.
