April 28, 2005
CALL TO ORDER
Chairperson Beimer called the meeting to order at 6:15 P.M.
INVOCATION
Commissioner Anderson delivered the invocation.
PLEDGE OF ALLEGIANCE
Commissioner Beimer lead the Commission in the Pledge of Allegiance.
ACKNOWLEDGMENT OF POSTING
Miguel Alvarez acknowledged the posting of the Traffic, Parking and Public Safety
Commission Agenda on April 25, 2005. .
ROLL CALL
Commissioners Aguilar, Andersen, Calderon, Perez, White, and Chairperson John
Beimer answered roll call. Traffic Investigator Michael Metcalf from Century Station
attended the meeting., Miguel Alvarez and Helen Sanchez of the Environmental
Services Department were also present. •
APPROVAL OF MINUTES FOR MARCH 24, 2005 MEETING
Commissioner White stated that on page 2, under Scheduled Matters Item #8, the
minutes stated that Mr. White visited the location. However, Mr.White did not visit the
location. Also Chairperson Beimer noted that on page 2, second paragraph of the
Informational Items, the DUI in question was held on April 22, not April 25. With these
errors noted, Chairperson White made the motion to accept the meeting minutes with
noted changes. Commissioner Anderson seconded the motion; a vote was taken and
all voted in favor of accepting the minutes with noted changes.

PUBLIC ORAL COMMUNICATION
Mr. Grant Taylor, Director of Development Services addressed the Commission
regarding several issues. He gave a very detailed presentation on the current
development through out the city. Mr. Grant also answered questions regarding
parking permit program.
Traffic Investigator Michael Metcalf from Century Station, addressed the Commission,
he explained an event that will be held at the High School on Imperial Highway
Wednesday, May 18, 2005; about a dramatization of a DUI accident with a fatality and
the events that followed. He also stated that there would be a DUI Checkpoint on
Friday, May 27, 2005 at Long Beach Blvd. and the I-105 Freeway. Commissioner
White asked Officer Metcalf if he could have an officer monitor the stop sign at Carlin
Avenue. He also stated that the Sheriff's Department has now taken possession of
the radar trailer, he asked for any locations that the commission would like to park the
trailer.
SCHEDULED MATTERS
Item #7 - On Street Handicap Parkinq Repuest for 11482 Copeland Street.
Chairperson Beimer opened discussion on this item. There was no one present to
speak on behalf of the applicant. Commissioner Anderson visited the location, and
found that the alley had a lot of potholes and was very dirty. After a brief discussion
Commissioner Anderson made the motion to deny request per staff's
recommendation. Commissioner Aguilar seconded the motion. A vote was taken and
Commissioners Anderson, Aguilar, Beimer, Perez, and White voted in favor to deny
request, while Commissioner Calderon abstained.
REVIEW OF UPCOMING ITEMS
There will be two handicap parking requests at the May meeting.
INFORMATIONAL ITEMS
Staff informed the Commission that the synchronization project on Long Beach
Boulevard is still in progress Staff also advised the Commission of a new development
on Long Beach Boulevard and Norton Avenue, and that part of the conditions are to
upgrade the traffic signal. The reconstruction of Abbott Road was brought up, and
staff explained that at present time there would not be a median island constructed on
that street.

COMMISSIONER ORALS
Commissioner Calderon stated that residents have approached her regarding the
photo camera located on Imperial Highway at Atlantic Avenue; they claim that the light
is set to short. Traffic Investigator Metcalf explained that he is personally responsible
for the timing of that signal; and it is checked regularly and is synchronized correctly.
Her second subject is the flashers that are being used on Josephine Street where the
construction is going on are not working.
Commissioner White asked Officer Metcalf why only west bound traffic is being
monitored. Officer Metcalf stated that the cameras are only set up for west bound
traffic at the present time; in the future, it should be set up for east and west and other
intersections in the city.
Commissioner Andersen: none.
Commissioner Beimer inquired about the city parking lot on Birch Avenue, he stated
that residents use this parking lot to get to the private driveways. Staff responded that
it would check into it.
Commissioner Perez: none.
Commissioner Aguilar: none.
ADJOURNMENT
Commissioner White made the motion to adjourn, and Mr. Calderon Seconded
the motion. The meeting was adjourned at 7:48 P.M.

SUBJECT: ON STREET HANDICAP PARKING REQUEST
11482 Copeland Street
APPLICANT: Delores Brooks
PURPOSE:
To recommend that the Traffic, Parking and Safety Commission review the appiication
for an on-street handicap parking space in front of 11482 Copeland Street.
BACKGROUND:
A request for an on-street handicap parking space was received from Delores Brooks,
resident of 11482 Copeland Street.
ANALYSIS:
City Council Resolution 79-89 outiines warrants for assigning on-street handicap
parking. In order to assign an on-street handicap parking space ail of the following
warrants must be met:
1. Applicant (or guardian) must be in possession of a valid license plate for "Disabled
Persons" or "Disabled Veterans" issued by the California Department of Motor
Vehicles on the vehicle.
2. The proposed disabled parking space must be in front of the disabled persons' place
of residence.
3. Subject residence must not have off-street parking available or off-street space that
may be converted into disabled parking.
4. Applicant must provide a signed statement from a medical doctor that the disabled
person is unable (even with the aid of crutches, braces, walker, wheelchair or similar
support) to travel more than 50 feet between his or her home and automobile without
the assistance of a second person.
5. Applicant must pay an initial fee of $ 50.00 to cover the cost of field investigation,
installation, maintenance and future removal.

6. Applicant must pay an annual fee of $25.00, after the first year, to cover the cost of
the yearly investigation to confirm the present need for the handicapped parking
zones.
Staff was unable to meet with Mrs. Brooks to review her application for the Disabled
Person On-Street Parking In Residential Areas. A visit to the site took place on April 20,
2005. Mrs: Brooks was not home at-time of visit. A phone message was left on her
answer machine on April 21, 2005, no response. However, a member of staff met with
Mrs. Brooks at the site several weeks ago and prior to this application submitted to
discuss her interest regarding on-street parking request. At the time, Mrs. Brooks stated
that due to the apartmenYs walkway leading to her garage being blocked by children
playing when she attempts to go to her garage, the garage is not readily accessible. Her
garage is about 120' from her apartment and accessible from the alley (see attached
sketch). Her apartment is located facing Copeland Street. Mrs. Brooks appears to be in
her mid-forties and able to walk without the use of any canes or walkers.
Staff's opinion is that Mrs. Brooks does have on-site parking facility. Based on this
reasoning, her request for the on-street handicap parking is not justified. Staff is
recommending denial of this request. �
RECOMMENDATION:
Staff recommends that the Traffic, Parking and Safety Commission review this
application and concur with staff's denial of the on-street handicap-parking request in
front of 11482 Copeland Street.

APPLICANT: Francisco Bautista
PURPOSE:
To recommend that the Traffic and Parking Commission review the application for an
on-street handicap parking space in front of 12254 Peach Street.
BACKGROUND:
A request for an on-street handicap parking space was received from Francisco
Bautista, resident of 12254 Peach Street, Unit B.
ANALYSIS:
City Council Resolution 79-89 outlines warrants for assigning on-street handicap
parking. In order to assign an on-street handicap parking space all of the following
warrants must be met:
1. Applicant (or guardian) must be in possession of a valid license plate or a lacard
for "Disabled Persons" or "Disabled Veterans" issued by the California Department of
Motor Vehicles on the vehicle.
2. The proposed disabled parking space must be in front of the disabled persons' place
of residence.
3. Subject residence must not have off-street parking available or off-street space that
may be converted into disabled parking.
4. Applicant must provide a signed statement from a medical doctor that the disabled
person is unable (even with the aid of crutches, braces, walker, wheelchair or similar
support) to travel more than 50 feet between his or her home and automobile without
the assistance of a second person.
5. Applicant must pay an initiai fee of $ 50.00 to cover the cost of field investigation,
instailation, maintenance and future removal.

Staff met with Ms. Edith Bautista, daughter of Mr. Bautista, at the site to review Mr.
Bautista's application. Ms. Bautista stated her father underwent a knee surgery about
" two years ago, and that her father is now permanently disabled: Ms. Bautista stated that
• her 53-years old father uses a cane to aid his walking. '
At the present time, there is a detached 6-car garage located adjacent to the property,
which can be readily accessed. The detached garage is approximately 25 feet from the
applicanYs apartment front door. A very spacious concrete driveway leads to the garage
(see attached map)
Staff's opinion is that Mr. Bautista does have on-site parking facility. Based on this
reasoning, their request for the on-street handicap parking is not justified. Staff is
- recommending denial of this request.
RECOMMENDATION:
, Staff recommends that the Traffic and Parking Commission review this application and
concur with staff's denial of the on-street handicap-parking request in front of 12254
Peach Street, Unit B.

APPLICANT: Milagro Romero
PURPOSE:
To recommend that the Traffic and Parking Commission review the application for an
on-street handicap parking space in front of 10721 Capistrano Avenue.
BACKGROUND:
A request for an on-street handicap parking space was received from Milagro Romero
resident of 10721 Capistrano Avenue. �
ANALYSIS:
City Councit Resolution 79-89 outlines warrants for assigning on-street handicap
, parking. In order to assign an on-street handicap parking space all of the following
warrants must be met:
1. Applicant (or guardian) must be in possession of a valid license plate or a lap card
for "Disabled Persons" or "Disabled Veterans" issued by the California Department of
Motor Vehicles on the vehicle.
2. The proposed disabled parking space must be in front of the disabled persons' place
of residence.
3. Subject residence must not have off-street parking available or off-street space that
may be converted into disabled parking.

Staff met with Mrs. Romero at the site to review the application. Mrs. Romero stated
that due to a recent knee surgery, it is too difficult for her to get on and off her car to
close the garage door and the two gates whenever she needs to go out to run errands.
She stated that whenever she goes out there is seldom an on-street parking space in
front of her home. She stated that she just had a knee surgery last month due to major
arthritis. She also stated that she believes that her request for the disabled person on-
street parking space in front of her place would be temporary for six to twelve months
until she recovers. Mrs. Romero uses a cane to aid her walking.
At the present time, there is a detached 2-car garage located in the back of the
property, which can be readily accessed. The detached garage is approximately 20
feet from the homes' rear door. A concrete driveway leads to the garage (see attached'
map)
Staff's opinion is that Mrs. Romero does have on-site parking facility. Based on this
reasoning, their request for the on-street handicap parking is not justified. Staff is
recommending denial of this request.
RECOMMENDATION:
Staff recommends that the Traffic and Parking Commission review this application and
concur with staff's denial of the on-street handicap-parking request in front of 10721
Capistrano Avenue.
