INVOCATION Commissioner White delivered the invocation. PLEDGE OF ALLEGIANCE Commissioner Beimer lead the Commission in the Pledge of Allegiance. ACKNOWLEDGMENT OF POSTING Miguel Alvarez acknowledged the posting of the Traffic, Parking and Public Safety Commission Agenda on May 23, 2005. i � ROLL CALL � I Commissioners Aguilar, Andersen, Perez, White, and Chairperson John Beimer i answered roll call. Miguel Alvarez and Emmanuel Ngru of the Environmental Services Department were also present. i APPROVAL OF MINUTES FOR FEBRUARY 21. 2005 MEETING � i Commissioner Perez stated that on page 1, underApproval of Minutes line 5, the i minutes states that Chairperson White, the minutes should have read Commissioner , White. Commissioner Anderson also commented that on the third page, under � adjournment minutes, read Mr. Calderon, should be Mrs. Calderon. I With these errors noted, Commissioner White made the motion to accept minutes, i Commissioner Perez seconded the motion. A vote was taken all voted to accept minutes with noted changes. , I I I � [pcOSmaym � � I I � PUBLIC ORAL COMMUNICATION Mrs. Brooks, under item #7, scheduled matters, went before public orals. Mrs. Bueno of 3566 Brenton Avenue complained about the parking problem on her street. She claims that households on her street have up to six cars per household, which makes finding a parking space difficult. Commissioner Perez asked her to present a petition signed by her neighbors regarding parking permits. Her response was no. She stated that there was a towing company from South Gate that was towing cars from Brenton Avenue alley, there were questions regarding this towing company. Parking cars in the alleys is a violation and they are not supposed to park in alleys. She also stated that cars on Brenton Avenue are parking in a private parking lot and being towed from there, which is also a vio�ation. SCHEDULED MATTERS Item #7 - On Street Handicap Parkinq Request for11482 Copeland Street. Chairperson Beimer opened discussion on this item. This item was brought back from last month, giving the applicant time to address the commission. Mrs. Brooks explained to the Commission her reasons for needing the space. After a through discussion between the applicant and the commission. Commissioner Anderson made the motion to award the space to Mrs. Brooks. Commissioner Perez seconded the motion, all voted in favor of awarding the space to the applicant. Item #8 - On Street Handicap Parkinq Request for 12254 Peach Street. Chairperson Beimer opened discussion on this item. After a discussion among the Commissioners Chairperson asked for a vote to deny the request. A vote was taken, � all voted in favor to deny request. i Item #9 - On Street Handicap Parkinq Request for 10721 Capistrano Avenue. I I Chairperson Beimer opened discussion on this item. Chairperson Beimer asked for � any comments from the commissioners. There being none, he asked for a roll call � from the commission, all voted in favor to deny the request. i I REVIEW OF UPCOMING ITEMS ' � Staff informed the Commission of three new handicap requests. I INFORMATIONAL ITEMS I Staff informed the Commission that the synchronization project on Long Beach ' Boulevard is still in progress. � I tpcOSmaym Z � I I COMMISSIONER ORALS Commissioner Beimer inquired on the status of private vehicles using city park to reach their private driveways. Mr. Beimer suggested the installation of extra high curbs on Birch to Spruce crossing city property to private property. Asked staff to check into the stop sign at Birch, if it could be moved to Mulford, staff replied that this street is being re-designed and that problem should be corrected. Commissioner White inquired about the painting of curb on Halo and Carlin fo� the wliite curb that was granted last month. Staff responded that the work order would be written first thing following the meeting. Vice-Chairperson Aguilar informed the Commission about a safety meeting, which will take place at Bateman Hall. Commissioner Anderson asked about the raised buttons on Imperial Highway and - MLK Jr. Bivd. Staff responded that street department is currently working on major arterials in the city. Commissioner Perez stated that the traffic signals on Long Beach Boulevard is well synchronized. ADJOURNMENT Commissioner Perez made the motion to adjourn and Mr. White seconded the motion. I I � � � I I f � � , tpcOSmaym 3 i DATE: JUNE 23, 2005 TO: THE HONORABLE CHAIRMAN AND MEMBERS OF THE TRAFFIC AND PARKING COMMISSION FROM: Paul Nguyen, Interim Director of Environmental Services Miguel Alvarez, Civil Engineering Associate SUBJECT: ON STREET HANDICAP PARKING REQUEST 12221 Waldorf Drive APPLICANT: Erika Ibarra PURPOSE: To recommend that the Traffic and Parking Commission review the application for an on-street handicap parking space in front of 12221 Waldorf Drive. BACKGROUND: A request for an on-street handicap parking space was received from Erika Ibarra of 12221 Waldorf Drive. ANALYSIS: City Council Resolution 79-89 outlines warrants for assigning on-street handicap parking. In order to assign an on-street handicap parking space all of the following warrants must be met: i 1. Applicant (or guardian) must be in possession of a valid license plate or a lap card I� for "Disabled Persons" or "Disabled Veterans" issued by the California Department of I Motor Vehicles on the vehicle. I � I 2. The proposed disabled parking space must be in front of the disabied persons' place of residence. 3. Subject residence must not have off-street parking available or off-street space that may be converted into disabled parking. � 4. Applicant must provide a signed statement from a medical doctor that the disabled � person is unable (even with the aid of crutches, braces, walker, wheelchair or similar ! support) to travel more than 50 feet between his or her home and automobile without � the assistance of a second person. � 5. Applicant must pay an initial fee of $ 50.00 to cover the cost of field investigation, � installation, maintenance and future removal. � i i I � I JtJNE 2005-1 ( I I 6. Applicant must pay an annual fee of $25.00, after the first year, to cover the cost of the yearly investigation to confirm the present need for the handicapped parking zones. Staff met with Ms. Erika Ibarra, applicant, at the site to review her application. Ms. Ibarra stated that she suffers from arthogriposis (weak bones) and is permanently disabled; she cannot stand up or walk, and she can only move around by means of a wheelchair. . At the present time, there is an attached 2-car garage with a 34-foot wide driveway, which can be readily accessed. The driveway is approximately 40 feet from the applicanYs front door walkway (see attached sketch). At the present time there is no concrete sidewalk in the area. The City does not have any plans on constructing new concrete sidewalks in the area. Staff's opinion is that Ms. Ibarra does have on-site parking facility. Based on this reasoning, their request for the on-street handicap parking is not justified. Staff is recommending denial of this request. RECOMMENDATION: � Staff recommends that the Traffic and Parking Commission review this application and I concur with staff's denial of the on-street handicap-parking request in front of 12221 � Waldorf Drive. BACKGROUND: A request for an on-street handicap parking space was received from Janet Richard of 4353 Shirley Avenue. ANALYSIS: City Council Resolution 79-89 outlines warrants for assigning on-street handicap parking. In order to assign an on-street handicap parking space all of the foliowing � warrants must be met: I i � 1. Applicant (or guardian) must be in possession of a valid license plate or a lap card I for "Disabled Persons" or "Disabled Veterans" issued by the California Department of i Motor Vehicles on the vehicle. I 2. The proposed disabled parking space must be in front of the disabled persons' place I of residence. I ( 3. Subject residence must not have off-street parking available or off-street space that � may be converted into disabled parking. � i 4. Staff was not able to communicate with Mrs. Richard after several attempts, to go over her application as standard procedure. Based on our findings, Mrs. Richard should be able to use the nearest driveway located just 58 feet from her front door walkway (see attached sketch). Staffs opinion is that Mrs. Richard does have on-site parking facility. Based on this reasoning, their request for the on-street handicap parking is not justified. Staff is recommending denial of this request. RECOMMENDATION: Staff recommends that the Tra�c and Parking Commission review this application and concur with staff's denial of the on-street handicap-parking request in front of 4335 Shirley Avenue. Staff met with Mr. Mario Peralta, applicant, at the site to review his appiication. Mr. Peralta stated that he had an accident at work and he is under medical treatment and is temporarily disabled. He stated that he cannot be standing up for long periods of time and that is hard for him to walk past forty to fifty feet. Mr. Peralta stated that he uses a cane and sometimes a wheelchar to aid his walking. • At the present time, there is an attached 3-car garage located in the back of the property, which can be accessed from the alley (see attached map). The attached garage is 110 feet from the homes' rear door. Mr. Peralta stated that parking space in front of his house is not always available for him to park. Staff's opinion is that Mr. Peralta does have on-site parking facility. Based on this reasoning, their request for the on-street handicap parking is not justified. Staff is recommending denial of this request.
