ADJOURNMENT � � � MINUTES OF A REGULAR MEETING OF THE COMMUNITY DEVELOPMENT BLOCK GRANT ADVISORY BOARD COMMISSION WEDNESDAY OCTOBER 5, 2005 CALL TO ORDER: Vice Chairperson Gutierrez called the meeting to order on the above captioned date. APPROVAL OF MINUTES: � � Motion to approve the Minutes of August 3, 2005 was made by Commissioner Battle, seconded by Commissioner Ortiz. ��, �'� ` �` � PUBLIC ORALS: (ITEMS ON AGENDA ONLY) None NEW BUSINESS: 1. Swearing-in CDBG Commissioner, William Araujo Lynwood City Clerk, Andrea Hooper attended the meeting to administer the Commissioners oath to new Commissioner William Araujo. Ms. Hooper gave a brief overview of the Commission/Board rules and regulations and what Mr. Araujo responsibilities were. Upon completion of ceremony, Ms. Hooper excused herself. 2. Presentation by Fair Housing Representative, Barbara Shull Barbara Shull, Director of the Fair Housing Foundation (FHF) discussed the role of the Fair Housing Foundation in our community. Ms. Shull informed the Commission that the Fair Housing Foundation has contracted with the City of Lynwood for over twenty- three years to afFirmatively further Fair Housing in the City. Ms. Shull stated that the main objective is to intake, investigate and litigate allegations in housing discrimination. Housing discrimination is governed by both Federal and State Fair Housing Laws, which basically state that it is illegal to discriminate based on a persons race, color, ancestry, religion, martial status, national origin, gender, age, sexual orientation, source of income, disability both physical and mental. Ms. Shull stated also informed the Commission that FHF assists both Landlord and Tenants and that FHF is not pro Landlord or pro Tenants, they are pro Fair Housing. Ms. Shull stated that the Fair Housing Foundation provided services to 235 residents living in the City of Lynwood last fiscal year. 63% of those who received service were Latino and 20% were African American. Commissioner Ortiz asked, how Fair Housing Foundation received there clients. Ms. $hull stated that they receive calls for service and/or are referred by community based organizations. Commissioner Ortiz asked if a listing of the Landlords who are not complying to the Fair Housing Laws was considered confidential, to. Ms. Shull responded, yes, everything is confidential, unless a lawsuit has been filed then it becomes public information. , Commissioner Carr asked, if the Fair Housing Foundation assisted Landlords with evictions. Ms. Shull stated yes, and that Lynwood has no rent control. It is legal to evict anyone for any reason as long as iYs not a discriminatory reason, if ' the tenant does not have a lease, (90°/a of Lynwood tenants are on a month to month basis), FHF would instruct a manager on eviction procedures the most timely and less costly way. • Commissioner Araujo asked what type of assistance the Fair Housing Foundation provided to the 235 residents. Ms. Shull stated that 4 cases were . regarding housing discrimination and 231 were general housing, landlord tenant problems. There being no further questions, the Commission thanked Ms. Barbara Shull for her presentation on Fair Housing Foundation ..IJBLI_C NOTi1.CE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM SUBSTANTIAL CHANGE TO FISCAL YEAR 20042005 CDBG FUNDS AND ACTIVITIES To all Interested Citizens, Agencies, Groups and Persons: The City of Lynwood is proposing an amendment to the fiscal year 2004-2005 Consolidated Plan. The proposed amendments is for the following activities: 1 Delete Activitv Oriqinal Allocation Senior Center project $1,000,000 COMMENTS: The Senior Center wiil be funded through another funding source. The Senior Center project will not be affected. 2. New ActiviN - Proposed Allocation Civic CenterADA Improvements $1,000,000 ACTNITY DESCRIPTION: City Hail and Civic Center Annex ADA Improvements — Construction/instaliation of various improvements (entry access ramps, automatic entry doors, < increased doorway widths, lowered public counters, handicapped accessible restrooms) at Lynwood City Hali and Civic Center Annex directed towards the removal of material and architectural baRiers that restrict the mobility of and accessibility Yo elderly and disabied persons. Improvements will be constructed in the lobby and pubiic counter areas of City Hall and the Civic Center Annex, which houses the Environmental Services and Development Services departments, as well as in the public areas adjoining the Council Chambers in City Hall. The proposed improvements are essential to making the pubiic spaces in City Hall and the Civic Center Annex ADA compliant. NOTICE OF AVAILABILITY: The proposed amendment to the FY2004-2005 Consolidated Plan wiii be available for review from October 6, 2005 through November 7, 2005. Copies of the amendment wili be available in the Public Library, Lynwood City Clerk's O�ce, City Hall Annex and �ynwood Finance Department. If you wish to comment or provide input on the proposed amendments, or if you should have any questions, regarding this information, please call the CDBG Division at (310) 603-0220, e�ension 266 and 269.
