CALL TO ORDER - The meeting was called to order at 5:07 p.m. b. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance was led by Vice Chairperson Gloria Garcia. c. ROLL CALL Chairperson Adolph Lopez - Present Vice Chairperson Gloria Garcia - Present Commissioner Katherine Amey - Absent Commissioner Joyce Edner - Present Commissioner Georgette McKinney - Present d. CERTIFICATION OF AGENDA POSTING - The agenda was duly posted for the October 18, 2006 meeting as prescribed by the Brown Act. e. APPROVAL OF PAST MINUTES - Chairperson Lopez called for a motion to approve the minutes for September 2006. Vice Chairperson Garcia motioned that the minutes be approved. Commissioner Edner seconded the motion; the minutes were unanimously approved and the motion was carried. , II. INFORMATION ITEMS ; a. City Council Items - The Lynwood City Council approved a special permit for St. Philip Neri to host a carnival on 10/20, 10/21, and 10/22. Revenue will be used to fund their school scholarship program. � b. General City Program Report: • The Commission is being invited to attend the So Cal Sister Cities Conference in Los Angeles on 10/28. Mr. Bill Gavitt is the Volunteer State Coordinator for Sister Cities in Southern California. Please contact him at 951-7803978 for more information on the conference. You may also email him: SisterCitiesMan@aol.com or go to the sister cities website: www.sister-cities.org • The City's annual Halloween Carnival will take place on 10/31 from 5:30 p.m. to 8:30 p.m. in Lynwood City Park. The event will feature a costume contest, pumpkin carving contest, game booths, a haunted maze and free Halloween candy bags for kids. Other Halloween activities taking place at the Youth Center include horror movies on 10/24 and 10/26 from 5 p.m. to 7 p.m.; the � $1.00 fee includes popcorn. A teen dance will be held on 10/27 from 6 p.m. to 9:30 p.m. for youth , in grades 6t^ through 9L^; the fee is $5.00. A prize will be awarded for the best costume. Enjoy a trip � ' to Fright Fest at Magic Mountain on 10/28 from 9 a.m. to 11 p.m.; the fee is $30 including transportation. • The Lynwood Women's Commission is hosting their annual Women's Health Fair on 11/8/06 from 10 a.m. to 2 p.m. at Bateman Hall. A continental breakfast and lunch will be served. • Ms. Susanna Lam, a health educator from the L.A. County Department of Public Health is recruiting English speaking volunteers for a project entitled "Stepping Stones for a Healthy Home". $20.00 Ralph's gift cards will be awarded to volunteers attending 2-hour long meetings. This project is ! geared at identifying and correcting health hazards in the home. If you wish to volunteer please call Ms. Lam at 323-869-7025 or email her: slam@ph.lacounty.gov a Senior Citizens Program Report: • The Senior's recently traveled to Hawaii on a 10-day cruise. They departed on 10/15 and are scheduled to return on 10/22. The power was out at the airport due to the recent earthquake. � • The 2^d Annual Great Gatsby Ball is scheduled to take place on 10/26 beginning at 6:00 p.m. in the ' Bateman Hall Auditorium. The cost for dinner and dancing is $10 per person. • Flu Shots are being administered free of charge for seniors 65 years and older at the Dollarhide � Senior Center in Compton on 10/26 from 9 a.m. to 3 p.m. The Center is located at 1108 N. � Oleander. � 2 • The Seniors' annual Halloween Costume Party will take place on 10/31 from 1:30 p.m. to 3 p.m. in the Community Center Senior Lounge. d. Library Report - None e. Human Relations Mutual Assistance Consortium (H.R.M.A.C.) Report: • The Los Angeles County Commission on Human Relations Network Against Hate Crime will present its quarterly meeting on 10/19/06 from 8:45 a.m. to 11:00 a.m. The topic is "Strategies for Preventing Racial Violence in the County Jails". The meeting will be held at Veterans Hall, 4117 Overland Avenue in Culver City. III. SCHEDULED MATTERS - a. International Day of the Child - Chairperson Lopez talked about International Day of the Child. He � needs a date in order to advertise. April 28 2007 is a tentative date. He can get a psychic magician � to perform for a low rate. He hasn't been able to get any clowns. Trophies are needed for a bike i race and jump rope competition. It would be good to have a t-shirt with a logo for this event. He also ; needs sodas/drinks and give-away promotional items. Donations should be sought for ice cream for the children. Chairperson Lopez suggests that a letter be sent to L.A. County Supervisor Yvonne � Braithwaite Burke and State Senator Alan Lowenthal requesting donations in order to fund this � event. b. Good Neighbor Day - This would be a good event to have in conjunction with the Block Watch organization. Commissioner McKinney stated that she takes children Christmas caroling in her neighborhood and takes out trash for the elderly in the neighborhood. Chairperson Lopez commented that participating in these activities would qualify the City for an All America City award in March. � c. Immigrant Day - Chairperson Lopez stated that he would like to nail down a date for an event to commemorate Immigrant Day. October 27, 2007 is a tentative date. This event would be free to j attend. Attendees to bring food typical for their culture, i.e. Salvadorian, Nicaraguan, Fiji Islander. � He has three adult-orientated entertainers lined up to perform at the event, but more entertainment is needed. Commissioner McKinney stated that this would bring out the diversiry in the City. ' Chairperson Lopez commented on the extremely limited parking at Bateman Hall. Commissioner Edner commented that patrons always manage to find parking at Bateman Hall for other events. IV. PUBLIC ORALS - Please adhere to the three-minute time limit. None V. COMMISSION ORALS - Please adhere to the three-minute time limit. • Chairperson Amey - Absent • Commissioner McKinney - Announced that a meeting was called at Lynwood Middle School regarding the Helen Keller School. Parents are concern,ed about prostitution. There are five motels ' in the area. One gentleman brought a box full of used condoms and used syringes he picked up in the area. Parents are in an uproar. Commissioner McKinney stated that Assemblyman Hector de la � Torre will make every effort to be at the meeting. Sheriffs, business owners, parents and concerned community,members are expected to attend. , • Chairperson Lopez - Stated that the City has done a big injustice to residents with the truck stop in his neighborhood. There are huge rats in the trailers that are parked there. Vice Chairperson Garcia - No comment • Commissioner Edner - Stated that there have been changes to the street sweeping schedule and doesn't believe she was notified. Mr. Brents stated that the information may have been included on her water bill. Commissioner Edner stated that the water bill has been increasing for the last several years. Commissioner Edner also commented on the increase of bad drivers zooming down Bullis � Road and more frequent car accidents. VI. ADJOURNMENT - The meeting was adjourned at 6 p.m. to the next regularly scheduled meeting to be held at 5 p.m. on November 15, 2006 in the City Hall Council Chambers, 11330 Bullis Road, Lynwood, CA 90262. 3
