CALL T0 ORDER - Chairperson Amey called the meeting to order at 5:10 p,m. b. CERTIFICATION_OF AGENDA POSTWG � The agenda was duly posted for the January 19, 2005 meeting as prescribed by the Brown Act _ e. APPROVAL OF PAST MINUTES - Chairperson Amey called for a motion to approve the November minutes. There was no meeting held in December. Commissioner Edner motioned that the minutes be ,, approved. Commissioner McKinney seconded the motion; the minutes were unanimousty approved and ., the rriotion was carried. " . II. INFORMATION ITEMS a. City Council Items - Mr. Jim Given, Director ofRecreation & Community Services reported that a . fundraising event for tsunami victims will be held at Plaza Mexico on 1/22/05 from 8 a.m. to 8 p.m. The event will be held near the fountain area at Plaza Mezico. The Red Cross will be on ha i d to take your monetary donations. If you are unable to attend the event on Saturday, money for this cause may still kie directed to the Red Cross at another time. � b. General City Program Report - Ms. Natalia Medina announced that there will be a pre-teen �dance at the youth center on 1/21 from 5 p.m. to 10 p.m. The annual Martin Luther King )r. Colorrng, Quiz apd EssayContest will be held on 2/23 and 2/24 at Bateman Hall from 2 p.m. to 5 p.m. (Ai the time of the meeting the location was Lynwood High School with time to be announced) . c. Senior Citizens Program Report - Ms. Medina stated that the senior citizens will conduct a Black ' History month production at Bateman Hall on 2/22/05 from 2 p.m. to 5 p.m. Volunteers a ie needed to help with costumes and set designs. d. Library Report - Ms. Glorietta Navo shared that the Lynwood Library participated in the Family . , Reading Festival during November 2004. A magic show was held at the Lynwood Library on 11/20; this event also included story-time, a new book for each child plus a book bag, a goody bag and blinking lapel pins for their parents. e. Human Relations MutuafAssistance Consortium (H.R.M.A.C.) Report - Chairperson Amey , commented that there has been no recent news from H.R.M.A.C. In the past the Commission had suggested a logo and motto; however it seems the program has died. Ghairperson Amey would like ' H.R.M.A.C. meetings to be one of the goals for 2005. III. ' SCHEDULED MATiERS a. Introduction of Lieutenant Joe Garza - Introduced himself and stated that he works out of the Century Sheriff Station. He is working closely with City staff on law enforcement issues. Chairperson Ameyreported that two teenagers were recently shot in Lynwood. One of the two teens died in that � shooting. Commissioner Amicone asked if this was gang a refated shooting. Lt. Garza responded that these types of shootings are most likely gang or narcotics related, sometimes both. He sfated , that at times these crimes are due to territorial or machismo issues. To most adults the reasons given'for these violent crimes don't make sense. - 2 i ., • '^ �' SCHEDULED MATfERS - Continued Many crimes committed by youth are carried out with stolen guns, guns belonging to relatives or � guns smuggled across state lines. Commissioner Amicone stated that community youth programs � won't work if youth have access to weapons. Chairperson Amey stated that the solution to this ; problem starts at home with responsible parenting and that many area motels cater to thesie types of i crimes by accepting vouchers from drug addicts. Lt. Garza responded that many business owners ' turn the other way to illegal activities because they are in business to make money; they are not going to turn down any business providing a profit. In time there will be fewer motels due to� I redevelopment. Commissioner Edner inquires on the number of gangs in Lynwood. Lt. Garza � responded that it was hard to say due to parents moving out of Lynwood and whether or not� gang � members remain loyal to hometown gangs. He thinks there are about a dozen hard-core violent � gangs in Lynwood involved in theft, rape, grand theft auto and prostitution. Lt. Garza stated�that { unfortunately law enforcement does not get involved until after youth habits are molded. It is very � hard for parents to train their children due to competing with the peer pressure their childre I � encounter. Chairperson Amey commented on the fact that youth get into trouble because they have no jobs and those not living at home have nowhere to go due to closure of city shelters. Lt. Garza stated that many youth do not want to follow the prescribed rules at shelters and that more safe shelters are definitely needed for youth. Commissioner Ramirez states that slie lives close to a school where she sees prostitutes soliciting only one block away. How can citizens help to combat I this situation? Lt. Garza stated that they must complain and apply pressure to the City Couneil at City Council meetings. Council may then be inclined to allow for more resources to be applied to this problem. It is a long process to change the legislation to deal with these crimes however complaints must be made at every level in order to ultimately improve the Municipal Code. Crimes must�also be reported to law enforcement. If citizens do not wish to give their name and address when reporting a crime they are not required to do so, however they should give as detailed an account as possible of the criminal activity they see taking place. These calls are documented and will show pockets of criminal activity at year's end. If issues are not dealt with appropriately there is no respect fo� the law. Vice Chairperson Lopez stated that Lt. Garza is a very resourceful person. He is very good at i returning calls if he has names and telephone numbers. Vice Chairperson Lopez spoke on prostitution on Long Beach and Atlantic and how this crime is growing and moving within Lynwood ' due to its profitability for everyone involved. Lt. Garza stated that many prostitutes travel fro i as far 1 away as Riverside and Buena Park to work here. � Vice Chairperson Lopez would like to invite Lt. Garza back in a few months with a cohesive plan to do V something constructive on this matter. Lt. Garza stated that he would make contacts for a lun�ch � meeting. � b. The letter states that the Senior Advisory Board is trying to take credit for activities performed by the I l Recreation Department. • Commissioner Amicone - No comment . Vice Chairperson Lopez - Invites Commissioners to attend a luncheon on Urban Watershed Summit ' at Compton Community College on 2/12/05.
