CALL TO ORDER - Vice Chairperson Lopez called the meeting to order at 526 p.m. , b: PLEDGE OFALLEGIANCE - The Pledge of Allegiance was led by Jim Given, Director of Recreation. - c. ROLL CALL ` ' Chairperson Katherine Amey - A6sent, Vice Chairperson Adolph Copez - Present Commissioner Sue Amicone - Absent Commissioner Joyce Edner - Present Commissioner Gloria Garcia - Present Commissioner Ramirez - Rresent Commissioner Georgette McKinney - Absent , d. CERTIFICATION OF AGENDA POSTING - The agenda was duly posted for ihe FebPuary 16, 2005 meeting as prescribed by the Brown Act. e. APPROVAL OF PAST MINUTES - Chairperson Amey called for a motiop to approve tfie January 2005 minutes. 'Commissioner Edner motioned that the minutes be approved. Commissioner Garcia seconded themotion; the minutes were unanimously approved and the motion was carried. II. INFORMATION ITEMS a. City Council Items - Mr. Jim Given, reported that the School District has cancelled the Groundhog Stiadow Day, as they were not prepared to fully participate in this event. This event may be rescheduled for later in the year. Mr. Giverr also reported thatthe Lynwood City Council fia�s agreed _ , . to allow the Recreation & Community Services Department to purchase a color copy machine and to" solicit a copy machine vendor through the informal bid process. • b. General City Program Report - Ms. Natalia Medina announced the following: . • Black History Month - Martin Luther King Jr. Coloring, Quiz & Essay Contest in honor of Black History month. This annual event will be held at Bateman Hall on 2/23 and 2/24lbeginning � at 6 p.m.'each evening. The contest is held over two nights due to the large number of participants. i _ • Easter Egg Hunt - This annua! event will be held at 11:00 a;m, on 3/26 in LynwoOd City Park on Diamond #3. As in previous years the Lynwood Rotary Club will co-sponsor the event. There will be giveaways, prizes, candy and games. The Easter Bunny will also be on . hand for photos. j - � + Women's History Month - This luncheon will be held at Bateman Hall on 3/17 at 11 a:m. Tlie Senior Citizens will not celebrate St. Patrick's Day so that they may attend this event. ' • Karate Tournament - The Lynwood Kenjutsuryu Karate Federation will hold an Invitational Championship on 3/5 at Lynwood Middle School. The tournament will run from 8la.m. to 4.' i p.m. with 300 youth from throughout the United States including Hawaii participating, I ,_ a Senior Citizens Program Report - Ms. Medina announced the following: • The Women's Commission will honor Ms. Senior Lynwood, Zelda Nutcherson at a I� ncheon to � be held at Athens Park in Los Angeles on 2/17 at 11 a.m. + � i • Income Tax Preparation - Senior citizens and low-income Lynwood residents may have their ' taxes. prepared free of charge at the Lynwood Community Center. Taxes are prepared by , ` appointment and on Monday only beginning on 2/21 and concluding on 4/11. ' � • Mr. Given shared that the senior citizens enjoy a computer.class in the Transit Cen�ter lobby � on compufers donated by the Lynwood Adult School. Also the senior citizens fitness � I programs are growing with the addition of an exercise class and nutrition information ' provided by the Cynwood AdultSchool. I • Vice Chairperson Lopez inquired about the Valentine's Day Youth Dance - The da �ce went j well, there was a good sized crowd and there were no complaints. a 2 ' 1 � � '' INFORMATION ITEMS -Continued _ d. Library Report - None - Mr. Given requests that Ms. Navo be contacted for a library tour date` Once a tour date is determined, the Commission will adjourn the meetingto tour the refurbished library. ' e. Human Relations Mutual Assistance Consortium (H:R.M.A.C.) Report - Ms. Medina stated that she ' spoke to a representative and a meeting is being scheduled for sometime in March. Vice Chairperson Lopez requests that the Commission be notified in advance of the meeting so that they � may plan to attend. III. ' SCHEDULED MATfERS a. Goals & Objectives for 2005 - Mr. Given announced that Goals & Objectives for 2005 would be on the agenda for several more meetings. Vice Chairperson Lopez stated that through the Community Affairs Commission's,participation in the Juneteenth and International Day of the Child pro�grams; he has learned from youth that they would like to participate in a competition including their pets. Mr. Given stated that the Community Affairs Commission could possibly be involved in a pet sliow , induding competitions. Vice Chairperson Lopez spoke to the Merchant Association at Plaza Mexico � and they would be willing to donate bikes: He would also like funding for T-shirts. Mr. Given stated that due to budgetary constraints, special event programming has been modified and sponsorships , must be solicited. Mr. Given also stated that the Recreation Department is working on a Youth . Sports Day. Commented on a youth named Devon Brown, that was found in possession of a stolen vehicle and was shot by law enforcement. Jim Given announced that Council has approved four (4) more sheriff , � deputies to help fight youth crimes 'rn the areas of Long Beach, Atlantic and Martin Luther King Jr. Blvd. This law enforcement staff should start working in May. Vice Chairperson Lopez stat'ed that he recently attended a three-hour school board meeting about . school boundaries. He stated that patents are concerned about prostitution occurring near schools. " They also do not want 6�h, grade students integrated into the middle schools., Vice Chairperson Lopez would like to have a breakfast or luncheon with judges and commissioners to exchange informatiorr on youth crimes. He stated he will have more information as to the roster of judges to invite when he retums from vacation. Vice Chairperson Lopez stated that our Iaw enforcement is more important � than sports figures. Mr. Given would like this item placed on the agenda. N. COMMISSION ORALS .- Please adhere to the three-minute time limit. • Chairperson Amey - Absent • Commissioner Amicone - Absent • Vice Chairperson Lopez - Chairperson Lopez spoke about creating a warm atmoSphere.in the park. This would require a little funding and lots of imagination. Work could be done by volunteers. He saw a Christmasscene with lights in a North Carolina park when he was there in December. Commissioner Ramirez stated that the city of Paramount has something similar during ihe holiday season: She,suggested that we invite youth to decorate a tree in the park. • Commissioner Garcia -No comment • Commissioner Edner - She asked Mr. Given how revenue from special event carnivals is used. Mr. Given replied that revenue is used to assist with other special event expenses. Commissioner Edner also inquired about the two (2) structures going up on Martin Luther King Jr: Blvd. Vice Ch�airperson Lopez stated that they are two (2) schools that should be open by September 2005 although that date is unlikely. One structure is a middle school and the other an elementary schooL Helalso spoke about the vehicle congestion in the surrounding neighborhood and the large number of vehicles per family. Mr. Given mentioned that the topic of parking problems near schools has been discussed at Council meetings. . . � . 3 � . � � � � I COMMISSION ORALS - Continued - Please adhere to the three-minute time limit. • Commissioner Ramirez - Stated that the lights on the center divider at the Long Beach exit of the 105 freeway are in disrepair; some have burnt out and some of the strings are not in'place. Mr. Given responded that this issue should be directed to Environmental Services for their attention. VI..
