CALL TO ORDER - Chairperson Amey called the meeting to order at 5:00 p.m. b. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance was led by Chairperson Amey. c. CERTIFICATION OF AGENDA POSTING - The agenda was duly posted for the March 16, 2005 meeting as prescribed by the Brown Act � e. APPROVAL OF PAST MINUTES - Chairperson Amey called for a motion to approve February� 2005 minutes. Commissioner Lopez motioned thatthe minutes be approved. Commissioner Garcia . seconded.the motion; the minutes were unanimously approved and the motion was carried. II. INFORMATION ITEMS a. City Council items - Our new City Manager Nabar Enrique Martinez will come on board on 4/18/05. , b. General City Program Report - Ms. Natalia Medina, Blockwatch Coordination Specialist an�nounced the following: � • Women's Luncheon on 3/17 beginning at 11:00 a.m. at Bateman Hall , • Annual Easter Egg Hunt on 3/26 at 11:00 a.m.-in Lynwood City Park, Diamond #3. This event is co-sponsored by the Lynwood Rotary Club. � • Senior Center Groundbreaking Ceremony on 4/18 on Emestine and Harriet Tubman Way. - •.Youth Sports Day on 5/14 beginning at 11:00 a.m. Events will be held all over the park, natatorium andskate park. Fliers will be available soon. I a Senior Citizens Program Report - Ms. Phyllis Lyons, Recreation Superintendent II announCed the following: � • Trip to L.A. Zoo on 3/23 @ 9:00 a.m. Cost is $7.00 per person •. Senior's Easter Egg'Hunt on 3/24 @ Lynwood Community Center • Senior Sock Hop on 3/31 from 5:00 p.m. to 9:00 p.m. in the Seniors Lounge • Senior's House of Pancakes (S.H.O.P.) on 4/14 and 4/15 in the Seniors Lounge. Chicken Wings, Eggs, Pancakes, Bacon, Coffee, Juice and Fruit will be secved for $4.00 (pre-paid) or $5.00 on day of the breakfast. ' J I ' • Food Bank - This food distribution takes place in the CTC gym on the 4�^ Wednesday of each ' month from 9:00 a.m. to 11:00 a.m. No new applications are currentty being accepted: � • Additional comments - Ms. Lyons encourages the Commissioners to visit the Senior Division anytime, She reported that the ladies in the exercise class are losing weight. She ialso mentioned that the Sun newspaper ran an article on the 61ack History Month Program recently performed by the seniors at Bateman Nall. The article praised the production of the recital and stated that the event was well atfended. A photo of Senior Citizens Zelda Hutcherson portraying Maya Angelou, Connie Brinkley as Lena Horn, and Chester Lyons as Mohammed Ali was featured along with the article. Our own Commissioner, Ms. Joyce Edner was featured in the L.A. Watts paper also participating in the recitaL I • Vice Chairperson Lopez stated that tlie seniors are a great and very active group of people. He stated he looks forward to becoming a senior citizen. Z . .,� � WFORMATION ITEMS Continued , d. Library Report - None , e. Human Relations Mutual Assistance Consortium (H.R.M.A.C.) Report - Ms. Medina announced that there is nothing available to report. Chairperson Amey stated that there have been many �acial crimes since the iast H.R.M.A.C. meeting was held including a fatal youth shooting in Lynwood City Park. Her own nephew had a gun "pulled" on him. She has also noticed majorgraffiti on Atlantic stating °Blks OuY' (sic). Chairperson Amey stated that these problems will'only escalate if not addressed. III. " SCHEbULED MATTERS - a. Goals & Objectives for 2005 - Vice Chairperson Lopez stated that he would really like to see the Commission receive credit for the lighting of trees in the park during the holiday season. He first mentioned this duringthe February Community Affairs Commission meetirig. He saw such a display ` during a trip to North Carolina and he would like to involve youth in this project. He inquired as to - electrical outlets along the Lynwood City Park walkways. � b. Meeting for Judges/Law Enforcement - Vice Chairperson Lopez stated that aiocation and�funding are needed in order to conduct either a breakfast or luncheon event to discuss youth cnm�e . prevention. He also suggested a brainstorming meeting with other commissioners to discuss various issues: The commissioner's meeting should be casual and not political in nature. c. Additional Comments - Vice Chairperson Lopez inquired as to how the Dial-a-Taxi progra � operates. Ms. Lyons explained that the Dial-a-Taxi program is designed for senior citizens 55 years and older. ' The taxi service provides transportation 24 hours per day, 7 days per week, 365 days per year to and from docal Lynwood merchants and businesses such as grocery stores, drug stores, St francis . Medical Center, eta The patron must fill out an application, provide proof of age, have their pfioto taken and an I.D. card is issued. On the first day of every month coupon books are sold at the Recreation Department beginning at 7:00 a.m. Each patron is eligible to buy two coupon books containing six coupons each. Each book costs $1:50. Unfortunately coupons are limited due to ' ' budget issues; however the seniors do not understand how this is possible. Some of the drawbacks of the program include: . ✓ Every senior wants more than two coupon books ✓ Coupons sell=out very quickly (within an hour of going on sale) ' ✓ The cost to the City for each coupon book is $13.00 per book ✓. Dialysis patients require more coupons (they receive four coupon books) ✓ New customers must be turned away � Other issues to consider include: the Dial-a-Taxi program is not as personal as the old Dial� a-Ride service. The Dial-a-Taxi program doesn't provide curb service due to insurance liability co � cerns. , Also, the Dial-a-Taxi program provides only one shuttle for the handicapped in wheelchairs." Chairperson Lopez stated that the.City needsto expand the trolley routes and increase th � frequency � and number of trolleys operating. Currently the trolleys are not reaching all areas of Lynwood including the areas near the new elementary and middle schools under construction on Martin - luther King Jr. Blvd. and the new higli school at the old Ham Park site. There was also discussion of the fact that a patron must be blind or disabled in order to qualify for transportation on Access Service vehicles. Patrons are often routed to other cities before being dropped off in Lynwood making it difficult for them to arrive on time for programs, classes� etc. I � There is a possibility of forming a"buddy° program where several patrons traveling to the Lynwood ' Community Center would use only 1 coupon for all of the passengers. They would be picked up and brought to the Community Center by 9:30 a.m. � "Meals on Wheels" is available only to patrons qualifying for this program due to iliness or , immobility. ` 3 IV. PUBLIC ORALS - Please adhere to ihe three-minute time limit. Los Angeles County Deputy Sheriff Paul Clay and Sgt. Mike Conner stopped by to inform the Commission that Mr. Clay will be working at the Sheriff's Headquarters located in Monterey Park, Sgt. Conner will b�e making ' significant changes in the city and addressing quality of life issues very seriously. He is here to dolwhatever the Mayor wants. He stated that local churches need to be more involved in the safety of the community. _ Sgt. Conner stated that he would not tolerate the criminal activities that occur in Lynwood in his Pasadena community. He is getting ready to retire in 7 years and quality of life is very important to him: Sgt. Conne[ stated that parents must be held accountable for their minor children's actions. Parents must know the laws and accompanying fines for breaking those laws. Sgt. Conner will be in attendance at the next Block Watch meeting. Deputy Clay is being interviewed by the Sun newspaper. , Vice Chairperson Lopez stated that the Block Watch organization used to be very proactive on emergency preparedness. He stated that more training is needed on how to pertorm CPR, first aid, etc. Ms. Medina announced that Block Watch is working on setting up a first-aid and emergency preparedness workshop for the community to be held at a future date. - V. COMMISSION ORALS - Piease adhere to the three-minute time limit. • Chairperson Amey - Chairperson Amey stated that she thinks the Christmas lights in the park are a � , good idea. She is eager for H.R.M.A.C. meetings to begin in order to educate the community and individuals on`hate crimes. She mentioned the City is closingthe Media Services department and cuttingseveral positions. , • Commissioner McKinney - Would like to review the Commission's mission statement.` She stated that the city should hold a"save our community" or Unity Festival along with Block Watch.1 Community churches should also be involved with this project. She would like to see meetings between the various commissions held on a quarterly basis instead of bi-annually. _ • Commissioner Amicone - Absent • Vice Chairperson Lopez - No additional comments • Commissioner Garcia - Commissioner Garcia would like to see a workshop at least twice a year for commissioners to come together to share ideas to improve the community. She wishes "Happry Birthday° to both Vice Chairperson Lopez and Commissioner Edner who recently had birthdays. • Commissioner Edner - Commissioner Edner also thinks it is important to get together witli other commissioners. I • Commissioner Ramirez - She apologizes for arriving late. Commissioner Ramirez stated that one of her goals & objectives for 2005 is to fight the prostitution going on in her neighborhood. She is always urging her neighbors to call the police to report illegal activities of this nature.
