CALL TO ORDER The regular meeting of the Planning Commission of the City of Temple City was called to order at 7:30 p.m., October 10, 1978, by Chairman Lawson. 2. PLEDGE OF ALLEGIANCE Chairman Lawson led the Pledge of Allegiance to the Flag. 3.. ROLL CALL Present: Commissioners Abraham, Breazeal, Seibert, Stacy, Lawson Also Present: City Attorney Martin and Assistant Planner Kissell. 4. APPROVAL OF MINUTES - Meeting of September 26, 1978 There being no additions or corrections to the minutes, Commissioner Stacy made a motion, seconded by Commissioner Abraham, to approve the minutes as written. Motion carried by roll call vote with Com- missioners Abraham, Stacy and Lawson voting for, and Commissioner Breazeal and Seibert abstaining. 5. PUBLIC HEARING: TENTATIVE TRACT NO. 35757 Wayne and Sharon Lee - Owner /Applicant 5412 North McCulloch Avenue Temple City, Ca, . Site: 5412 North McCulloch Avenue Zone: R -2, Light Multiple residential Asst. Planner Kissell gave the staff report, saying applicant is proposing a one -lot subdivision to construct a six -unit condominium project. He referred to plot plans marked Exhibits "A" and "A -1" showing the proposed development. It will consist of three 2 -story buildings, with each building containing two units with attached 2 -car garages. The existing single- family residence and garage will be removed as part of the development. He also referred to Exhibit "B" showing the proposed floor plan of the condominium units, Mr. Kissell reviewed the factual data on the . subject property and surrounding area, the zoning history, and said a Negative Declaration of Environmental Impact had been filed pursuant to the California Environmental Quality Act of 1970, as amended, stating that the proposed development will not have an adverse impact on the environment. He called the Commission's attention to the staff conditions suggested to be imposed if the project is approved. At the request of Commissioner Breazeal, Mr. Kissell reviewed action by the Minor Zoning Modification Committee at their meeting of October 9, 1978, at which time the Committee considered and approved the subject applicant's request for reduction in the lot area per unit. The deviation from the Zoning Code is .85 of 1 %. Required is 3600 sq. ft. per unit, or 21,600 sq. ft, for 6 units. Proposed is 3,570 sq. ft. per unit, or 21,416 sq. ft. for the 6 units. The Commissioners concurred with the Committee's action. Mr. Kissell concluded his report by saying that Traffic Engineer Envall had reviewed the proposal and found that McCulloch Avenue is adequate in width to provide two parking lanes and a travel lane in each direction, and that this proposal will not create an impact to the local traffic presently using that street. Coakley, Loren Phillips & Associates, Engineers, said his firm and the applicant had reviewed the conditions for approval and had no objections to them. Mr. Wayne Lee, 5412 North McCulloch Avenue, applicant, said the exist- ing house is old and would be demolished. The proposed condominiums would be an asset to the neighborhood. There was no one else to speak to the issue, Chairman Lawson read into the record a letter,signed by eleven residents, protesting the proposed project because of the increase in traffic on McCulloch, particularly because of the children who travel that street to Cleminson Elementary School. Commissioner Seibert made a motion, seconded by Commissioner Breazeal and carried, to close Public Hearing. Commissioner Seibert moved to certify filing of a Negative Declaration of the Environmental Impact as the proposed development will not have an adverse impact upon the environment. Motion was seconded by Commis- sioner Breazeal and carried. • In closed discussion, Commissioner Abraham said that the Traffic Engineers report on the project dispelled the concern he might have from the petition received concerning traffic on McCulloch Avenue. He con- sidered the proposal and plan a good one and had no objections. Commissioner Stacy concurred. He considered the project an asset, not a detriment to the community. The additional traffic could be expected when property owners build consistent to the zoning in that area. The increase in traffic will not be unreasonable. Commissioner Seibert said he was not pleased with the project, but had no objections. Commissioner Breazeal concurred with previous Commission discussion, as did Chairman Lawson. Commissioner Breazeal moved to approve Tentative Tract No. 35757 with staff conditions. Motion was seconded by Commissioner Seibert and carried. City Attorney Martin read title to Resolution 78- 816PC, A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF TEMPLE CITY RECOMMENDING APPROVAL OF TENTATIVE TRACT NO. 35757. Commissioner Breazeal moved to adopt by title only, seconded by Commissioner Seibert and the motion carried. 6. COMMUNICATIONS - There were none. 7. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK - No one came forward. 8. MATTERS FROM CITY OFFICIALS Assistant Planner Kissell referred to the Environmental Quality and Code Enforcement Program Report for the period September 6 to October 3, 1978. Commissioner Breazeal moved to receive and file the report, seconded by Commissioner Seibert and the motion carried. 9. ADJOURNMENT There being no further business, Commissioner Breazeal made a motion, seconded by Commissioner Seibert and carried, to adjourn the meeting. Time of adjournment was 7:47 P.M.
