CITY OF LYNWOOD
REGULAR MEETING OF THE PUBLIC SAFETY COMMISSION
MONDAY, SEPTEMBER 10, 2005
The regular meeting of the Public Safety Commission for the City of Lynwood,
California was held on Monday, September 10, 2005 at 6:15 p.m. at 11330 Bullis
Road, Lynwood, California. The agenda was duly posted as prescribed by the
Brown Act.
CALL TO ORDER
Due to the absence of the Chairperson and Vice-Chairperson, Steve Stewart
asked Commissioner Hawkins to take the role of the Chairperson.
Commissioner Hawkins called the meeting to order at 6:23 p.m. Steve S#ewart,
Staff Liaison, took roll cail. Chairperson Jones was absent. Vice-Chairperson
Hutcherson arrived at 6:46pm

APPROVAL OF MINUTES
It was moved by Commissioner Alatorre and seconded by Commissioner ,
Calderon to approve the minutes of the August 8, 2005 �
Mr. Stewart stated that Commissioner Rayas had moved out of the City and will I
no longer be pact of the commission.
PUBLIC ORAL COMMUNICATIONS
A concerned resident of the City of Lynwood who resides on Cornish is I
concerned about cars speeding up and down the street and requested the �
commission's assistance by making a recommendation to Council to install ,
speed bumps. She indicated that she already made the request to Council and
that she is trying every angle that she can, to get speed bumps install.

Another concern that she raised was that she would like the City to do something
about the water that stands on the street and turns green. She recommended
that the City uses the tax payers' money wisely by cleaning the gutters instead of
adding more hotels.
A brief discussion took place on how safety issues are taken care in a timely
manner.
STUDIES AND REPORTS None
COMMISSIONER ORALS
Commissioner Calderon raised a safety concerns. He indicated that he called
OSHA because there was not enough space in the Senior's Center building and
in case of an emergency they would not be able to evacuate the building in a
safely manner. Then he suggested that the building be brought up to code.
Mr. Stewart will follow up with OSHA as to what was done.
Commissioner Cornelius is concerned about Chairperson Jones health. He then
asked if the City had any warning system such as a siren to alert the residents of
an emergency.
Mr. Stewart responded that at the present time the city does not have a warning
system and noted that several years ago there was a contract with Comcast
Cable Television where an emergency alert or warning would be broadcast.
Unfortunately, a survey was conducted and it was determined that there were not
enough residents subscriptions to warrant the alerting system.
Once again, Commissioner Cornelius brought up the concern about the water
towers being rusted and would like to know if City will be doing something about
it. He would also like to see tickets be given to residents that are not stopping for
pedestrians and parents that are parking in the middle of the street to pick up
their children from school.
Lt. Ramirez responded that there are designated traffic cars and campus police
doing extra enforcement to get the parents to follow the rules.
Commissioner Alatorre also shared Commissioner Cornelious concern on traffic
around school sites. He stated that the school district is not organized,
especially, on the first day of school and noted that there were several new
schools that are still under construction and suggested that the school district
stop the construction before and after scliool for the safety of the children.
A brief discussion took place as to if the schools had an emergency evacuation
plan in place. LY. Ramirez responded that every school has an evacuation plan
which is available at the school site as well as in the Century Station.

Mr. Stewart asked if any of the commissioners have children attending schools in
the City and if they were aware of the evacuation plans, and where would their
children be taken in case of an emergency? He added that some school
districts require each child have an extra change of clothes, a blanket and
canned foods in their class, so that they are prepared in case of an emergency.
Commissioner Alatorre asked why 14-wheelers, heavy duty trucks, commercial
vehicles are parking on a residential area if they are not license to operate within
the City limits, but yet they are using City streets to park? Mr. Stewart will follow
up with the Parking Control Manager. Commissioner Alatorre then extended an
invitation to the grand opening of the District Office of Assembly Member Hector
De La Torre which will take place on Saturday, September 17� at 10:OOam in EI
Paseo Shopping Center in the City of South Gate.
Vice-Chairperson apologized for being late and indicated that one of her
concerns is the safety of the senior citizens and the disable during an
emergency. She also requested a report be generated as to what is being done
to solve the problems that are being address by the commission.
A brief discussion took place to extend an invitation to the City Council,
Blockwatch Captains and the City Manager to the next regular meeting and
addressed the speeding, graffiti/trash and crime task force in the City. Vice-
Chairperson made the motion and Commissioner Hawkins seconded. A
consensus was made.
Commissioner Hawkins would like notifications to be sent to the residents
informing them that Lynwood streets are to be kept clean and not used to dump
thrash. She would like a reminder to be sent on a monthly basis.
Commissioner Cornelious suggested that the reminder to the residents be made
in simple instructions that can be easily understood by the residents that the
trash company will pick up articles that are not regularly picked up on a Saturday
and that there is no cost. They only thing that they need to do is pick up the
phone by the previous Thursday and give them the address.
ADJOURNMENT
It was moved by Commissioner Hawkins and seconded by Commissioner
Cornelious to adjourn to the next regular meeting scheduled for October 10, 2005
at 6:15 p.m. All in favor. Motion carried. The meeting was adjourned at
8:OOp.m.
