Michaei Conner VIi COMMISSIONER ORALS VII ADJOURNMENT Next meeting: June 13, 2005 CITY OF lYNWOOD REGULAR MEETING OF THE PUBLIC SAFETY COMMISSION � MONDAY, APRIL 11, 2005 The regular meeting of the Pubiic Safety Commission for the City of Lynwood, California was held on Monday, April 11, 2005 at 6:15 p.m. at 11330 Bullis Road, Lynwood, California. The agenda was duly posted as prescribed by the Brown Act. Councilwoman, Leticia Vasquez requested that a couple of the representatives from the Public Safety Commission attend the speciai meeting at the Agnes Elementary School in regards to the new school that is being build, Helen Keller School. Due to a lack of quorum the regular meeting of the Public Safety Commission was cancelled. CITY OF LYNWOOD REGULAR MEETING OF THE PUBLIC SAFETY COMMISSION MONDAY, MARCH 14, 2005 The regular meeting of the Public Safety Commission for the City of Lynwood, California was held on Monday, March 14, 2005 at 6:15 p.m. at 11330 Bullis Road, Lynwood, Califomia. The agenda was duly posted as prescribed by the Brown Act. CALL TO ORDER Chairperson Jones called the meeting to order at 6:18 p.m. Steve Stewart, Staff Liaison, took roll call. Commissioner Rayas was absent. Commissioner Hawkins arrived at 6:28 pm. INVOCATION Led by Chairperson Jones. PLEDGE OF ALLEGIANCE led by Commissioner Calderon. GUEST Lt. Day and Sgt. Webb from Animal CoMrol APPROVAL OF MINUTES it was moved by Vice-Chairperson Hutcherson and seconded by Commissioner Cornelious to approve the minutes of the February 14, 2005. Commissioner Calderon abstained. Motion carried. PUBLIC ORAL COMMUNICATIONS Mrs. Pearline Caideron, expressed her concern about the senior residents who reside on 3907 Lugo. She brought the problem to the attention of the commission and was told that it was going to be taken care of within two weeks. To date the probiem has not yet been corrected. She requested an update as to when the driveway access will be instailed. Mr. Stewart will follow up and ensure that the problem is being taken care of. Another concern that Mrs. Calderon noted was about the 4` of July. She stated that the fireworks are threatening houses and animais. She suggested and believes that the commission should make a recommendation to the City Council to abolish fireworks from the City. Mr. Encique Lopez, a Lynwood resident who resides on State Street, is concerned about two issues that are disturbing his neighborhood. First, he would like for the City to do something about the prostitution on Long Beach Blvd. He works delivering pizzas' and has observed on a daily basis how the prostitution business is increasing. He stated that there have been occasions when drivers actually stop traffic while negotiating with prostitutes. He is concemed because he resides in this area and does not want his family subjected to this kind of environment. He has brought it to the attention of the City Council, but nothing has been done. That is why he decided to come before the commission to request assistance and guidance to eliminate the problem. Mr. Lopez, also has a concern about the car racing on State Street. After 10:OOpm, State Street turns into a racetrack. The drivers are speeding between � 40 to 50 miles per hour, burning rubber, doing donuts, and disturbing the peace in a residential area. He is requesting that something be done to help eliminate the problem. STUDIES AND REPORTS Mr. Stewart welcomed and introduced Lt. Day from the AnimaF Control to the commission. Lt. Day thanked the commission for the invitation and stated that he would be retiring - December 2005. Sgt. Webb will be taking his place as the Patro� ' Supervisor. He then stated that one of the busiest days that they have is the day after the 4� of July. Many dogs run away from home trying to get away from the noise because they are scared. They have to capture and return those dogs that are lost back to their homes as well as those dogs that have been hit by vehicles. He then indicated that the man-powered hours have increased, the service request had decreased and they have not had any court time during the past year. Commissioner Jones inquired abouf the dog vaccinations. Lt. Day responded that Sgt. Portillo would be canvassing door-to-door ensuring that all dogs are licensed as well as up dated with their vaccinations and noted that now cats are required to have their own license. Commissioner Alatorre thanked Lt. Day for a job well done. Lt. Day also indicated that there is a new requirement for those that own a Pit Bull. Owners are required to check with their home insurance carriers before getting a Pit Bull as a pet. Some agencies will not cover the property if they own a Pit BuIF dog. Chairperson Jones thanked Lt. Day for doing a great job in eliminating the street dog problem and to keep it up. A brief discussion took place on the prostitution and racing problem. ` Vice-Chairperson Hutcherson commented on the problem on State Street. She indicated that the Police are not responding to speeding violations. She would like to address the issue, and to have more deputies present. Commissioner Alatorre agreed and indicated that a recommendation be given to Council. Commissioner Cornelious commented on the prostitution problem. He stated that in some cities the motels have regulations where it can't be rented for an hour, and must be rented for the entire night. Commissioner Alatorre responded that at the Blockwatch Meeting of March 9 the deputies present were approached with Yhe prostitution problem and they indicated that the motel rentai agreement does noY work because the key can be shared. Vice-Chairperson Hutcherson made the motion and Commissioner Alatorre seconded that a recommendation be made to Council to target the car racing and ' the prostitution problem. Also, to request that the She�iff's Department provide a . monthly report as to what the statistics are of crime and what areas are being targeted within the City. Mr. Stewart will relay the message to the captain. � The commissionersbriefly discussed fireworks. It was indicated that the 4� of July is a day to celebrate, but not through out the month. Fireworksvsually start seiling a week prior (8 days} and the commission agreed that a recommendation be given to Council to limited the sale to 72 hours. Gommissioner Comelious recommended that the current ordinance be studied . before making any suggestions to Council. Commissioner Hawkins agreed, COMMISSIONER ORALS Commissioner Comelious is concerned about the mosquitoes around the City. He noted that there is an empty lot on Atlantic Blvd, between Josephine and Agnes wHere McDonald's used to be, where a pond has emerged and this could be habitat for mosquitoes. He also noted that by the 710 Freeway going toward Rosecrans there is a lot that has'been used as a dumping lot. Commissioner Hawkins distributed a copy of the changes that she woald like to I �j - see in the mission statement. She also stated that she would like the community � to be aware that the commission is available to assist in safety issues. She �, suggested that literature be distributed to educate the community and to get the i residents involved in how to be safe. I i ! �. Vice-Chairperson Hutcherson agreed with Commissioner Hawkins and indicated � that the pubfic might not be aware that the commission is available to assist the residents with their safety issues, and that the commission is actually doing something with their concerns. Chairperson Jones questioned as to what point the Council listens to the commission and if the recommendations that the commission suggests are taken into consideration. Commissioner Calderon once again brought to the commission's attention the matter of the residents who reside on Lugo. Commissioner Alatorre is concerned about the children who are attending the Lynwood schools. He indicated that the school district is changing their classification of security officers and adding more requirements. Ne also indicated that there is going to be a problem with the children who will be attending the new , high school due to transportation. He suggested that the school district allocate the appropriate monies to provide more buses for transportation. Traffic congestion is another concern that Commissioner Alatorre is concerned about. He indicated that the congestion is getting worse and the studenYs safety is a major concem. Chairperson Jones indicated that it is going to be a problem because once the school opens there will be traffic all over Walnut. He then indicated that on the East side of Duncan north of Beechwood there are large items that people have put out on the street. Residents either don't know or don't care that the trash � company will pick up large items on Saturday. The only thing that residents need to do is to call Consolidated trash company and schedule a pick up. i ADJOURNMENT ' It was moved by Vice-Chairperson Hutcherson end seconded by Commissioner I Calderon to adjourn to the next regular meeting scheduled for April 11, 2005 at � ' 6:15 p.m. All in favor.
