CITY OF LYNWOOD
REGULAR MEETING OF THE PUBLIC SAFETY COMMISSION
� MONDAY, JANUARY 10, 2005
The regular meeting of the Public Safety Commission for the City of L•ynwood,
California was held on Monday, January 10, 2005 at 6:15 p.m. at 11330 Bullis
Road, Lynwood, California. The agenda was duly posted as prescribed by the
Brown Act.
CALL TO ORDER
Chairperson Jones called the meeting to order at 6:20 p.m. Steve Stewart, Staff
Liaison, took roll call. Vice-Chairperson Hutcherson was absent.
INVOCATION
Led by Chairperson Jones.
PLEDGE OF ALLEGIANCE
Led by Commissioner Calderon.
APPROVAL OF MINUTES
it was moved by Commissioner Alatorre and seconded by Commissioner Rayas to
approve the minutes of the November 8, 2004 and December 13, 2004 meeting.
All in favor. Motion carried.
PUBLIC ORAL COMMUNICATIONS
Mrs. Pearline Calderon, a Lynwood resident, wished everyone a prosperous new
year. She indicated that she was concerned about the construction site on Walnut
and Gertrude. She stated that there were no blinkers or any safety precaution
signs around the construction area and she is concerned about the safety of the
- residents. She aiso raised a concern on behalf of the disabled people. She stated
that the lady's room is not accessible and the counter/cashier area is not set up to
meet their needs.
STUDIES AND REPORTS
Chairperson Jones thanked Mr. Rudolph Brown, Facility Maintenance Manager,
and his crew for taking care of the probiems that were brought to his attention at
the NoVember meeting by the commission. He then suggested that the six-month
agenda topic discussion be held over to the February meeting. Ail in favor.
Motion carried.

COMMISSIONER ORALS
A brief discussion took place about the negligence of the contractors that are
working around the City that are not using the proper precaution signs to alert the
residents that work is being done.
Commissioner Nawkins distributed a copy of the ordinance that the City of
Downey adopted on crime and graffiti. She would like the commission to work
together in establishing a recommendation to Council to adopt a resolution similar
to the one in Downey to help eliminate the problem that the City of Lynwood is
having with crime and graffiti.
Commissioner Hawkins continues to be concerned with the prostitution on Long
Beach and Cedar, the motels, drug dealings and the shooting in the streets. She
would like the City to look into the problem and that something be done to
eliminate the problem.
Commissioner Rayas once again stated that he is concerned about the pocket
bikes and would like to establish a program were such bikes can be confiscated.
Commissioner Cornelious shared his tragic experience. He was a witness to a car
accident on Monday, January 10, 2005, where a 14-year old girl died.. He is
concerned because the traffic merging from Martin Luther King on to Platt are
• driving over the speed limit and he would hate to witness another tragic accident.
He would like the residents to be aware when the safety meetings are held so that
the residents can join the commission to improve the safety of the City by bringing
their input and suggestions to the table.
He then requested a spreadsheet where it indicates how much the City pays for
deputies to work during the Christmas parade. He would like to see those monies
used for officers to patrol the City streets throughout the year and believes that the
safety of the kids is more important than a parade.
Chairperson Jones responded that he use to see a patrol car going down the
street once a day, but know he sees them once a month.
Commissioner Hawkins suggested that the story of the tragic be posted on the
Perspective Newsletter to inform residents to drive with caution when driving
through the intersection on Martin Luther King and Platt.
Commissioner Alatorre stated that he hopes that the commission accomplishes
new ideas for the safety of the residents. He then suggested considering the
crossing guards as a topic of discussion. He is a�so concerned about the school
safety and the students. He noticed that the security o�cers at the school sites
are not pertorming their duties at the leve� that they are required. The schools are
over-crowed and there is only one security guard for every 1,000 students.
Commissioner Calderon is concerned about the bus stop on California and Martin
Luther King. The curb is raised approximately 6" high because of the tree roots.
He is also concerned about the over-sized vehicles parked on City streets blocking
` the view of other drivers. He suggested implementing a parking permit program.
ADJOURNMENT
It was moved by Commissioner Calderon and seconded by Commissioner Alatorre
to adjourn to the next regular meeting scheduled for February 14, 2005 at 6:15
p.m. All in favor. Motion carried. The meeting was adjourned at 8:27 p.m.
