REGULAR MEETING OF THE PUBLIC SAFETY COMMISSION
MONDAY, FEBRUARY 14, 2005
The regular meeting of the Public Safety Commission for the City of Lynwood,
California was held on Monday, February 14, 2005 at 6:15 p m. at 11330 Bullis
Road, Lynwood, California. The agenda was duly posted as prescribed by the
Brown Act.
CALL TO ORDER
Chairperson Jones called the meeting to order at 6:20 p.m. Steve Stewart, Staff
Liaison, took roll calL Commissioner Hawkins was excused. Commissioner Rayas
' arrived at 6:40 pm.

APPROVAL OF MINUTES
It was moved by Commissioner Alatorre and seconded by Commissioner
Hutcherson to approve the minutes of the January 10, 2005. All in favor. Motion
carried.
PUBLIC ORAL COMMUNICATIONS �
Mrs. Pearline Calderon, expressed her concern about the residents who reside on
3907 Lugo. She would like an update as to when the City will complete the
installing of the driveway access on the above address.
STUDIES AND REPORTS
Mr. Stewart asked the commission for their ideas of topics to be discussed within
the next six months. The list of topics was distributed to each member at the
• November 2004 meeting. He then indicated that if no ideas were brought to the
table, topics for discussion would address the mission statement.
Commissioner Cornelious asked to be excused at 6:32 pm.
A brief discussion took place on the topics of discussion and Chairpe�son Jones
requested that Mr. Stewart make up the topic list for the ne�ct six months and invite
agencies to address the topic.
Some of the topics that were recommended were: animal control, blockwatch,
heaith department, restaurant rating, health care/trauma, and emergency
preparedness. -
Commissioner Hutcherson requested a copy of the Blockwatch minutes to
analyze.
Commissioner Alatorre then suggested that the topic to be discussed at a Public
Safety Meeting be advertised in the Perspective Newsletter a month ahead to
inform the residents of what will be discussed during the meeting. He hopes that
by informing the residents of what will be discussed, they will attend the meetings,
and bring suggestions and ideas to the commission. He then indicated that the
Perspective Newsletter advertise monthly "Safety Tips" such as, how to prevent
home invasion. The safety of the community is a concern of the commission
therefore he would like to promote public safety in every way possible.
COMMISSIONER ORALS
Commissioner Alatorre invited the commissioners to attend the Council Meeting
scheduled for Tuesday, March 15� to support item 12, which is the proposal to
obtain four law enforcement officers to serve the community.
' Lt. Garza briefly discussed what the new officers would be in charge of and gave
the commission an overview of how the department operates and what is
expected when the new o�cers come aboard.
Chairperson Jones indicated that a delegate be sent to represent the Commission.
Chairperson Jones asked Commissioner Alatorre to attend the Council Meeting to
represent the Public Safety Commission and to make a recommendation to
Council in support of hiring four Law enforcement officers, Vice-Chairperson
Hutcherson seconded.

Vice-Chairperson Hutcherson would like to see what kind of complaints are
received by the City and is requesting a printout of the complaints that pertain to
safety issues.

It was moved by Vice-Chairperson Hutcherson and seconded by Commissioner
Rayas to adjourn to the next regular meeting scheduled for March 14, 2005 at 6:15
p.m. All in favor. Motion carried. The meeting was adjourned at 8:00 p.m.

SUBJECT: LOS ANGELES COUNTY DEPARTMENT OF ANIMAL CONTROL
GUIDELINES OF THE PUBLIC SAFETY COMMISSION
Per the Lynwood City Code Book Section 2-24.10b the Public Safety Commission
shall have the power and required duty to analyze the City contract with the Los
Angeles County Department of Animai Control, its level of service and make policy
recommendations to the City Council; the Commission shall oversee the dog
licensing, canvassing of ficensing, and registration within the City and fees
established by resolution of the City Council. The Commission shall oversee all
applicable laws, City codes and regulations including zoning of such regulations
relative to animals within the City limits, and direct such recommendations to the
City Council.
The Commission shall set policy recommendations into rabies vaccination and
animal control (spray/neuter) with a yearly prepared report to the City Council.
The Commission shall be responsible for inspecting the premises of the Los
Angeles County Department of Animal Care and Control side of said contract with
the City on a yearly basis. A prepared written report accounting for each yearly
inspection of animal premises shali be forwarded to the City Council. The report
shall include all observations of the animal facility including care and control of
animals. Any recommendation shall be addressed to the City Council. The
Commission shall assist in spay/neuter programs for dogs and cats within the City.

� How Your Requests Are Handled:
All requests/complaints are entered into the GovPartner System that
logs and electronically sends them to departments designated ro
respond to the requesticomplaint For example, complaints we have
� listed are resolved in the following manner:
� Graffiti requests are fonvarded to the Facilities Maintenance Division
°' to be taken care of in approximately three to four working days.
� Requests that require the use of a sandblaster, i.e. brick walls and
° concrete, require additional time, up to one week.

� Maintenance Division and a city crew is assigned to cleanup the
� location reported. �

s 72 Hour Parking complaints are fonvarded to Parking Enforcement
� in which an oPficer is sent out to mark (red tag) and chalk the vehicle
� to indicate the date and time. If ffie vehicle is still in the location
° after the 72 hour red tag, the vehicle will be cited and impounded
� by Parking Enforcement. After the vehicle has been impounded, it
d is the registered owner's responsibility to make sure that any citation '
v ...� on the vehicle is paid at City Hall, as well as a$119 administration
fee at the SherifPs Station before the vehicle can be released.
Illegal Construction and Property Maintenance requests are
_' `'' `� fonvarded to Code Enforcement. A case is opened and fo�varded
to the officers in charge of the area. The officer forwazds an
� appointment letter to meet with the property owner to inspect the �
property, and an inspection is done. If no violation is found, the
"-� case is closed. And if a violation is found regarding illega]
'�' consiruction, the property owner is given approximately 14 days to
�`` "'�" reconveR the property to its original state. For property maintenance,
an officer will generally give the property owner 7 to 10 days to •
cleanup the area depending on the condition of property. As for
y,- �^'�-. both situations, if the owner does not comply within the specified

time, the case is sent to the Ciry prosecutor for further action.

`��-"` `� correspondence, Monday through Thursday from 7:00 a.m. — 6:00
p.m. The Service Request system can also be accessed online by
