CALL TO ORDER - Chairperson Amey called the meeting to order at 5:04 p.m. - b. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance was recited by Chairperson Amey. c. ROLL CALL Chairperson Katherine Amey - Present Commissioner Adolph Lopez - Present Commissioner Sue Amicone - Present Commissioner Joyce Edner - Present Commissioner Gloria Garcia - Present Commissioner Ramirez - Present Commissioner Georgette McKinney- Present d: CERTIFICATION OF AGENDA POSTING - The agenda was duly posted for the November 17, 2004 meeting as prescribed by the Brown Act. e. APPROVAL OF PAST MINUTES - Chairperson Amey called for a motion to approve the October minutes. Commissioner Amicone motioned that the minutes be approved. Commissioner McKinney seconded the motion; the minutes were unanimously approved and the motion was carried. II. INFORMATION ITEMS a. City Council Items - Mr. Jim Given, Director of Recreation & Community Services reported that additional information will be available at a future Council meeting on fee waivers for community- based non profit organizations. A clear-cut policy and procedure is needed. b. General City Program Report - Ms. Natalia Medina announced upcoming December events: :• Annual Candy Cane Lane Christmas Parade - 12/10 Reception at 5:00 p.m. at Bateman Hall Parade starts at 7:00 p.m. :• Annual Holiday Dinner for Commissioners, Board Members and Blockwatch Captains. The dinner will be held at 6:30 p.m. on 12/17 at Bateman Hall. .• Community Service Day - This annual event will be held on 12/20 in the Gymnasium. Volunteers will begin setting up at 8:00 a.m. on this day to distribute food and toys to approximately 350 less fortunate Lynwood families. Chairperson Amey stated that if a letter is - written to her son that works for the Frito-Lay company he could make a donation of chips. a Senior Citizens Program Report - Ms. Medina stated that the "We Care" Senior Food Net program a was held today with 162 Seniors served. There will be a Senior Bingo Game on 11/23, winners will ' receive a turkeyjust in time for the Thanksgiving holiday. d. Library Report - The Lynwood Library grand opening was held on September 13, 2004. Some of the ` refurbishments made included: parking lot repaved, window replacement, automatic doors, doors widened for handicapped accessibility, ceiling painted, furniture reupholstered, new file cabinets, furniture refinished, new carpet and two new desks. Signage and children's furniture is still needed. The Commission will be invited to tour the newly refurbished Library as soon as those items are in place. Ms. Navo handed out two fliers;.Family Reading Festivals on Saturdays from 1:00 p.m. to 4:30 p.m. and a Kid's Magic Show on 11/20/04 from 3:00 p.m. to 4:00 p.m. Refreshments served at both events. , e. Human Relations Mutual Assistance Consortium (H.R.M.A.C.) Report - Ms. Medina announced that the Cluster IV. Representative stated that many H.R.M.A.C. members will be traveling during the holidays and they plan to meet again beginning next year. , � III. SCHEDULED MATTERS a. Election of Chairperson - Nominations for Chairperson are opened by Mr. Given. Chairperson Amey then nominates Commissioner Lopez as the new Vice Chairperson. Commissioner Garcia seconds the motion. Commissioner Lopez accepts the nomination to serve as Vice Chairperson. Commissioner Amicone nominates Commissioner Garcia for the position. Commissioner Garcia declines the nomination. The nomination is closed and a vote is taken. All Commissioners vote unanimously in favor of Commissioner Lopez as the new Vice Chairperson. b. Candy Cane Lane Christmas Parade - This year's parade will be held on December 10, 2004. Mr. Given personally invites the Commissioners to attend the VIP reception at Bateman Hall at 5 p.m. The Commissioners will then be transported to the viewing stand. He urges the Commissioners to arrive early and park in the City Hall front parking lot. Channel 5 Newscaster Makayla Herrera will serve as the Grand Marshall. IV. PUBLIC ORALS - Please adhere to the three-minute time limit. • Andrew McKinney introduces himself as Commissioner McKinney's son. He stated that the haunted house held this year was a little scary for his brother. He enjoyed it and will volunteer again. • Haydee Soto, a Lynwood resident at 10780 San Vicente Avenue came by to voice her concerns over a stagnant pool of water that develops after rainfall in her neighborhood. She stated that there are no drain holes near her home and the water in this huge puddle does not drain properly; after a period of time the puddle begins to smell very bad. She is concerned about the health hazard the stagnant water may cause by breeding mosquitoes. Ms. Soto stated that her mother has made numerous calls to City Hall and written letters but nothing has been done. The Soto's have been living in Lynwood for approximately 15 years. Mr. Given took Ms. Soto's home phone number and will forward this complaint to Environmental Services. V. COMMISSION ORALS - Piease adhere to the three-minute time lirriit. • Chairperson Amey - She announced Commissioner Garcia's birthday was coming up on 11/21. She also commended Commissioner Garcia for doing a greatjob at representing the Lynwood Adult School. • Commissioner Amicane - No Comment • Vice Chairperson Lopez - Wishes everyone a nice Thanksgiving and a Merry Christmas. He announced that the Sister City Committee will donate garbage disposal trucks to one of our sister cities. • Commissioner Garcia - Stated that she reported an illegal vendor selling fruit drinks from a home at 5138 Beechwood Avenue. She extended an invitation to attend the 9�h Annual Winter Festival at 12 noon on 12/11 at Lynwood High School, 4050 E. Imperial Highway. Proceeds from this event are used to aid children. There will be clowns, singers, dancers, contests, prize drawings and gifts for youth aged 1 to 12. • Commissioner Edner - No Comment • Commissioner McKinney - She commented that she was glad there would be a Christmas Parade and reassured Ms. Soto that the drainage problem will be resolved. • Commissioner Ramirez - No Comment . VI. ADJOURNMENT Motion to adjourn for the holidays.
