CITY OF LYNWOOD
SPECiAL MEETING OF THE PERSONNEL BOARD
AUGUST 17, 2005
The special meeting of the Personnel Board of the City of Lynwood, California was
held on Wednesday, August 17, 2005 at 5:00 p.m. in the Council Chambers
Conference Room of City Hall, 11330 Bullis Road, Lynwood, California. The agenda
was duly posted as prescribed by the Brown Act.
CALL TO ORDER
The meeting was called to order at 5:10 p.m. by Chairperson Battle. Roll call was -
taken by Ms. Autra C. Adams, Interim Director of Human Resources/Assistant to the
CM. Vice-Chairperson Quinonez was absent.
PLEDGE OFALLEGIANCE
Led by Commissioner Villanueva.
ORIENTATION
Ms. Andrea Hooper, City Clerk, performed the swearing in of the new commissioner,
Rev. Robert Robinson at 5:13 pm.
APPROVAL OF MINUTES
The motion was made by Commissioner Villanueva and seconded by Commissioner
Bradley to approve the minutes of July 28, 2005. All in favor. Motion carried.
PUBLIC ORALS - None
STUDIES AND REPORTS
The motion was made by Commissioner Bradley and seconded by Chairperson Battle �
to approve the eligibility list for the position of Planning Assistant. All in favor. Motion '
carried.
�
Ms. Adams informed the commission that the City had an open recruitment for the �
position of Marketing & Grants Manager and a Closed Promotional for the position of
Street Maintenance Worker. The motion was made by Commissioner Bradley and
seconded by Commissioner Villanueva to accept the new recruitments. �

Pursuant to the Board's request to attend training opportunities in labor relations, Ms. '
' Adams informed the board that there would be a conference in San Francisco i
scheduled for October 20` and 21 entitled: "The San Francisco Program on Labor �
Law and Arbitration" and asked if any of the members would be interested in attending '
to let her know by the second week in September. �

• � Chairperson Battle and Commissioner Robinson showed an interest in attending the
workshop.
, CLOSED SESSION
Commissioner Bradley made the motion and Commissioner Villanueva seconded to
move to closed session at 5:25 pm.
The board reconvened at 5:58 pm to open session.
The Personnel Board reached consensus regarding the full-time, classified position of
Office Assistant II and determined that the existing, four-person employment list for
such position should be abolished, pursuant to the provisions of Personnel Rule VII,
Section 4.
PRESENTATION
Mrs. Jennifer A. Mizrahi, Deputy City Attorney presented an overview of the Brown Act
, to the board.
COMMISSIONER ORALS
Chairperson Battle tlianked Mrs. Mizrahi for the handout and the presentation. She
also welcomed the new commissioner, Rev. Robinson. .
Commissioner Villanueva and Commissioner Bradley also welcomed the new
commissioner.
Commissioner Robinson introduced himself and briefly stated his community
, experiences.
Chairperson Battle requested an updated directory.
Mrs. Mizrahi thanked the board for inviting her to the meeting.
ADJOURNMENT
Commissioner Bradley made the motion to adjourn and Commissioner Villanueva
seconded. All in favor. Motion carried. The meeting adjourned at 6:45 pm.
