CITY OF LYNWOOD
SPECIAL MEETING OF THE PERSONNEL BOARD
JUNE 29, 2005
The special meeting of the Personnel Board of the City of Lynwood, California was
held on Wednesday, June 29, 2005 at 5:00 p.m. in the Council Chambers of the City
Hall, 11330 Bullis Road, Lynwood, California. The agenda was duly posted as -
prescribed by the Brown Act.
CALL TO ORDER
The meeting was called to order at 5:09 p:m. by Chairperson Battle. Roll call was
taken by Ms. Autra C. Adams, Interim Director of Human Resources/Special Assistant.
All commissioners were present.
PLEDGE OF ALLEGIANCE
Led by Commissioner Villanueva.
APPROVAL OF MINUTES
The motion was made by Vice-Chairperson Quinonez and seconded by Commissioner
Villanueva to approve the minutes of June 16, 2005. All in favor. Motion carried.

STUDIES AND REPORTS
The motion was made by Commissioner Bradley and seconded by Vice-Chairperson
Quinonez to approve the eligibility list for the position of Street Maintenance
Supervisor. All in favor Motion carried.
The motion was made by Vice-Chairperson Quinonez and seconded by Commissioner
Villanueva to approve the eligibility list for the position of Right-of-Way Leadworker. All
in favor. Motion carried.
The motion was made by Vice-Chairperson Quinonez and seconded by Commissioner
Bradley to approve the eligibility list for the position of Custodian. All in favor. Motion
carried.
Ms. Adams informed the commission that the City had an open recruitment for the
position of Building and Safety Manager. She then stated that the intent of the special
meeting scheduled for July 7, 2005 was to certify an eligibility list. Unfortunately, the
list would not be ready to present to the board for certification until the next regular
meeting. Therefore, the special meeting for July 7� was cancelled.
DISCIPLINARY APPEAL HEARING
Representation: Personnel Board: Mrs. Jennifer Mizrahi,

City (Defendant): Ms. Heather Glick, Attorney at Law

Mr. Arthur Barfield (Plaintiff)
Chairperson Battle apprised the parties of the purpose of the hearing in the matter of
' Mr. Arthur Barfield at 5:17 p.m. It was requested by the plaintiff to be an open hearing.
The hearing proceeded with the call of witnesses.
' Ms. Glick made an opening statement before the board at 5:27 pm. Ms. Glick
identified the documents entered into evidence for the Personnel Board. All
:" commissioners, legal counsel and plaintiff were provided with a notebook of exhibits
that were identified by an index tab.
• Mr. Barfield made an opening statemenYbefore the board at 5:32 pm.
(Note: All witnesses were administered the oath 6y Mrs. Jennifer Mizrahi)
The first witness was questioned and cross examined, Ms. Kimberly Acosta at 5:31
' pm.
Mr. Edwin Ayala, second witness was questioned and cross-examined at 6:04 pm.
Mr. Grant Taylor, third witness was questioned and cross-examined at 6:14 pm.
� Ms. Martha Martinez, fourth witness was questloned and cross-examined at 7:03 pm.
Mr. Barfield requested a conference call with Mrs. Oretha Williams-Landers.
. A brief discussion took place as to whether or not the testimony of Mrs. Williams-
Landers would be considered as a potential witness in a conference call or to continue
the hearing to another day.
Ms. Adams recommended that Mrs. Williams-Landers be called to see if she would be
available to testify.
Mrs. Oretha Williams was sworn in, questioned and cross-examined at 7:30pm.
Closing remarks were presented by Ms. Glick at 7:56 pm. Then Mr. Barfield presented
his closing remarks at 8:00 pm.
The board recessed to closed session at 8:02 pm for deliberations.
The board returned from closed session at 935 pm. Ms. Mizrahi stated that the
board's findings and recommendations would be given in writing within 10 days as per
the municipal code.
COMMISSIONER ORALS
Commissioner Villanueva stated that the hearing process was interesting and that she
enjoyed' being pa�t of it. She also thanked Ms. Mizrahi for her guidance.
ADJOURNMENT
Commissioner Bradley made the motion to adjourn and Commissioner Villanueva
seconded. All in favor. Motion carried. The meeting adjourned at 9:38 pm.
