REGULAR MEETING OF THE PERSONNEL BOARD
MAY 19, 2005
° The regular meeting of the Personnel Board of the City of Lynwood, Califomia
was held on Thursday, May 19, 2005 at 5:00 p.m. in the Council Chambers of the
City Hall, 14330 Buliis Road, Lynwood, California. The agenda was duly posted
- as prescribed by the Brown Act.
CALL TO ORDER
The meeting was called to order at 5:02 p.m. by Chairperson Battle. Roll call
was taken tiy Gail L. Black, Personnel Officet Commissioner Jingles was
absent. (Note: 7he Board was informed that Commissioner Jingles had recently
informed the Human Resources office that she would be resigning from the
board) `
� PLEDGE OF ALLEGIANCE -
Led by Commissioner Bradley
APPROVAL OF MINUTES
Chairperson Battle noted a correction to the minutes of April 21, 2005 that the
, subsequent need item was seconded by Chairperson 8attle artd not Chairperson
Bradley as written. The motion was made by Commissioner Quinonez and
seconded by Commissioner Villanueva to approve the minutes with the noted
corrected. All in favor. Motion carried.
PUBLIC ORALS - None
� STUDIES & REPORTS
Ms. Black requested the board's vote to approve a subsequent need item
regarding promotional examinations. Ms. Black informed the board that the item
would require a 4/5 vote to be placed on the agenda and that the item became
necessary after the posting of the agenda. Commissioner Bradley made the
• motion with Commissioner Quinonez' second to place the item on the agenda.
There was a general discussion among the commissioners conceming the City's
process regarding a"meriY' system and the ciosed promotional recruitment
., process. Chairperson Battle noted that she had attended a meeting recently at
the Lynwood Unified School District conceming the merit system and she asked
that Commissioner Quinonez report on the item.

May 19, 2005
Commissioner Quinonez questioned whetherthe merit system was fair because
an employee in a temporary appointment appears to be the candidate who
obtains the position.
After a general discussion on this subject, the motion was made by
Commissioner Quinonez and seconded by Commissioner. Villanueva to accept �
the closed promotional examination reguest for the position of Right-of-Way
• Leadworker and Custodian. All in favor. Motion carried.
Ms Black asked the board to approve a special meeting on Thursday, July 7 at �
� 5:00 p.m. for the purpose of approving an elibility list for the position of Building
Inspector and Planning Assistant. The board was unanimous in approving the
special meeting.
COMMISSIONER ORALS
_ Chairperson Battie shared with the commissioners the need to have a workshop
for the board similar to one recently held by the school district in which their role
is discussed, personnel rules/regulafions are reviewed, the appeal process is
. outlined as well as the Brown Act requirements.
Ms. Black noted that she would inquire with the League of California Cities as to
their recommendation as the organization had held workshops, in the past on the
role of commissioners.
_ Chairperson Battle requested that subsequent need items be prevented
whenever possible to allow the board ample time to review the item prior to
. voting.
ADJOURNMENT
Commissioner Bradley made the motion to adjoum with Commissioner
Quinonez' second. All in favor. Motion carried. The meeting adjourned at 5:55
