MINUTES OF A REGULAR MEETING OF THE
COMMUNITY DEVELOPMENT BLOCK GRANT
ADVISORY BOARD COMMISSION
WEDNESDAY JUNE 1, 2005
CALL TO ORDER:
Vice Chairperson Gutierrez called the meeting to order on the above captioned
date.

NEW BUSINESS
1. Commission Pictures
Commission Pictures were taken after the meeting.
2. Status of Senior Center Project
Josef Kekula of the Environmental Services Department gave a brief
presentation on the project. Mr. Kekula stated that the City held a
groundbreaking ceremony for the Senior Center project on April 18, 2005. The ,
project began construction on April 25, 2005 and expected completion is
November of 2005.

Commissioner Battle asked if the Senior Center contractors are required to post
a performance bond. Mr. Kekula stated that there is a penalty fee accessed for
every day that the project is late. The maximum amount is $500.00 per day for
not meeting the deadline for completion.
Commissioner Araujo asked if the contractor is on schedule? Mr. Kekula stated
that the Contractor is on schedule, however he has been granted additional time
due to rain and difficulty locating materials. Other than those small issues the °
project is on track.
Commissioner Castor asked if Mr. Farhadi was retiring and will that affect the
completion of the project. Mr. Kekula replied that Mr. Farhadi is retiring and that
will not affect the completion of the project.
7he Commission thanked Mr. Kekula for his presentation.
3. CDBG Status Report
Ms. Potts stated that the CDBG status report is submitted in order to provide
information on the current CDBG funded projects for FY 2004-05. These
projects will be completed by June 30, 2005.
Commissioner Castro asked if the programs will loose funds if they have not
expended any funds by the end of the fiscal year. Ms. Potts replied yes with the
exception of Public Improvements that will usually carry over.
Commissioner Battle stated that he attended a meeting recently and there was a
presentation relative to a homeless shelter. It was stated that there are
approximately 10,000 homeless people in Lynwood and those people are not
beimg serviced. Commissioner Battle said that he asked the person giving the
presentation, where did he get this information and the response was from the
Census. Mr. Battle stated that he could not believe that such incorrect
information is being presented to the Community. Is the CDBG information
available to other Commissions, relative to Community Based Organizations that
are being funded to provide services in the Community.
Ms. Potts stated that public notices are publicized and distributed. In addition
public hearing are held in order to inform the public and receive input on CDBG
funded projecUprograms. This information is available every year. Ms. Potts
stated the Commissioners should also forward information to the residents.
