HomeMy Public PortalAbout1997-09-17 Budget Hearing143 COUNCIL MINUTES BUDGET HEARING - SEPTEMBER 17, 1997 The Budget Hearing meeting of the Bal Harbour Village Council was held on Wednesday, September 17, 1997, in the Council Chamber at Bal Harbour Village Hall. The meeting was called to order by Mayor Spiegel at 5:17 p.m. The roll was called and those present were: Also present: Mayor Estelle Spiegel Assistant Mayor Andrew R. Hirschi Councilman James E. Boggess Councilman Daniel S. Tantleff Alfred J. Treppeda, Village Manager Jeanette Horton, Village Clerk David Wolpin, Village Attorney Absent: Councilman Peg E. Gorson As a quorum was determined to be present, the meeting commenced. 2. Pledge of Allegiance: by Assistant Mayor Hirschi. The Pledge of Al legiance was led 3. Announcement: Mayor Spiegel announced that Bal Harbour Village's Rolled -Back Millage Rate is 3.33 Mills. The proposed Millage Rate is 3.33 Mills, which is 0% greater than the Rolled - Back Rate. 4. Discussion of Proposed Tax Millage and Discussion of Proposed Budgets: Mr. Treppeda explained the proposed millage rate for the upcoming year, and reviewed the proposed budget. 5. Resolutions - Adoption of the Final Millage Rate: A resolution adopting the millage rate was read, by title, by the Village Clerk. Mayor Spiegel then proceeded to open the public hearing for comments. There being none, Mayor Spiegel closed the public hearing. A motion was offered by Councilman Boggess and seconded by Councilman Tantleff to adopt this resolution. The motion carried with the vote as follows: Mayor Spiegel aye; Assistant Mayor Hirschl aye; Councilman Boggess aye; Councilman Gorson absent: Councilman Tantleff aye, thus becoming RESOLUTION NO. 563 RESOLUTION OF BAL HARBOUR VILLAGE, FLORIDA, ADOPTING A FINAL MILLAGE RATE FOR FISCAL YEAR 1997/98; .PROVIDING FOR. AN EFFECTIVE DATE. 144 6. Second Reading Ordinances/Public Hearing: Proposed Budgets: At this time. Mayor Spiegel opened the public hearing on the proposed budgets. General Fund An ordinance adopting the General Fund Budget for Fiscal Year 1997/98 was read. by title, by the Village Clerk. There being no comments, a motion was offered by Assistant Mayor Hirschl and seconded by Councilman Boggess to enact this ordinance. The motion carried with the vote as follows: Mayor Spiegel aye; Assistant Mayor Hirschl aye; Councilman Boggess aye; Councilman Gorson absent; Councilman Tantleff aye, thus becoming ORDINANCE NO 423 ORDINANCE OF BAL HARBOUR VILLAGE, ADOPTING A BUDGET FOR THE PERIOD OF OCTOBER 1, 1997 TO SEPTEMBER 30, 1998 I.N THE AMOUNT OF $4,706,412; AUTHORIZING EXPENDITURES; DECLARING AN EMERGENCY; ESTABLISHING AN EFFECTIVE DATE. Water Department An ordinance adopting the Water Fund Budget for the Fiscal Year 1997/98 was read, by title, by the Village Clerk. Councilman Tantleff asked about the increase in water rates. Mr. Treppeda explained the rates have not been increased in several years, and with this increase no funds are necessary from fund balance. There being no further comments, a motion was offered by Councilman Tantleff and seconded by Councilman Boggess to enact this ordinance. The motion carried with the vote as follows: Mayor Spiegel aye; Assistant Mayor Hirschl aye; Councilman Boggess aye; Councilman Gorson absent; Councilman Tantleff, thus becoming ORDINANCE NO. 424 ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE WATER DEPARTMENT FOR THE PERIOD OF OCTOBER 1. 1997 TO SEPTEMBER 30, 1998 IN THE AMOUNT OF $1,073,545; AUTHORIZING EXPENDITURES; DECLARING AN EMERGENCY; ESTABLISHING AN EFFECTIVE DATE. Budget Hearing 09/17/97 145 Sanitary Sewer Department An ordinance adopting the Sanitary Sewer Department Budget for Fiscal Year 1997/98 was read, by title, by the Village Clerk. Assistant Mayor Hirschl asked that the agreement on the sewer force mains the Village has with the Town of Surfside be explained. Mr. Treppeda explained the agreement provides for the Village to maintain the water and sewer mains. Although the mains are used by the Town of Surfside they do not pay for the use or any repairs. There being no further comments, a motion was offered by Councilman Boggess and seconded by Councilman Tantleff to enact this ordinance. The motion carried with the vote as follows: Mayor Spiegel aye; Assistant Mayor Hirschl aye; Councilman Boggess aye; Councilman Gorson absent; Councilman Tantleff aye, thus becoming ORDINANCE NO. 425 ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE SANITARY SEWER DEPARTMENT FOR:. THE PERIOD OF OCTOBER 1, 1997 TO SEPTEMBER 30, 1998 IN THE AMOUNT OF $1,246,429; AUTHORIZING EXPENDITURES; DECLARING AN EMERGENCY; ESTABLISHING AN EFFECTIVE DATE. Department of Tourism An ordinance adopting the Department of Tourism Budget for the Fiscal Year 1997/98 was read, by title, by the Village Clerk. There being no comments, a motion was offered by Assistant Mayor Hirschl and seconded by Councilman Tantleff to enact this ordinance. The motion carried with the vote as follows: Mayor Spiegel aye; Assistant Mayor Hirschl aye; Councilman Boggess aye: Councilman Gorson absent;;Councilman Tantleff aye, thus becoming ORDINANCE NO. 426 ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE DEPARTMENT OF TOURISM FOR THE PERIOD OF OCTOBER 1. 1997 TO SEPTEMBER 30, 1998 IN THE AMOUNT OF $2,417.753; AUTHORIZING EXPENDITURES: •DECLARING AN EMERGENCY; ESTABLISHING AN EFFECTIVE DATE. The Village Attorney explained the reason for deciarina an emergency is that there is a conflict with the State Statute Chapter 166 and the TRIM regulations on advertising. At this time, Mayor Spiegel closed the public hearing. Budget Hearing 09/17/97 146 7. Adjourn: There being no further business to come before the Council, a motion was offered by Councilman Boggess and seconded by Assistant Mayor Hirschl to adjourn.
