I COMMUNITY PRESERVATION COMMITTEE Held a Regular Meeting on Wednesday, December 11 , 2019 at 4 : 45 p .m. at The Brewster Town Office Building, 2198 Main Street, Brewster, MA REGULAR MEETING MINUTES FOR December 11 , 2019 Present : Chair Faythe Ellis , Elizabeth Taylor, Roland Bassett, Paul Ruchinskas , Bruce Evans , Sharon Marotti , Diane Pansire, Peggy Jablonski Absent : Barbara Burgo , Chair Faythe Ellis called the meeting to order at 4 : 45 pm . Recording or Taping Notification , "As required by the Open Meeting Law we are informing you that the Town will be videotaping and/or audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chain " We request that all cell phones be turned off or to vibrate. 1 . Review of town meeting article results and next steps for grant agreements . Faythe Ellis reported that CPC article was approved at Town Meeting with very little discussion from the floor . The FORWARD award letter has been completed and Legal is reviewing the grant agreement . The Housing Trust award letter has been completed and Legal is reviewing the grant agreement . The Open Space and Rec Plan award letter is with Legal . It was noted that the CPC article came up late in the meeting via the lottery system . Paul raised the topic of pursuing whether the CPC article should be considered as part of the financial articles not subject to lottery process . Donna Kalinick, Asst . Town Administrator, explained that she had raised this topic with Legal Counsel informally and they did not consider the CPC article to be within the scope of how the bylaw was written . Her recommendation was for Faythe to send a formal request to the Town Administrator for consideration of this change . 2 . Update on November meeting with Mimi Bernardo , Finance Director. Committee officers have established a monthly meeting with Mimi Bernardo to review budget numbers . At the latest meeting, the tax revenue numbers were confirmed . The state funding of $ 171 , 719 is the initial number . It is likely we will get more . The next meeting with Mimi will be focused on building the committee ' s 2021 budget . 3 . Financial Report Sharon Marotti reported an ending balance for FY 2020 of $ 1 , 253 , 711 : $ 330 , 000 in Open Space, $ 22 , 500 in Housing, $ 321 , 000 in Historical and $ 581 , 000 in the 30% fund . . 1 Community Preservation Committee Minutes : December 11, 2019 4 . Acceptance of funding requests for spring town meeting and referral to town counsel for CPA eligibility . Faythe handed out paper copies of funding applications for the following requests ; Field/Kelley Property - $ 3065000 Pleasant Bay Community Boating Accessible Dock Project - $25 , 000 Part Time Housing Coordinator at $ 49 , 500 Brewster Whitecaps Stony Brook Field Improvements - $ 508 , 500 Cape Housing Institute - $ 15 , 000 She requested that committee members review submissions and contact her by December 20 if they note any missing information or would like additional information from the applicants . 5 . Review of CPC Annual Report draft A first draft of the annual report was handed out . Elizabeth gave an overview of each section. A final version of the report will be included in the January 8 meeting agenda. 6 . Project Updates Updates from the Housing Coordinator and Cape Cod Village were included in the meeting packet . 7 . Discussion of future joint meeting with Brewster Affordable Housing Trust Faythe surveyed members regarding ability to attend the February 12 meeting as that is potential date for the joint meeting with the Brewster Affordable Housing Trust. There was concern that the CPC committee agenda for that night might be lengthy with application decisions . Faythe noted that this is a tentative date for the joint meeting and if necessary, another date can be selected . Regarding when the CPC article needs to be finalized, Donna noted that February 19 is the placeholder date for the article and the final administration deadline for warrant articles is March 20 . 8 . Vote to approve minutes from 10/23 / 19 and 11 / 13 / 19 Faythe will amend the footer on the 11 / 13 minutes to show the correct date . MOTION to approve minutes with that amendment.
