Phil Hoyle William S. LaPorte Also attending: Mrs. Kathleen Kirton, Messrs Henry Lilienthal, Henry Pope, Charles Anderson, M.P. Dickenson, William F. Koch, Roy Cowart, and William Gwynn. Mayor Dodson called the meeting to order. The minutes of the meeting held December 11, 1965 were read approved and adopted. The Financial and Water Report for December 1965 was read and approved. All expenditures included in this report were approved. A letter from the Pali stated that a meeting operation of the sand held January 12, 1966 and Mr. Iglehart said Severn and Mr. Talbot n Beach County Commission was read. It to discuss the beach erosion problem and pumping station at the Boynton Inlet is to be 10:00 A.M. at the Manalapan Club. Mr. Hart they would attend and also Mr. William Speer would be asked to attend also. A letter from Russell and Axon reporting that the City of Delray Beach had authorized a rate study be made to determine costs to handle sewage disposal from other municipalities. The Commission voted to table any discussion until this study is made available. A letter from the Somerset Developers requesting a special permit to erect signs 2 feet x 2 feet and 1 foot x 6 feet. The commission felt that to grant a special permit•in this case would open up other requests in the Town and voted to deny the request. A letter from Cecil P. Young was read. This letter requested that signing of a new water contract be delayed and voted on by the residents at the election in March. He also said that the rest of the stables should be torn down. He also suggested the Town render water bills quarterly or semi- annually to save on expenses. Mr. Charles Anderson was given the floor to review his ads report and answer questions. A copy of this report is included and becomes a part of these minutes. He pointed out that it was absolutly nefessary to have accurate maps surveys and ardal photographs to prepare a detailed drainage report. Mr. Hart asked if the report would include the golf course. Mr. Anderson said the study would include the entire Town east of the Intra- coastal Waterway. Commission meeting held January 8, 1966 cont. Page 2. Mr. Iglehart stated that the only way the job could be done was with a pumping system and filling in certain areas which is expensive. M.yyor Dodson said that the problem is similar to farm lands west of us where continuous pumping systeus must be maintaned and it is expensive. Mr. Hart said that the roads are public and if they are flooded it seems like the Town is responsible to lain them. Mr. Pope said that he had been active in Gulf Stream since 1939 and the problem was there 25 years ago. He informed the Commission of the money he had spent in filling land in this area and to sum it up, you cantt make water drain up -hill. At this point in the meeting Mr. M. P. Dickenson enterdd and was given a copy of Mr. Anderson's proposal. Mayor Dodson proceeded with the rest of the agenda and advised Mr. Dickenson he would come back to the drainage discussion as soon hs he had a chance to read the report. The police reports for December, 1965 were read. Resolution #548 Fixing Time when Board of Equalization will meet, was read approved and adopted. This resolution is included and becomes apart of these minutes. The Mayor's Proclamation calling Town Election to be held March 1, 1966 was read approved and adopted. This Proclamation is included and becomes a part of these minutes. There was a general discussion of the request for Mr. Robert C. Reed for a zoning change to allow a Professional building on the west 375t of a 1007 strip of land immediately north of his subdivision. Mr. Hoyle said that it would be an improvement in relation to what is now found along U.S. #1 Mr. Iglehart said that it would just open the door to more problems for the Town. It was moved and seconded that Mr. Reed be advised that the Town was opposed to the request. Motion passed. Mr. Pope presented a detailed map showing existing water mains & proposed new water mains for a portion of the north end of Town. It was pointed out that the existing 6" water main on AlA deadends at Foskett Brown's residence and there is a need to extend this line at least to the property at the extream north town limits for the new co -op that is under construction there. Also it was - pointed out that the Town has a water main running from Foskett Brown's residence west through the stable area to Gulf Stream Road. This line is on Mr. Pope's property and the Town has no easement through this property and Mr. Pope wants this line disconnected and abandoned. His proposal i calls for the Town to extend the existing line on AlA north to Sea Road then west to Bermuda Lane to connect with the water line running north and south on Bermuda Lane and County Road. The proposal further recommends that the water mains be continued west on Sea Road to Gulf Stream Road and then south to tie into t the existing line on Gulf Stream. This would form a loop system for this area and the existing line running through the stable area could then be disconnected. The Commission authorized the Town Clerk to obtain seperate prices for the extension to Bermuda Lane and Bermuda Lane to Gulf Stream Road and to have at least 2 contractors to bid on the work. Mr. Dickenson was given the floor. He asked what the Commission proposed to do after the drainage survey was completed. He said that planning is important for the future growth of the Town especially the development of the polo fields. Mr. Iglehart said that he felt that no Torn pays for drainage of certain parts of the towns area. Mr. Hoyle explained the drainage project undertaken by the residents on Palm Way and how they had all paid for it. He said that if the Town planned to pay for drainage work in some other part of Town he thought the people on Palm Way should be reimbursed for what they had done. Mr. Anderson was asked if he could estimate the cost of a drainage system for the Town. He replied that he could not even venture a guess. Mayor Dodson instructed the Town Clerk to make available to Mr. Dickenson all the drainage data on file and that the Commission would be glad to discuss the matter again with him. Discussion of the proposed subdivision ordinance was tabled until a later date. Mr. Pope requested an opportunity to meet informally with the Commission to discuss the future plans of the polo fields and other matters as they relate to its development. The Commission agreed to meet with Mr. Pope Thursday January 13, 1966 at 9:30 A.M. at the Gulf Stream Golf Club. There being no further business to come before ssion the meeting was adjourned. GREENE, L Honorable Mayor & Town of Gulfstream Town Hall December 31, 1965 Town Council Gulfstream, Florida Attn: Mr. William Gwynn, Town Clerk Gentlemen: CIVIL STRUCTURAL SANITARY ELECTRICAL MECHANICAL LAND PLANNING MUNICIPAL LAND SURVEYIN SOIL MECHANIC Re: Storm Drainage Improvements Engineering Report Reference is made to your recent request for information relative to preparation of an engineering report describing proposed storm drainage improvements for the Town of Gulfstream, Florida. You have requested the report be detailed and com- prehensive in nature and include physical and financial fac- tors pertaining to the improvements for all of that portion of the Town east of the Intracoastal Waterway. The report would include, but not necessarily limited to the following items: 1. Aerial Photographs of Town - Scale 1" = 200' 2. Topographic Data along Public Rights of Way, Lake Shore line and other storm drainage routes plotted on the aerial photographs. 3. Establishment of drainage areas. 4. Analysis of storm drainage criteria for both primary and secondary drainage facilities. 5. Estimate of cost for both primary and secondary facilities. 6. Preliminary financial data with suggested financing methods. During our recent meeting it was noted that the Housing Act of 1965 enacted by the Congress authorized an annual ex- penditure of 200 million dollars for the next four year period to assist local government groups in providing municipal im- provement projects including water and sewer improvements to- gether with paving and drainage improvements. A total of 100 million dollars was appropriated for the fiscal year ending June 1966. During a recent meeting with Federal officials in the Housing & Home Finance Agency in Atlanta, the Engineers noted that a formula for distribution of the federal funds has not been established at this time nor have application forms been prepared for use by the municipalities. It is antici- pated, however, that this material will be available for dis- tribution in February 1966. Therefore, a determination cannot be made now as to the availability of a portion of these funds for the Town of Gulfstream.
