HomeMy Public PortalAboutOrd. 371 - ZoningORDINANCE NO. 3 7/ AN ORDINANCE RELATED TO ZONING; AMENDING SECTION 3-4-1 OF THE VILLAGE CODE OF McCALL, IDAHO, TO NAME A NEW ZONING DISTRICT TO BE KNOWN AND DESIGNATED ZONE "H" PUBLIC SCHOOL DISTRICT; AMENDING TITLE III OF THE VILLAGE CODE OF McCALL, IDAHO, BY THE ADDI- TION THERETO OF A NEW CHAPTER TO BE KNOWN AND DESIG- NATED AS CHAPTER 18; ESTABLISHING A ZONING DISTRICT FOR PUBLIC SCHOOLS AND PURPOSES THEREOF; DEFINING PERMITTED USES; ESTABLISHING CONDITION OF USE; ES- TABLISHING STANDARDS FOR PUBLIC SCHOOL DEVELOPMENT; AND PROVIDING A DEFINITION. BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF McCALL, IDAHO, AS FOLLOWS: Section 1. Section 3-4-1 of the Village Code of McCall, Idaho, shall be and is hereby amended to read as follows: 3-4-1: NAMING ZONING DISTRICTS: For the purpose of this Chapter the City shall be and is hereby divided into zoning districts as follows: Zone Zone Zone Zone Zone Zone Zone Zone "A" "B" "C" "E" " F " "H" Residence Zone Residence Zorie Commercial Zone Industrial Zone Unrestricted Zone Planned Development District Agricultural District Public School District The boundaries of the zones designated by this Chapter shall be established by indicating said boundariesupon the "Map of Zoning" as adopted by this Ordinance. Section 2. That Title III of the Village Code of McCall, Idaho, be and the same is hereby amended by the addition thereto of a new chapter, to be known and designated as Chapter 18, and to read as follows: 3-18-1: PURPOSES: (A) To establish Zone "H" Public School District within the City of McCall for public schools and for uses specifically related to public schools. (B) To establish standards to protect the adjacent property owners from incompatible impacts. (C) To insure that properties so classified as Public School Zones, may not be used for purposes other than those related to Public Schools. _ 3-18-2: PERMITTED USES: The following uses, related to public schools, shall be permitted: (A) Classroom and administration buildings (B) Maintenance buildings (C) Storage buildings and garages (D) Outdoor activity areas (E) Parking facilities (F) Indoor activity facilities including gymnasiums, auditoriums, cafeterias, and multipurpose rooms (G) Recreation or other uses approved by the School District (H) Other uses of facilities specifically related to the operations of public schools 3-18-3: CONDITIONS OF USE: (A) All construction within this zone shall be desig- nated to take advantage of natural settings, pre- serving natural features such as streamside en- vironments and vegetation. (B) The school district may be required to create buffers between its property and adjacent property, as determined by the Planning and Zoning Commission. 3-18-4: STANDARDS FOR PUBLIC SCHOOL DEVELOPMENT: (A) Parking Area Standards: 1. All parking areas shall be screened from adjacent roads and activity areas by planting strips. 2. Sufficient storage space shall be designated to provide for snow removal of all plowed areas. 3. Parkingspace requirements: a. Two spaces for each teaching station for staff and incidental use. b. School events: 1 space for 3 seats of capacity. 3-18-5: DEFINITION: For the purposes of this Ordinance a public school is hereby defined as an institution providing full-time instruction which is accredited by and meets the requirements of the Idaho State Board of Education, including nursery schools or kinder- gartens whose annual session does not exceed the school sessions for full-time schools.
