Dodson Stewart B. Iglehart John G. Hart J. Phil Hoyle William S. LaPorte Also attending: Town Attorney Henry Lilienthal, Dep. Town Clerk William E. Gwynn, Police Chief Roy Cowart, Mr. Henry Pope and approximately 100 Town residents. Mayor Dodson called the meeting to order and welcomed all those in attendence. Thanks were extended to the Gulf Stream Golf Club for providing the excellant facilities for this meeting. Mayor Dodson announced the main purpose of the meeting was to hear and discuss certain zoning changes to be presented by Mr. Henry V. Pope. Mayor Dodson introduced each of the Town Commissioners to the audience. Mayor Dodson recited several items of interest that had occurred during his six years as Mayor and concluded that the Town of Gulf Stream was a well run Town. Mayor Dodson introduced Mr. Henry Pope and turned the meeting over to him. Mr. Pope presented a zoning may of the Town and pointed out the present zoned areas of Z- Residential B- Business and C- Apartments etc. He pointed out the "buffer" areas of C zone at the north and south ends of the Town. He showed that a tract 5001 x 6001 of B zone exists in the middle of Town as shown on the map. Mr. Pope then presented a map with the following offer and request of the Town: 1. Re -zone the B zone to A zone except for that part east of Gulf Stream Road. 2. Re -zone a strip approximately 2001 wide and 9801 long running along the north end of the polo field from A zone to C zone. 3. Permissive use of polo fields for a golf course. 4. Re -zone 2001 on ocean from A zone to provide for public beach or club. A map of these proposals is attached and becomes a part of these minutes. THE FOLLOWING ARE EXCERPTS OF CON =NTS MADE DURING OPEN DISCUSSION Mr. Koch: Is it for a private golf course? Mr. Pope: I hope so. Mrs. Phipps: Whose land is it for the public beach? Mr. Pope: Mine, it has been offered to the Town at $500.00 per front foot. Mrs. Phipps: The B zone was set up to provide for expansion of Town facilities and a post office. Mr. Koch: Why do you leave part of the B zone as business? Mr. Pope: You may call it institutional if you like. It would leave the B zone for expansion of Town Facilities and also the school. You could move the Town facilities to the north end in the proposed re- zoning area for C zone. Minutes of the Town Meeting cont. Page 2. Mr. Koch: The Town has no sub - division requirements and no overall planning study�we should not make any zoning changes l until we provide plaik and subdivision requirements to meet the future growth of the Totwn. This rezoning could complicate our present water supply setup. Lr. Pope: Yes, you could have engineers and other professional people do these things but I am an engineer, architect and planner myself and I think I'm good at it and have certainly done good for the Town in the past. Mr. Koch: All sub - divisions should be engineered and an overall plan for the Town be made by competent people. Mrs. James Wallace: We have enough buffer zones to protect the Town, 2 golf courses would be too much for a Town our size. Traffic is terrible now, more apartments would make it worse. Years ago you could only build two story apartments but this was changed by a new commission when my husband retired from the Commission. Mr. Wallace: I only have the best interest of the Town at heart I'have been here 44 years and have seen the Town change from a country village to today. I think it is wrong to have a public beach &nd a par 3 golf course. Mr. Dickinson read a resolution adopted by the Gulf Stream Civic association, which is opposed to any change in the Town zoning ordinance. Mr. W. Alfred Hayes: A public beach would ruin the value of my apartment zoned property to the north. Mr. Wood: I am speaking for Mr. Foskett Brown who is adjacent on the s.uth side of the proposed public beach. This public beach would seriously damage the value and privacy of Mr. Brown's property, why does the Town need a public beach you can bathe at any of several clubs in the area. Mr. LaPorte: The purpose of the meeting is to get a straw vote of the Townspeople in regard to the 4 proposals being offered by Mr. Pope. The procedure for granting any of these proposals is quite complicated. Mayor Dodson introduced Mr. Henry Lilienthal, Town Attorney and asked him to outline the procedure. Mr. Lilienthal read in full that portion of the present zoning ordinance which provides for zoning changes. Mr. Lilienthal said that it is quite clear and that copies of the zoning ordinance are available at the Town Hall. Mr. Iglehart: I think we are losing sight of the main problem here, that is to eliminate a business zone in the middle of Town in exchange for an apartment zone at the north Town limits. I think this is a good deal for the Town. Minutes of the Town Meeting cont. page 3. Mr. Schuyler Cole: What would be the height limit of apartments? Mr. Pope: 451 - Please condider this an offer by me to swap B zone for C zone, the Town will benefit as much as I Will. Mr. Iglehart: Remember that anyone can buy this business zone from Mr. Pope and do with it just as they please, including shop, motels etc. Mrs. Phipps: Why dont you rezone the business property to residential and thats it? Mr. Iglehart: I would not be a party to anything such as that, unless the Town would pay Mr. Pope for his loss. Mr. LaPorte: Is this a package deal you offer, that is, can the beach property be excluded. Mr. Pope: Let us swap B zone for C zone. You can leave the beach out of it if you want to. I was offering this to the Town for the citizens Mr. Dickenson: The easements to the beach are adequate enough for the people to get to the beach. Mr. Koch: Also you have a 151 county right of way at the north end of Town for beach usage. l Mr. Koch: Will you rezone all of the present B zone to residential? Mr. Pope: I£ we provide for Town expansion & school expansion at the same time. Mrs. Fellows: Have you considered the added traffic problas which would develope on AlA if more apartments were to go up. Mr. Pope: 80% of you live north of Golfview Road and you pay taxes, I want your help in keeping the Town as you would like it to be. I have been here since 1937 and I have done a good job in developing the Town along the lines that you want and enjoy. I am not sure if a zoning change is needed to permit golf instead of polo on the same land. Mr. Hart read a telegram from Wm. Evans opposing any changes and a letter from M.G. O'Neil being in favor of apartments in Gulf Stream.' Mr. Phillip Ross: What would happen if golf course venture should fail? Mr. Pope: If would still be zoned residential & could be developed i as Polo Cove and Gulf Stream Cove subdivisions. Minutes of the Town Meeting cont. Page 4. Mr. Pope pointed out that the Gulf Stream Golf Club owns over 1300' r of property on the ocean that is now zoned for apartments. Everyone seems to be opposed to apartments why does'nt the Club have this rezoned to residential? Mr. Dickenson if the Club will agree to rezone its C zone to A zone will you agree to rezone the B zone to A zone? Mr. Pope: I have nothing against apartments I think we need them. yes I'll agree to it. Mr. Hart: The Club would have to have it approved by the Board of Governors before such an offer can be made. Mayor Dodson thanked everyone for coming and asked if anyone wished to bring any other matters before the meeting.
